Legal Caseworker - Children and Education Legal Team

Fixed Term - 12 Months duration, Full Time - 37 Hours Per Week

This role has a hybrid working arrangement. We will expect you to attend our Chelmsford offices approximately 1 - 2 days per week. In the first 2 months of appointment to the role, you will be required to attend the office daily for training purposes.

The Role

Essex Legal Services (ELS) provides high quality, professional, legal advice across the Council and to increasing numbers of external clients.

As a caseworker in the Children and Education Team you will assist the lawyers to provide a high-quality advice and litigation service to meet the Council's corporate objectives and will support legally qualified and other colleagues, in providing routine admin and quasi legal tasks. Working directly to lawyers and paralegals, you will be commissioned to undertake various tasks such as preparing court bundles, organising meetings and administrative support. You will contribute to delivering a more efficient, professional service that is valued by our customers and improves their business.

The Children and Education legal team deal with highly sensitive, sometimes distressing, cases relating to child protection matters. You should therefore be resilient and empathetic. The team works at a very fast pace, often dealing with several urgent matters and it is therefore essential you are able to work under pressure and prioritise tasks.

The Opportunity

You will support legally qualified colleagues in the delivery of all aspects of routine legal work within the Children and Education team across the Council and to external customers which will include:

• Dealing predominantly with public law cases including care proceedings and adoption proceedings;
• Responsible for the smooth and efficient running of your allocated lawyers' day to day activities;
• Liaising with external solicitors, barristers, courts and CAFCASS;
• Processing applications, preparing court bundles;
• Lodging documents with the Court and other parties via the Family Public Law online portal;
• Diary management;
• General administration, including preparing bundles photocopying and scanning.

Accountabilities

• Good understanding of client needs and provides them with a service they value, which supports them in driving the delivery of productivity and efficiency improvements.
• Supports colleagues in the development of current and future business opportunities, to promote the Essex Legal Services' vision to the external market.
• Responsible for delivering personal objectives in support of the function's overall business plan.
• Develops good working relationships across the Council, schools, other local authorities and the private sector, to ensure a quality service is provided to the customer.
• Specific individual and shared targets and objectives are defined annually within the performance management framework.

Procurement Officer

Fixed Term, Full Time

£28,203 to £33,180 Per Annum

This role will be filled on a hybrid basis. This means you can work remotely part of the working week with an expectation to attend the office at least 1 day per week. The Opportunity

This role will enable the Procurement Officer to support and deliver a wide range of procurements for Brentwood and Rochford Councils, bringing fantastic variety in the categories of procurement being supported and the stakeholders being engaged with. Working across different levels of Local Government the post holder will get a unique understanding of how Local Government works.

Accountabilities

• Manage responses to supplier queries, co-ordinating the support to market engagement events and providing contract administration.
• Lead on the delivery and development of contract and supplier amendment and update processes including, contract novations, price uplifts and on boarding new suppliers to ECC, liaising with internal and external stakeholders as appropriate.
• Manage contracts to ensure that performance standards are achieved and any contractual, commercial or market risks are identified, and appropriate mitigations put in place.
• Deal effectively with supplier correspondence, ensuring that messaging is conducted in a fair, transparent, and auditable manner.
• Lead the delivery of low risk sourcing processes, ensuring compliance with the Authority's Procurement Policy and Procedures.
• Lead the development, planning and delivery of improvement projects, ensuring effective stakeholder management and compliance with existing contractual requirements.
• Adopt a continuous improvement approach to systems and processes to support the development of best practice for wider department benefit.
• Plan and implement a risk-based programme of contract compliance audits in conjunction with specialist areas of the organisation such as Internal Audit, Corporate Health and Safety, Corporate Risk, and Information Governance.

The Experience You Will Bring

Essential:

• Educated to 'A' Level standard and/or qualification by experience of working in a commercial environment.
• Experience of running low level tenders with a working knowledge of public sector procurement law and experience of managing lower-level contracts and monitoring and improving performance and mitigating risks
• Proficient in the use of Microsoft Excel with solid working knowledge of PowerPoint and MS Word.
• Appreciation of working in a political environment and an ability to understand and respond to different perspectives.

Specialist Supporting Families Worker

This is an exciting role as part of a busy team working with families who have complex needs in line with the criteria within the Supporting Families and Early Help agenda. This role requires autonomy and good recording skills where assessments and plan from an integral part of our work here.

As a highly autonomous community-based worker you hold a case load and be working in family homes, schools, and community bases with the option to complete administrative work at home or in our office conveniently located in the centre of Harlow. Social Worker, Family Support and Protection Mid Essex

This position is open to Newly Qualified Social Workers (NQSWs) and Experienced Social Workers. (The starting salary for a NQSW is £33,885 per annum and this will rise to £36,101 per annum on successful completion of the ASYE programme).

The role - overview:

The work of a Specialist Children and Family Worker is a varied and rewarding supporting children and families with many different types of complex need.

Key aspects of the work include:

• Working closely with families to build strong relationships with all family members.
• Promoting positive change with families.

Working to support adults and their families who have complex social needs and are more vulnerable as a result of disability, exclusion, or diminished capacity, you'll maximise their potential to live independently.

Technology Enabled Care (TEC) is a vital area of growth and investment for ECC and a key enabler of the ASC vision and 'Early Help Offer'. It has been identified as a catalyst to prevent escalating needs, maximise independence and improve quality of life.

The TEC team will build and enhance TEC capability across the ASC workforce and beyond, developing networks and the TEC brand across ECC and through external partnerships. This will include influencing practice, promoting the TEC offer within local communities, and building confidence in TEC by being data led.

The TEC Transformation Officer will work collaboratively with partners to deliver one TEC operating model, providing a conduit between the providers and the ASC Workforce, and ensuring that the potential for TEC is maximised for Essex citizens.

Service/Functional Accountabilities

• Support the TEC Innovation Lead in building TEC expertise (Adult Social Care Workforce) across local partnerships with health and care. This will include the delivery of targeted interventions and supporting identified practice gaps within the organisation.
• Partner with and act as key point of contact to stakeholders in service areas to identify opportunities where TEC could be involved, providing the required support to develop TEC capability.
• Collaborate with Providers in the co-production of organisation communications, engagement, and website content. This will include advice and guidance on communications across the workforce and to different stakeholder groups. It will be the internal team's responsibility to ensure that website content is up to date.
• Support the management and growth of TEC Networks internally and externally. This will include support to TEC Champions, connection making to programmes of work and the promotion of the TEC offer within the local community; building networks with key partners such as district/boroughs, housing, voluntary and community sector, and NHS organisations to enable opportunities for prevention and more joined-up working.
• Work in partnership with the Providers to obtain data and TEC expertise, translating and sharing this information with the organisation and identifying when to bring in different expertise.
• Delivery of TEC training to Adult Social Care Workforce, working collaboratively with Essex Social Care Academy (ESCA) and new starters. Delivery of training could expand to external partners with a 'Train the trainer' approach.
• Support the TEC Innovation Lead in expanding partnership opportunities for TEC, this would include facilitation of workshops and meetings. This would involve fielding queries from external partners.
• Support the delivery of rapid, agile testing and learning of TEC, working closely with the TEC Data and Insight Analyst to support evaluation needs.
• Build strong relationships with corresponding quadrant Directors, Service Managers, local Operations teams and key stakeholders to support targeted interventions and TEC support, guidance or capability development required. This will also involve working closely with the TEC Data & Insight Analyst to guide targeted TEC capability building or support.
• Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

• Educated to RQF Level 3 or equivalent by experience.
• Evidence of continuing professional development and knowledge in relevant professional area, with knowledge of TEC in a Social Care Environment
• Experience of use of information technology and related systems such as the Microsoft Office suite and the social work case recording systems - 'Mosaic'.
• An interest and motivation to explore the use of care technology, with the ability to mentor and coach teams on the use of TEC.
• Ability to build strong partnerships and internal and external networks across ASC, Health and third-party providers.
• Experience managing stakeholders and raising risks where barriers are experienced and helping to resolve issues where possible.

The team are also champions for technology-enabled care (TEC), and have a proven track record of improving adults' independence through TEC.

This role sits within our Countywide service, as part of a cohort of teams supporting adults living within all areas of Essex, and out of county. The role will be community and home based, with the flexibility of being based from any of our Essex locations for administrative purposes. Countywide travel is required, and there will be an expectation to work from ECC and health buildings across Essex, as needed.

2nd Line Support Analyst

Fixed Term, Full Time

£28,781 to £33,861 per annum

Please note that this position is being offered as a 6-month Fixed Term Contract or Secondment.

The working style for this role is an Anywhere Worker but we will require you to attend the offices in Chelmsford at least 3 days a week. Additionally, you may be required to travel around Essex as part of the normal range of duties, which can involve lone working including troubleshooting IT issues, manual labour, driving, collecting, and dropping off or picking up items such as laptops, monitors, servers, and discontinued kit.

Technology Services is focused on ensuring current and future investment in technology to maximise the opportunities to support ECC from a technology perspective. Bringing a new focus to understanding and supporting the business functions will be key in exploiting technology to deliver positive business outcomes. Service Management is a vital element ensuring TS Services are delivered to provide continuity of operation to agreed levels of service in support of business operations.

The 2nd Line Support Analyst is responsible for progressing reported incidents that cannot be resolved at the first point of contact and require a higher level of technical knowledge and experience to resolve issues. They are likely to be more complex due to the technology components and services to be analysed and the scale of the incident. Analysts will see to fix incidents within own capability and where not possible escalate to seek resolution.

Accountabilities

• Responsible for handling complex incidents requiring a high level of technical knowledge and, or, involving multiple suppliers according to agreed procedures to restore services quickly, maintain the quality and consistency of the service to minimise business disruption, enhance customer experience and maintain high levels of satisfaction.
• Responsible for facilitating recovery to normal operation in complex service environments involving multiple suppliers following resolution of incidents ensuring business services are operating normally to ensure customer satisfaction.
• Responsible for ensuring that resolved incidents are properly documented and closed in order that normal business operation resumes, is confirmed, and ensure lessons learned can be acted on to support future service improvement.
• Responsible for analysing the causes of technically complex, multiple supplier incidents, and informing service owners in order to minimise probability of recurrence and contribute to service improvement ensuring continuity and effectiveness of business operations.
• Responsible for analysing metrics and reports on performance of the management process in support of simplification and continual service improvement to ensure minimal disruption in the business environment.

The Experience You Will Bring

Essential:

• Educated to A Level or equivalent in experience in a relevant subject
• Hold ITIL Practitioner level accreditation or equivalent professional qualification
• Evidence of continual professional development to keep pace with technical and business change that meet defined SFIA V7 competencies.
• Able to demonstrate good experience in a 2nd Line Analyst/Engineering or Service Desk role preferably working within a large Local Authority or with a Service Provider providing 2nd Line Analyst/Engineering or Service Desk services.

Desirable:

• A track record of working within effective teams delivering high quality Service Management Services that have been proved successful in meeting complex business requirements and in enabling standardisation, simplification, sharing and re-use.
• Able to demonstrate a clear understanding and capability to work within relevant ICT related standards including IITIL V3, ISO/IEC 38500, ISO/IEC 27001, ISO/IEC 22301, ISO/IEC 20000, PRINCE2 and MSP.
• Good written, verbal communication and customer service skills.
• Previous experience working with ITSM tools, Windows 10, Active Directory and Office 365 applications.

Essex Youth Offending Service works with young people aged 10-17 who have offended and are subject to both pre and post court disposals.

One of our current Reparation Supervisor's shares a typical day ……………………

"I arrive early at the Salvation Army, garden project, I pop into the centre and say hello to the elderly volunteers. I have a quick tea and a chat, some of them I have known for a number of years.

My young person arrives at the project, mum has given him a lift, I have a quick discussion with mum explaining what we were going to do today. She seems happy that he is engaging with me and helping in the garden.

I have a chat with the Young Person, finding out how they are, due to building a good relationship, we talk about any issues that they have offering advice and help.

We agree on the work that we will complete today, weeding and cutting back hedges. I always help and work along-side the Young Person.

Once the work has been completed, we tidy up. I show before and after photos of the garden work completed. He is pleased with what he has done, knowing the area is used by the community. The manager and volunteers always thank my Young Person for making the area look nice.

I can see the young person has enjoyed the session and is pleased to let his mum know what he has done, I show mum some of the photos so she can see the work that has been completed.

We end on positive note, and I agree to see him next week to continue the good work."

The role requires a qualified, authoritative subject matter expert with advanced technical skills, knowledge and experience, including legislation, policy, standards and guidance; accomplished client relationship, information management, and communication skills; and a collaborative, enterprising, and client focused approach.

Responsibilities will include…

• Effective commercial and operational delivery of arboricultural services including: a demanding caseload of enquiries in relation to specialist planning advice and trees/vegetation affecting the Public Highway, specifying associated management works and managing contractors; evaluating and carrying out arboricultural assessments (e.g. tree inventories and valuations) of large-scale, challenge and complexity; advising on large scale and complex habitat management and creation projects; designing and undertaking complex arboricultural surveys, including new tools and techniques; and complex specialist tasks on multi-disciplinary projects.
• Collecting, analysing, and presenting complex data, evidence (including for enforcement) and advice to recognised standards, reviewing outcomes, and assessing third party compliance.
• Leading the development and review of complex, plans, policies and guidance.
• Commercial development of our ecology offer, bidding on high value opportunities, and managing high value projects and contracts against budget, specification and indicators.
• Building a professional, client-focused culture, and high-level client relationships, maintaining commercial awareness of our industry, key markets and sectors, managing accounts and securing feedback for continuous improvement.
• Leading the development and delivery of promotional and learning material, training activities and events, engaging with networks to enhance the recognition and reputation of Place Services.
• Building a collaborative, high-performance culture, leading effective team working and improving team and personal competency, continually seeking to enhance performance and practice of self and others, securing feedback, and building knowledge and skills.
• Identifying and implementing improvements to the effectiveness and efficiency of service delivery.

You will bring…

• Educated to RQF level 6 (Bachelor's degree) with evidence of substantial post qualification experience, or equivalent by experience.
• Qualified Professional Tree Inspector with strong evidence of continuous professional development, membership of relevant professional body e.g. M.Arbor.A, and Institute of Chartered Foresters (MICFor).
• Authoritative technical and subject matter expert, with comprehensive knowledge and experience of development management and planning policy, legislation, and enforcement standards and guidance; woodland creation/management; arboricultural assessments and surveys; and related office and site-based practices and procedures.
• Effective people management skills with experience of employee performance and development.
• Strong understanding of wellbeing and H&S, with ability to identify and implement safe working practices for self and others.
• Good understanding of commercial practices, with accomplished negotiation and communication skills and a track record of business development, including bid winning and the ability to inform, influence and persuade, building client relationships and managing high value accounts.
• Able to lead specialist and multi-disciplinary project teams and manage multiple, and large scale and complex, projects from concept through to completion.
• Advanced use of a range of common and specialist software packages e.g. GIS and/or other ICT tools, to implement complex data capture, management and presentation, and carry out high level analysis and interpretation.
