Title:

KBR is seeking a Project Manager for Instructional Systems Design (ISD) work supporting a government client in Orlando, FL. You will lead a team supporting analysis, curriculum design, and courseware development for trainers and simulators for surface vessels such as Littoral Combat Ships (LCS) and Frigates, equipment which interfaces with surface vessels, multi-platform systems, and potentially other Department of Defense (DoD) platforms or weapon systems. Your team will be part of and coordinate with a broader team which provides engineering, logistics management, and ISD support to DoD organizations developing trainers and simulators for military aircraft, unmanned aerial vehicles, naval surface vessels, and unmanned/semi-autonomous watercraft.

Role and Responsibilities:

• Visits to the government client facilities in Orlando, FL may be required multiple times per month.

• Travel to various client sites is expected approximately 8 times per year.

• Most duties may be performed remotely, but occasional in-person meetings with government clients and the team will be encouraged to strengthen relationships.  

Specific responsibilities will include, but are not limited to:

• Lead a team of Instructional Systems Designers directly reporting to you.

• Supervise, train, mentor, listen to, and support your team.

• As new requirements emerge, hire new talent to satisfy those needs (job posting, interviewing, onboarding…).

• Communicate with clients and other stakeholders about their requirements and your team’s progress toward meeting their objectives. 

• Manage cost, schedule, and performance of projects. Set milestones. Review technical progress and budgets.

• Report progress to clients and KBR upper management.

• Ensure completion of necessary functions to comply with contract requirements (deliverable formats, reports…).

• Identify and develop opportunities for new business, either with existing clients or adjacent organizations.

• Communicate client feedback to other managers and colleagues within KBR.

Basic Qualifications:

• Bachelor’s degree in a related discipline such as instructional design, educational technology, or business

• At least 10 years of Instructional Systems Design experience

• Proficiency with military standards and processes related to training systems and curriculum development such as MIL-PRF-29612 and NAVEDTRA guidance

• Eligibility for a DoD Secret Security Clearance

• Comfort managing a diverse team that includes local and remote personnel

• Strong oral and written communication skills

• Ability to work and communicate well in a virtual/ remote environment

Preferred Skills and Qualifications:

• Advanced degree such as MBA, Master of Instructional Design, or Master of Education

• Project Management Professional (PMP) certification from the Project Management Institute (PMI)

What You’ll Do

As Enterprise Information Management Systems Manager, you will:

• Support the day-to-day operations and maintenance functions for the facility related infrastructure networks and recommend efficient Tier 1 solutions by performing preventive maintenance, troubleshooting and diagnostic failures and restoring failed operational capabilities within a specified amount of time, ensuring sustainment of mission operations.

• Oversee the telecommunications infrastructure for both inside plant (ISP) and outside plant (OSP) including the project management of ISP and OSP projects, design engineering, integration, testing, installation, operations and maintenance of communication distribution system, recapitalization, and upgrade capabilities. 

• Oversee and provide all necessary experienced labor and supervision to manage, maintain, operate, design, engineer, test, inspect, and repair both the inside and outside plant telecommunication infrastructure.

• Oversee and support defensive cyber operations by investigating and helping to resolve findings from the NRO cyber operations groups or ICS program office at each site.

• Experience working in 24x7 mission critical environments such as data centers, where continuous availability of facility infrastructure is essential and of the highest priority

• Shall update/maintain existing CAD files for all facilities, space planning, and telecommunication drawing and capacities.

• Shall provide design engineering, system administration, operations, maintenance, technical support, inspection, test, repair, upgrade, and installation of communication systems at headquarters location.

• Support cyber security and architecture and capability improvements as directed by the ICS Program Office.

• Develop and maintain an IT plan as part of the Program Management Plan (PMP) that is focused on worldwide MS&O enterprise systems and information management.

• Support the facilities, logistics, security, and telecommunications infrastructures by providing the IT and Communication systems design, implementation, cyber security, testing, Operations and Maintenance (O&M), software upgrades and recapitalization of hardware.

• Implement enterprise solutions for Enterprise Resource Planning Tool (ERPT) support as needed at site locations.

• Responsible for the preparation of documents and coordination for the Authorization and Assessment (A&A) process, currently Intelligence Community Directive 503 (ICD 503).

• Familiar with navigating NRO Risk Management Framework (RMF), as part of the A&A responsibilities

• Develop a Configuration Management (CM) Plan.

• Develop a System Development Plan

• Experience with NRO Corporate IT Procurement (CIP) process and system

• Ensure qualified personnel are ready and able to perform O&M on the various facilities and communication systems.

• Ensure skilled and experienced systems engineers, and database administrators for each system are available and able.

Title:

KBR is seeking a Test Control Center Manager to support NGA in the testing of geospatial data at the Springfield, VA location. The Test Control Center Manager (TCM) role provides technical and scheduling oversight of the Test Control Center (TCC) spaces of the NGA Test Organization (NTO). The TCC includes multiple test suites, each with multiple test workstations, which serve as work and meeting space for integration test activities. The NTO spaces also house the work spaces for Field Service Representatives (FSR) supporting NTO integration test activities. The TCM acts as a central point of contact for all TCC issues and requests, and provides coordination with NGA Security and Installations (SI), the Enterprise Support Center (ESC), and other NGA offices as necessary.   

Responsibilities: 

• Provide TCC Management, ensuring the upkeep and readiness of the TCC test cells and FSR spaces. 

• Open and monitor trouble tickets as needed to support TCC upkeep and test readiness. 

• Assist troubleshooting problems as they relate to the TAC test environment, systems or mission. 

• Verify Operational Approval to Test (OATT) for subject segments/systems. 

Required Education, Experience, & Skills:
