The primary purpose of this position is to perform calibration, diagnostics repair, and certification of electronic, mechanical, and radiation Test Measurement and Diagnostic Equipment (TMDE). Work involved in the maintenance, repairs, calibration, and certification of electronic test, measurement, and reference equipment used for precise measurement of a variety of electrical and electronic values. As a Financial Management Analyst, GS-0501-09, you will serve as the subject matter expert for day-to-day processing across the various systems utilized within the section and to serve as liaison with adjacent departments as needed. Professional pay services include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. This position requires continuing independent review of effected pay accounts, and work reconciliations, corrections, and resolution of the most diverse, complex pay conditions of accounts.

As a SUPPLY TECHNICIAN, GS-2005-7, you will perform the following duties and responsibilities:

• Identifying and resolving customer complaints.
• Notifying supervisor of persistent violations of standard procedures.
• Analyzing customer complaints for trends or evidence of systemic problems.
• Serving as the point of contact for customers with supply and service problems.
• Following up to ensure issues have been resolved to the satisfaction of the customers and supervisor.
• Making regular contact and visits with other organizations to gather information and resolve supply problems.

The purpose of the position is to serve as an inspector of surface maintenance vehicles and equipment to ensure that physical and operating characteristics are within acceptable standards and specifications. Duties involve complex inspection work, requiring a wide variety of inspection processes and techniques, at remote worksites or field installations where a supervisor is not readily available. In these situations, work is performed very independently and decisions require a wide range of subjective judgments.

The purpose of this position is to perform analytical, technical, and administrative duties of budget formulation and justification, presentation, and execution. The incumbent in this position is responsible for the following Management Decision Packages (MDEP) or portions thereof: AMCE, AMTE, AMTV, NGP2, QLOG-C, and a portion of QLOG-F and the logistics portion of PRID, PRAT, and TRST.

MAJOR DUTIES:

Serves as the primary analyst regarding resource management. Performs program analysis, including planning, programming, budgeting, funds allocation, accounts management, internal controls and reporting. Provides fiscal and budgetary policy, and regulatory guidelines for the directorate. Accomplishes the full spectrum of budget functions in support of state and federal operations, training, readiness missions, natural disasters, and Homeland Defense/ Defense Support of Civil Authorities (HLD/DSCA).

Executes budget. Continually analyzes and evaluates unexpected changes and gaps in program plans and funding. Reviews expenditure of G-3 appropriations, re-imbursement allocations and transfer of funds. Exercises technical authority and control in approving or disapproving funding requests based on fiscal law, regulation, or policy. Reviews funding documents for assigned appropriations. Allocates appropriated funds to individual activities/functional areas based on an analysis of activity budget estimates, historical expenditures, quarterly projections, and approved funding. Reviews, edits, and consolidates annual and multi-year budget estimates for assigned organizations and programs into a consolidated budget request. Prepares or edits narrative justification and projected funding needs, and assures data in request is formally and accurately documented in a wide variety of unrelated forms, schedules, and reports.

Performs program analysis of actual expenditures compared to planned utilization of annual budget and/or allotment authority, evaluates fund availability to achieve balance of approved objectives and determines where reprogramming actions may be necessary. Identifies trends and patterns, recommends ways to improve utilization of funds, and suggests alternative funding approaches. Evaluates the effect of cost and programmatic changes on the budget execution process. Adjusts fund allocations as required. Verifies, enters and adjusts budgetary data in a variety of forms, schedules, and reports. Provides analytical guidance for year-end close out to ensure proper, legal, and full utilization of funds.

Provides financial advice, interpretation, and guidance on a variety of budget related matters, to include types of funding available, budgetary changes, and year-end closeout procedures.

Presents effective analyses of financial management information regarding the expenditure of appropriated funds utilizing a network of multi-level federal operating systems. Appointed as an approving authority for release and expenditure of logistics funds and a member of the Program Budget Advisory Committee (PBAC). Prepares information for and documents results of quarterly PBAC meeting. Conducts briefings and documents the monthly financial management meetings with Program Director. Conducts funds reconciliations with the USPFO.

Serves as a technical authority and expert on matters of OPTEMPO funding issues for the Directorate. Manages the Defense Travel System (DTS) for the DCS-G3.

Duties & Responsibilities:

1. This position is located in a State Headquarters directorate or division level office. The purpose of this position is to serve as the analyst and consultant for the management and administration of programs within the directorate or division. Serves as key coordination point for all program requirements. This work requires knowledge of management principles, organizational theory and techniques of analysis. Knowledge of agency administrative guidance and operating procedures coupled with analytical ability is required to develop information required by the chief to determine feasibility and legality of proposed program and operational plans.

2. While this position is intended to assist mangers, it is not responsible for establishing policies or managing resources. The position requires a more narrowly defined focus of a specific functional area, i.e., personnel, logistics, training, operations, etc. Incumbent performs duties necessary to accomplish program analyst functions and provide for customer services in support of programs essential to state Army or Air National Guard daily readiness missions.

3. Reviews, evaluates and analyzes obligations and expenditures. Prepares directorate or division summaries from reports submitted by Major Subordinate Commands (MSC)*. Summarizes and interprets significant data collected and relates this data to the organizations program actions; identifies and analyzes deficiencies in resource consumption, training, workload and scheduling, and evaluates deviations from standards, plans, and estimates to determine cause and impact on missions.

4. Assists management in interpretation and utilization of reports and information provided. Develops various visual media to present trends, performance status, capability and related management information. Aids functional areas in identifying areas of record documentation and procedures that can be streamlined, combined or improved and initiates methods to operate under the new or revised system.

5. Implements management control plans.

6. Provides recommendations to subordinate organizations for proper management of programs. Recommends funding allocations and monitors expenditure to ensure allocations are being utilized as planned and are not being exceeded. Adjusts allocations as needed. Report expenditure status to management and National Guard Bureau (NGB) as required.

7. Based on budget guidance received from higher headquarters, develops an annual budget.

Duties & Responsibilities:
(1) Serves as an advisor to commanders on assigned unit human resources (HR) program. Interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. Provides training to supervisors and guidance and assistance to military members on program for which assigned. Participates in Soldier Readiness Processing (SRP) and unit mobilizations and de-mobilizations. Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to military personnel programs and provides guidance to all users. Drafts and implements State policy based on the aforementioned policies. Publishes guidance to enhance and simplify completion and submission of personnel actions. Conducts command inspections, staff visits and trains personnel within the unit in all programs for which responsible. Conducts periodic briefings for staff, commanders, and administrative personnel to promote full understanding of all aspects of the assigned program. Provides commanders, supervisors, and MILPO staff with a variety of statistical data or reports pertaining to military HR issues in order to assist in HR management decisions.

(2) Responsible for and oversees the direction of the EPM/OPM or Incentives program and functions as the technical expert. Determines the methods and procedures for conducting military career guidance and counseling to ensure officer or enlisted personnel have an optimal and established career pattern. Provides direction, information, and/or counseling to MILPO staff and commanders of Major Army Command (MACOMM) through unit commanders, supervisors, as well as individual military members as required. Provides information and ensures regulatory compliance regarding area of responsibility which may include, but is not limited to: accessions, appointments, assignments, reassignments, transfers, promotions, Selected Reserve Incentive Program (SRIP), discharges, separations, retirements, Officer Evaluation Reports (OER) Non-Commissioned Officer Evaluation Reports (NCOER), awarding of Area of Concentration (AOC), Functional Areas (FA), Additional Skill Identifiers (ASI), Special Qualification Identifiers (SQI), Military Occupational Specialty (MOS) identifiers (primary or secondary), Stop Loss programs, and National Guard Bureau (NGB) waivers, casualty assistance, and requests for retention beyond mandatory removal date. Reviews and determines eligibility upon accepting military technicians (dual status) or AGR positions. Assists other organizations and agencies/units in development of battle roster and personnel assignment. Convenes or participates in various boards which may include: Promotion, DA Boards, awards, selective/qualitative retention, MOS Medical Review Board (MMRB), Incapacitation Review Boards, etc.

(3) Responsible for and oversees the direction of Human Resources Systems and internal/external interfaces, and functions as the technical expert. Responsible for and ensures the timely and accurate processing of submitted military personnel actions. Manages a control log to maintain document control and an audit trail of all transactions received and dispersed in Human Resources Systems. Notifies units and higher echelons of rejected or incomplete transaction/documentation, necessary steps or processes required to resolve the problem, and maintains a database for tracking and suspension of submissions for identification of trends and problems. Identifies problem areas in the types of submissions (based on rejects/incomplete documentation), the locations where training is needed, and creates and provides training material.

(4) Responsible for and oversees the direction of the Personnel Services Section and functions as the technical expert. Oversees the performance of document handling, records maintenance, and the Integrated Personnel Electronic Records Management System (iPERMS). Directs staff in performance of periodic record reviews and inventories to ensure total record accountability. Establishes access control lists to restrict unauthorized personnel from gaining access to personnel files other than their own or for those they are responsible for. Selects staff members to accompany files on an as needed basis i.e., review boards, SRP's, mobilizations/de-mobilizations, etc.

(5) Accomplishes and oversees the technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian. Performs limited supervisory duties which include assignment and review of work on a daily, weekly, or monthly basis; assure that production and accuracy requirements are met; approval of leave; effect minor disciplinary actions i.e., warnings or reprimands; identify training needs; and recommend performance standards and ratings.

(6) Performs other as duties as assigned.

This position is located in an Army/Air National Guard joint organization. The purpose of this position is to plan, coordinate, and execute the State Partnership Program (SPP) activity initiative between the National Guard of a state and the partner nation or country. This position has overall responsibility for developing statewide plans, policies, and procedures for the participation inthe National Guard State Partnership Program. Additionally, this position has responsibility for preparing training plans and providing staff level planning and assistance to ensure that required training and readiness objectives are achieved. The incumbent provides subordinate guidance and team leadership to Title 5 and Title 32 employees. Incumbent plans, organizes, manages, and performs duties necessary to accomplish State Partnership Program functions in support of programs essential to state Army or Air National Guard daily and strategic operations, training, and readiness missions.

• Research's, develops, writes, plans and presents the campaign plan between the state and partner country based on guidance from the Chief of Mission (CoM), Geographic Combatant Command Commander (COCOM CDR), National Guard Bureau (NGB), and The Adjutant General(TAG). Ensures all actions taken are within the framework, support of, and in concert with international agreements on a distinctive partnership. These partnerships are predicated upon written agreement between United States Geographic Combatant Commanders, the National Guard Bureau (NGB), and the participating nations. Coordinates and obtains approval through The TAG, to NGB, COCOM, and where warranted to the Interagency Working Group at Secretary of Defense/Secretary of State level.
• In addition to researching, developing, writing, and obtaining approval for the campaign plan, this position also requires the research, analysis, development and writing of the budget for everyfiscal year of administration that directly support year one of the campaign plan, and allows NGB tofiscally plan for years two through five of the plan. As one of the top programs in NGB it is expectedto obtain a proportionate amount of funding for the level at which the program is executed. Allbudgetary requests are justifiable, accounted for, and submitted on time to NGB and the various other funding sources. In addition analyzed and forecasted budgets are within 95% accuracy ofactual expenditures.
• The incumbent maintains continual liaison with the partner country through the Bilateral Affairs Officer (when provided) and the Defense Attaché Office stationed in the embassy of the partne rnation. Conceptualizes, plans, coordinates, and executes Senior Executive Visits. The partner nation participates in visits in which the host state is the organization of primary responsibility (OPR).Membership in the visiting delegation may consist of both military and civilian authorities from the partner nation.
• The incumbent serves as a coordination point for joint and combined military exercises between the state and the partner nation, which may include other state's partner nations, both in the U.S.and overseas. In conjunction with the state command structure and the member nation's militaryleadership, the SPPC develops scenarios for deployment of the State National Guard soldiers andairmen.
• He/she oversees the development of proposed SPP events with partner country. Ensures eventsare submitted to NGB, U.S. State Department, Interagency Working Group where warranted, andCOCOM for approval. Oversees the executing unit to ensure they stay within the parameters definedfor the state event. Research, develop, write and submit each of the year one campaign streamproject and supporting event plans to NGB for approval. Utilize all required systems to ensure theSPP program is administered according to regulations from COCOMs/NGB.
• Responsible for coordination of the preparation of all country clearance messages, event travel,and support requirements, to include the number of people traveling, dates, air/groundtransportation, meals, and hotels. Incumbent serves as the point of contact for scheduledtraining/educational activities throughout the state for multiple annual events with the partnercountry and or countries. Ensures U.S. personnel deploying to partnership country receive proper security and customs orientation briefings. Provides feedback to the Joint Chiefs of Staff personnelon trends, issues, and state concerns regarding partnership country when determined necessary.
• Maintains constant communication with the partner country through the State National Guard Liaison Officer, COCOM staff, or other such teams or individuals, as well as the Defense Attaché Office stationed at the embassy of the partner nation.

GS-2181-12:

(1) Performs maintenance operational checks (MOC)and limited and general test flights of aircraft to ensure airworthiness upon completion of extensive disassembly for maintenance, repair, replacement or modification of components or aircraft systems.

Performs general or limited test flights including test flights of aircraft when ground diagnostic tests cannot determine the safe and/or proper functioning of aircraft components or systems.

Performs acceptance test flights of new aircraft when required. Assignments may include instruction to and evaluation of maintenance test pilots.

(2) Plans and directs the quality control management program of the AASF. Does immediate and long-range planning for all matters pertaining to quality control at the facility. Plans and establishes quality control operations and procedures for the application of Modification Work Orders (MWO) and Technical Bulletins (TBs) and assures that instructions are followed on all the aircraft supported by the installation. Answers correspondence, prepares reports and furnishes advice and assistance pertaining to quality control matters to supervisors, shop foremen and other
members of the organization. Ensures that Quality Deficiency Reports (QDRs) are initiated and forwarded when equipment fails, deficiencies are discovered in newly received equipment or equipment improvements are proposed. Serves as point of contact for the AASF in communications between the facility and the labs in the Army Oil Analysis Program (AOAP) and oversees the local aspects of the program. Inspects shop facilities, management practices , fire prevention plans, ventilation systems, lighting systems and aircraft and equipment records to assure proper shop and flight-line safety for personnel and equipment in the maintenance area of operations. Advises and makes recommendations to the Facility Commander on quality control matters.

(3) Exercises supervisory responsibility over 3 to 8 subordinate workers engaged in technical inspection of the aircraft.

Accomplishes performance ratings, authorizes and approves leave requests for assigned personnel. Interviews and recommends applicants for vacant positions within area of responsibility and orientates new employees. Informs subordinates on features of personnel management and employee relations such as the appeal and grievance rights and basis for position classification actions.
Exercises overall technical responsibility for the performance of subordinate workers in such endeavors as precision measuring and test equipment calibration and certification, maintenance of the technical publications library, taking samples for the AOAP, inspection of aircraft maintenance work for conformance to established quality standards, and conducting tear-down inspection to determine causes of deficiencies.

(4) Performs other duties as assigned.

As an AIRCRAFT MECHANIC, WG-8852-11, you will:

As a Budget Analyst, GS-0560-11, you will provide management oversight and guidance to the budget formulation and execution process.

As a Detailed Inspector General, GS-1801-12, you will report to the State/JFHQ IG on discipline, efficiency, morale, economy, training, and readiness of the State National Guard. Provides assistance to Soldiers, Airmen, and their family members on a wide range of issues and subjects.

Duties & Responsibilities:
(1) Participates in developing procedures and the administrative operations of the recruiting and retention program. This includes, but is not limited to: advertising; determining budget requirements; developing the awards and decorations program for recruiters and for those submitting referrals; reviewing portions of the recruiting program to analyze and determine effectiveness of individual recruiters or need for procedural changes within the program; maintaining files and records including military human resources (HR) files for AGR personnel; and preparing a variety of reports. Assists the RRM in developing, planning, and coordinating training for recruiters, contacting schools, determining availability, recruiting spaces, and preparing orders.

(2) Participates in the development of written guidelines pertaining to the recruiting and retention program such as local regulations, supplements to Department of Army (DA) or National Guard Bureau (NGB) regulations, circulars, and standard operating procedures (SOPs). Ensures dissemination of regulatory materials to recruiters in the field. Maintains copies and updates all applicable recruiting and retention guidelines.

(3) Submits proposed budget request to the RRM for review and approval. Budget requests include but are not limited to the following: general supplies, services (advertising, lease/rental of vehicles, etc.), man-day usage (determines need for Active Duty Special Work requirements), travel requirements, etc. Audits Federal telephone usage for appropriate use and advises RRM of suspected abuse. Coordinates personnel support activities with the Human Resources Office concerning the transfer or movement of Active Guard Reserve (AGR) members within the recruiter force, and resolves any pay problems AGR members may be experiencing (i.e. special pay, promotions, rations, quarters, etc.). Ensures coordination and distribution of all recruiter orders.

(4) Works with units to determine effectiveness of the recruiting and retention program and identifies trends and suggests corrective measures. Conducts informal studies and pinpoints program deficiencies. Recommends possible solutions to the recruitment manager.

(5) As required, the incumbent is assigned to portions of recruiting campaigns and fairs to assist in planning displays, open houses, etc. Monitors advertising activity, reviews write-ups, coordinates information activity with the state information office, and works with the AGR military advertising specialist assigned to the recruiting force.
