Introduction

The Finance, Portfolio and Performance (FPP) team is critical to supporting a thriving Parliamentary democracy. We play a leading role in delivering the House of Commons' Strategy and corporate priorities through business and financial planning, analysing performance, and supporting the delivery of projects and programmes across Parliament. Equally important are the financial services, systems, accounting, reporting and Members' services that we provide to keep the House of Commons Service working effectively and efficiently on a day-to-day basis.

The Role

The Business Management Team (BMT) is a sub team within FPP and provides executive level support to Directors in FPP and PACT, including secretariat for both senior leadership teams and a comprehensive business support function.

This role will support the Business Management Director (BMD) to deliver strategy and planning support within both teams across FPP and PACT. It is responsible for the development of business plans as well as ensuring agreed plans are monitored and reported appropriately.

Some of the responsibilities for this role include:

• Manage the business management cycle, ensuring all stakeholders are aware of the annual timetable and agreeing deliverables with responsible owners.
• Support the planning process to capture and report strategic objectives for inclusion to the Corporate Business Plan.

Introduction

The role will sit within the Parliamentary Safety Team (PST) in the House of Commons Governance Office. The team is responsible for the provision of specialist advice, support and independent assurance that Parliament is managing safety sensibly, consistently, proportionately and effectively, and for the development and embedding of a positive safety culture across the wider Parliamentary community.

The Role

The role of the Head of Safety - Governance & Assurance (also known as Head of Governance and Assurance) is to lead the compliance, governance and assurance team members to develop and implement the Parliamentary Safety Management System (SMS), support the Deputy Director with the development and implementation of the bicameral safety strategy, and lead on the implementation of systems, policies and processes to ensure ongoing compliance to all relevant statutory and best practice requirements.

The Head of Safety - Governance & Assurance will also set safety compliance frameworks and develop a robust system for the monitoring and management of company safety performance and management information. The post-holder will produce regular assurance reports and statements to the Deputy Director and Director of Parliamentary Safety and will provide evidence to the Executive Teams of ongoing continual improvement.

The Parliamentary Security Department (PSD) is responsible for physical and personnel security across both Houses of Parliament and provides support to Members and staff when away from the Estate. Its purpose is to keep Parliament safe and open for business. PSD sets security strategy, provides expert advice, and delivers an operational service.

The Role

The Head of Security Operational Resilience is responsible for the development of Parliament's operational security and operational fire protection capabilities by ensuring that recruitment and training is delivered which meets current and anticipated operational requirements; and by overseeing implementation of the Target Operating Model for Physical Security (TOM) in Security Operations.

Working closely with the Head of Physical Security Strategy, the Head of Security and Fire Operations and the Metropolitan Police Service (MPS), you will be responsible for overseeing the implementation of the TOM in the Security Operations team. You will lead on the implementation of operational change as some of the roles and responsibilities previously held by the MPS transition to the PSD Security Operations team.

This is an exciting opportunity for a highly motivated self-starter with extensive experience in security and a strong track record of leading service delivery in a complex operating environment. You will work closely with the Head of Security Operational Resilience to provide assurance to the Deputy Director - Security and Fire Operations and the Director of Security for Parliament regarding the integrity of the operational security protocols and controls designed to maintain the security of the parliamentary estate.

The Head of Security and Fire Operations oversees the day-to-day operational management of the parliamentary uniformed security workforce, working closely with partners and stakeholders across Parliament and externally, including the National Protective Security Agency (NPSA) and Metropolitan Police Service (MPS). You will be responsible for the efficient and effective management of the security guarding and fire protection operations on the Parliamentary Estate. You will also be the operational point of contact with the MPS and London Fire Brigade, ensuring that appropriate operational security is in place to mitigate threat, in line with Parliament's risk appetite.

Some of the responsibilities for this role include:

• Oversee the day-to-day management of PSD Operations and Fire Protection Team.
• Deputise for the Deputy Director Security and Fire Operations on all operational security and fire protection related issues; and provide support in reporting to Boards and committees by drafting and presenting papers as required.
• Advise the Head of Security Operational Resilience on the training needs and resource requirements of security and fire officer functional roles, providing ongoing feedback based on incident debriefs and investigation as part of a cycle of continuous improvement.
• Represent PSD Operations at key stakeholder meetings including the Speaker's Conference.

Introduction

In-House Services (IHS) provides high-quality facilities and services to Members and their staff, and to staff of the House of Commons, supporting them to carry out their work in a clean, comfortable, safe and efficient environment.

Parliamentary Maintenance Services Team (PMST), within In House Services (IHS), consists of approximately 115 in-house staff and a large number of contractors who maintain the Parliamentary estates (Commons & Lords) buildings, engineering systems and furnishings in order to ensure a fully functioning, safe working environment, equipped for the demands of the 21st century.

The Role

The primary purpose of this role will be to ensure that the Parliamentary Maintenance Services Team complies with all relevant statutory maintenance regulations in addition to acting as Parliament's Responsible Person for Legionella management and acting as Parliaments' Deputy responsible person for asbestos management. The role will proactively identify issues, take corrective actions, make recommendations for resolution, escalating non-compliance issues promptly and appropriately.

Some of the responsibilities for this role include:

• Take responsibility for developing and ongoing monitoring of arrangements for effective Legionella Management including managing the Parliamentary Legionella Management plan and ensuring current operational practices reflect current Legislation and guidance.
• To assist with the management of the estate wide confined spaces and roof access management plans including ensuring appropriate safe working practices are in place.
• Carry out monthly audits to ensure that all statutory maintenance is identified and recorded on PMSTs work management system and monitored for 100% compliance, including investigation of escalation of non-compliances.

Skills and Experience

Essential Qualifications:

• Legionella Management (BOHS P901, P903) or a specific City and Guilds relating to legionella management.
• Asbestos Management (BOHS P405, S301, W504, P407, D407)

To be successful in this role you will demonstrate:

• Demonstrate an in-depth knowledge of building services related to statutory legislation and its application and compliance regimes.
• Extensive experience and knowledge of managing asbestos and legionella issues in large buildings or estates.
• Proven ability to demonstrate experience in managing contracts including contract specification, procurement, and compliance monitoring.

The Role

The Head of Security Culture and Communications is a new role in the PSD Personnel Security team. Reporting to the Deputy Director of Personnel Security, the post holder will be instrumental in both shaping Parliament's desired security culture with the senior leadership of both Houses and will design and deliver the engagement and communications strategy to support its realisation in collaboration with the House of Commons and House of Lords corporate communications teams.

You will act as PSD's key security communications and engagement advisor. This role will be of key importance as PSD engages with the new Parliament and the MPs and staffers who are new to Westminster.

You will take over management of the existing communications and engagement team in PSD, who also focus on the communications and engagement of the PSD workforce, and integrate two new members of the team who previously delivered cyber security communications for the Parliamentary Digital Service.

You will use your expertise in security communications to work closely with members of the PSD Senior Leadership team and the Central Communications teams of both Houses, ensuring that effective communication is delivered professionally, accurately and on time using the range of communication channels available, including digital, film, print and events.

Some of the responsibilities for this role include:

• Work with the PSD Leadership team, the Commons Executive Board, Lords Management Board and Commissions to assess Parliament's current security culture(s) and establish the desired security culture(s).

The Role

We have exciting opportunities for two Senior Portfolio Managers to join our central team and support the delivery of our most critical projects and programmes.

The Senior Portfolio Manager role will manage the definition and lifecycle of a varied portfolio of projects and programmes, to enable the successful delivery of strategic objectives across the portfolio. They will be responsible for supporting the establishment, prioritisation, and performance of Parliament's portfolio of projects and programmes, with specific responsibility for Risk and Issues management, Benefits management, Reporting and Insight, and Planning. • Act as a business partner to project delivery and portfolio management teams, providing guidance and support on Planning, Prioritisation, Performance, Reporting and other portfolio management functions.
• Lead the development of a portfolio delivery plan for Parliament's most complex and large programmes and projects, and coordinate portfolio prioritisation reports to the Strategic Portfolio Board.
• Contribute towards the portfolio prioritisation cycles and reports to the Strategic Portfolio Boards on its Balance of Investment, including providing insights to inform the Medium-term financial planning process.
• Lead the delivery of continuously improved portfolio reporting, in collaboration with portfolio management offices and other stakeholders, to refine existing enterprise data repositories, refresh minimum data standards as required and evolve the use and value of portfolio reporting in Parliament.
• Represent Enterprise PMO at project status reporting (PSR) and programme/project meetings, providing advisory support to the Senior Responsible Officers (SROs) and programme/project teams.
• Manage the end-to-end reporting cycle, including running Enterprise PMO's data analysis and intelligence units (DIU), critically examining and challenging information provided, generating insight, and identifying common themes and challenges.

The Role

The postholder will work for the Security Portfolio Director providing a proactive operational and project support to the Physical Security Strategy and Portfolio Team. They will contribute of the development of policy, standards and processes across the teams as appropriate.

The Parliamentary Maintenance Services Team (PMST), consists of approximately 115 in-house staff and a large number of contractors who maintain the Parliamentary estates (Commons & Lords). Our remit includes the buildings, engineering systems and furnishings to ensure a fully functioning, safe working environment equipped for the demands of the 21st century.

The Maintenance Projects team are an integral part of PMST and provide a flexible service to a variety of internal customers. We have grown substantially over the past 18 months and have a broad remit from asset replacement and fabric preservation to small projects which add value across the estate. The Role

We are looking for a Project Leader who will be Responsible for developing business cases, design, procurement, construction and handover for a range of Maintenance Projects across the Parliamentary Estate. Fundamental to this will be the ability to communicate well with an array of stakeholders and clients at various levels of the organisation.

The role is multi-disciplinary based, meaning that we are looking for a general project manager who may have a background in general building works or engineering and can turn their hand to specialist projects which could involve a heritage, security or multi-disciplinary component.

The general duties will broadly follow the RIBA stages and start at pre-construction with project definition, production of business cases, design and procurement management and other professional services such as building surveyors, QS, CDM advisors or external PMs. You will be expected to understand the design work being produced and co-ordinate the detailed review and input from a wide array of specialist stakeholders including the design authority (who police the parliamentary design standards

Introduction

The Parliamentary Security Department (PSD) is responsible for physical and personnel security across both Houses of Parliament and provides support to Members and staff when away from the Estate. Its purpose is to keep Parliament safe and open for business.

PSD sets security strategy provides expert advice and delivers an operational service. It does this in partnership with the Metropolitan Police Service (MPS) and by working closely with the Parliamentary Maintenance Services Team (PMST), Strategic Estates, Serjeant at Arms and Black Rod's office, Restoration & Renewal teams, the Parliamentary Digital Service, and other key stakeholders. 

The Fire Protection Team sits within the PSD Operations and is responsible for ensuring the Parliamentary Estate occupants are safe in the event of fire. This includes involvement in fire prevention and protection activities and providing 24/7 operational cover for the Palace of Westminster and the Parliamentary Estate - 365 days a year. The FPT act as bronze responders, and the Duty Watch Manager as bronze commander, on behalf of both Houses in the event of any fire related incidents as part of Parliament's formal Incident Management Team Framework.

The Role

This role reports to the Head of Security Operations (Delivery) and provides management and leadership of the Fire Protection Team within the Parliamentary estate. As the Fire Protection Operations Manager, you will have direct line management responsibilities for two Deputy Fire Protection Managers and 4 Watch Managers, and act as a countersigning manager to a wider team of Fire Protection Officers.

Focusing on excellent customer service you and your team will ensure that fire protection standards and practices are consistently met, without negatively impacting on the customers experience of UK Parliament.

You will thrive on supporting your team at both an individual and a group level. Being part of the Leadership Team, you will contribute to our response strategies and our future plans.

You will own and manage risks associated with the day-to-day operational fire response and fire protection activities and provide assurance on planned, actual and forecast outcomes, drawing upon your experience and expertise. You are responsible for the correct and consistent application of PSD Fire Protection policies and standard operating procedures (SOPs) in line with the Parliamentary Fire Strategy throughout the estate.

Some of the responsibilities for this role include:

• Provide visible and effective leadership throughout the operation, promoting effective two-way communications. Give direction and support, motivate and delegate tasks where appropriate, in support of continued improvement and the professional development of individuals and the wider team.
• Oversee the recruitment, training and support of a sufficient number of competent persons across the Estate to take on duties of evacuation marshals and evacuation controllers, to meet the requirements of fire routines. Oversee and support the management of the FPT officers to ensure the delivery to the Service Level standards. Ensure the production of records and reports comply with departmental and both Houses procedures.
• Ensure provision of relevant fire safety information to persons occupying the Parliamentary Estate making sure that they are aware of fire risks, prevention measures and evacuation protocols.
• Contribute to the development of fire policy and the principles of the Equality Act 2010 and its implementation as it applies to fire safety.
• Oversee the testing and availability of facilities designed to protect the Estate, and those visiting, in the event of fire. This will include those requiring assistance i.e., provision of Personal Emergency Evacuation Plans (PEEPs)

Skills and Experience

To be successful in this role you will demonstrate:

• Ability to successfully lead and manage large diverse teams, with experience of setting realistic objectives in line with corporate objectives, monitoring performance, giving feedback and supporting development. Driving individual and team development through performance management and setting Key Performance Indicators in line with the Organisation policies and procedures.
• Operational experience at a senior management level in the public fire service and an established record of achieving measurable compliance within a large or complex organisation.
• A comprehensive and up to date knowledge, experience and understanding of fire legislation, building regulations, building fire precautions, practice and implementation.
• Effective written and oral communication skills; able to explain complex and technical information in understandable and meaningful ways to multiple and diverse stakeholders; managing ambiguity and balancing differing interests with tact and diplomacy
• A qualification in fire prevention or fire safety and a minimum of three years' service in a Fire Safety Department.
• Membership of the Institution of Fire Engineers or other professional body, together with proof of CPD.
• Registered to a recognised fire risk assessor register or fire risk auditors register (Desirable)

The Fire Risk Assurance Team is responsible for ensuring that the Parliamentary Estate complies with fire safety legislation and is responsible for ensuring its occupants are safe in the event of a fire. This includes involvement in fire safety design and prevention for all premises and occupants.

The Role

The role of the Head of Fire Safety Assurance is to be the senior Competent Person for the purposes of the Regulatory Reform (Fire Safety) Order 2005. Be responsible to the Corporate Officers for giving assurance they are discharging their responsibilities in line with all applicable legislation.

To lead and manage the Fire Risk Management Team ensuring the delivery of the Parliamentary Fire Risk Strategy to service level standards by working with the Fire Protection Team and the Fire Design Team.

Some of the responsibilities for this role include:

• Working to ensure that there is a consistent and developed fire safety policy and culture across Parliament.
• The Head of Fire Safety Assurance is the Parliamentary Competent Person for fire safety. This includes being available in the role of senior Competent Person offering fire safety advice that allows both Accountable Officers to fulfil their legal responsibilities for fire safety and the impact on the business of the House. This includes taking a key role in the Parliamentary Incident Management Team during major incidents on the estate.
• To provide professional fire advice and guidance to the Parliamentary Safety Assurance Board, Fire Safety Committee, Business Resilience Group, Commons Executive Board and throughout Parliament including Member and Parliamentary Committees.

Skills and Experience

To be successful in this role you will demonstrate:

• Membership of the Institution of Fire Engineers or Institute of Fire Safety Managers. (At least at the level of Member grade)
• A qualification in fire prevention or fire safety, e.g., a combination of both the NEBOSH National Certificate in Fire Safety and Risk Management and "NEBOSH General Certificate or an equivalent level 4 RQF accredited fire risk assessment course.
• Experience of strategic fire safety at a senior management level in the public fire service or multi complex organisation.
• A comprehensive and up to date knowledge, experience and understanding of fire legislation, building regulations, building fire precautions.
• Ability to lead a team, building and maintaining strong collaborative partnerships to achieve organisational goals, whilst upholding the values of equality, diversity and inclusion.
