As an INTERDISCIPLINARY General Engineer/Physical Scientist, you will:

• Provide coordination for engagements with governments, organizations, academia, and industry.
• Manage bilateral and multilateral technical collaboration with other countries as needed.
• Engage with government officials and technical experts from research institutes, academia, and industry to facilitate collaboration in the field of carbon management in Asia, Europe, and other countries as needed.

As an Administrative Law Judge (ALJ) you will:

• Preside over formal and informal quasi-judicial hearings, adjudicate appeals, and issue written decisions on behalf of the Secretary of Energy.
• Decide questions of law and fact necessary to decisions in matters affecting industry regulation, personnel security, Freedom of Information Act (FOIA) requests, and personnel health and safety.
• Exercise certain powers as provided by law and exercise independent judgment in resolving administrative cases and appeals. Decisions may be subject to review by the OHA Director or the Secretary of Energy, and decisions in formal hearings may be further reviewed by U.S. Federal Courts.

• Enforcement actions for alleged violations of energy efficiency regulations;
• Eligibility of personnel to hold an access authorization (security clearance);

• FOIA and Privacy Act appeals.

As a Community Project Specialist, you will:

1. Negotiate and oversees project plans, budgets and schedules with applicants and awardees to establish baselines and manage awards.
2. Manage all aspects of the of the project's finances. Oversees award funding and tracks financial obligations and expenses throughout the planning, execution, and close-out of awards.
3. Work with stakeholders and key leadership in various Federal agencies, State and local governments, non-profits, community organizations, special interest groups, and environmentalists.
4. Provide technical and project management expertise and assistance to the contracting officer (CO) and program officials.
5. Directs the management of large numbers and types of grants or cooperative agreements supporting all aspects of clean energy projects.

As an International Relations Specialist, you will:

• Conduct in-depth analyses for comprehensive and long-term energy policy planning and strategy development, investigating international energy policy, market trends, investment and trade issues and their impact on U.S. national security, foreign policy, and trade policy objectives in assigned non-U.S. geographical regions within the Americas.
• Serve as the DOE representative in meetings with foreign officials, both here and abroad, and in interagency meetings related to the assigned area of responsibility.
• Draft comprehensive briefings, speeches, and testimony given by the Secretary, Deputy Secretary, the Under Secretary, Assistant Secretary, and other senior DOE officials. Develop background briefing/position papers for senior DOE management on energy policies, trade issues, strategies, and programs in the area of responsibility for use during bilateral and multilateral discussions.

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

As a full performance GS-14 Management and Program Analyst, you will:

• Develop resource guidance and perform continuous appraisal of the execution of counterintelligence resources in accomplishing program objectives and goals.
• Develop policy guidance for planning, reporting, and evaluating assigned programs and functions to include goal setting, tracking,
  and reporting requirements, and the evaluation and analysis of plans and reported data.
• Represent the Counterintelligence program on budget related matters in meetings with the DOE IN, DOE CFO Staff, ODNI and IC Staff, and OMB officials and provides authoritative advice, leadership on significant programming, budget policy, and procurement issues
• Manage the Office of Counterintelligence Budget Board and resource planning life cycle to ensure decisions are made transparently and logically.

The Deputy Director, PMD, serves as the Department's chief oversight manager for approved DOE loan guarantees, and directs the organizational activities of the division. The Deputy Director, PMD, exercises management authority over the life cycle of an approved loan subsequent to financial close through the final payment of the guaranteed debt obligation or expiration of the loan guarantee. This oversight responsibility is expected to evolve over several decades as approved projects move from design, engineering, and construction phases into operating phases of the project life cycle.

Establishes PMD processes and oversight requirements for portfolio management and project oversight, including the development of Credit Monitoring Plans (CMPs), which provide the guidance, template, and basis for rating and monitoring the risks of individual projects with approved loans.

Collaborates with other LPO Division Directors on the development of CMPs. Establishes and monitors compliance with CMPs and approves quarterly/semi-annual project credit reports.

Oversees all post-issue asset management activities including periodic reassessment of the risk profiles of projects with approved loan guarantees, processing of requested modifications to loan terms, including, but not limited to, amendments, waivers, and consents as provided for in individual loan guarantee agreements, pre-claim structuring, claim payments, post-claims restructurings, and settlements.

In consultation with the PMD Director and/or LPO Director, serves as chief negotiator for the rescheduling of debt and exercises broad discretionary authority in deciding upon various courses of action that will affect such recovery. Represents DOE's interests in complex negotiations with borrowers, co-creditors, and outside legal, marketing, and financial experts. Establishes loan loss reserves.

Plans and develops claim methods and procedures in consultation with the PMD Director, LPO Director, LPO Chief Operating Officer, LPO General Counsel, LPO Contracting Officer, and other LPO Division Directors as needed.

Takes action (including, but not limited to, extension, forbearance, rescheduling, workouts, litigation, collateral repossession, and other collection actions) as may be necessary to effect maximum recoveries.

Provides input and consultation to the LPO Origination Division prior to loan closure to ensure that the loan credit approval package and financing agreements associated with a project loan guarantee incorporate appropriate conditions precedent and performance monitoring indicators. Participates in business closing/disbursement meetings to assure that adequate information is available from the LPO Origination Division for loan monitoring.

Concurs on formal LPO decision documents, official briefings, presentation materials, and program announcements related to PMD functions. Develops and presents briefings for the Credit Review Board, Risk and Portfolio Monitoring Committee, the Secretary of Energy, and other stakeholders.

The Department of Energy, Chief Financial Officer is looking for a Senior Actuary to serve as subject matter expertise for the management and governance of over pension plans administered by various sites and contractors, including oversight of contractor pension actuarial valuations to ensure consistency in pension plan management across all the sites, and a stable and predictable budget for pension funding.

As the Senior Actuary you will:

• Serve as a subject matter expert and the principal advisor to senior Program Office and Department of Energy's (DOE) leadership on matters related to policy development, design, financing, and administration of billions of dollars in retirement and other benefit plans. The incumbent serves as the senior liaison with key stakeholders, including the Office of Management and Budget (OMB), Congressional committees, DOE Field Offices and site Management and Operations (M&O) contractors.
• Provide policy guidance and complex analytical support to a multitude of Department of Energy leaders on sensitive pension and other benefit issues, including matters that involve collective bargaining agreements and related negotiation of benefits.
• Develop policies and procedures and evaluate adequacy of DOE's pension and benefit policies and procedures, and recommend revisions as needed to meet DOE requirements.
• Research, determine, and document economic and actuarial assumptions and applies mathematical, statistical, financial, and business techniques to estimate likely future health and welfare and pension liabilities.
• Analyze contractor economic and actuarial assumptions and analyses impact of various alternatives resulting from changes in study assumptions to ensure consistency in actuarial valuation assumptions and managing projected budgets.
• Participate in the development and revision of benefits policies and advises senior Program Offices and DOE leadership on the costs resulting from policy and benefits changes.
• Perform evaluative analytical analysis of liabilities related to the areas of pension benefits, postretirement life and health insurance risks, and contingencies. Apply specialized experience in mathematics, statistical, financial, actuarial science, and business techniques to insure validity and reasonableness of contractor estimates
