Under the general direction of the Principal Inspector or Supervisory Principal Inspector accomplishes the following duties:

A. Technical Administration

On a continuing basis, ensures assigned organizations are properly and adequately organized, staffed and equipped; establishes and conducts adequate training programs; maintains record keeping systems; and facilities and ensures procedures meet all regulatory requirements.

Chairs joint Federal Aviation Administration (FAA) and industry meetings. Maintains regular contact with organizations assigned and coordinates with top management officials. Requires or directs correction of any deficiencies/discrepancies and refuses or withdraws approval if they cannot be resolved.

Responsible for conducting enforcement investigations and preparation of final reports and recommendations on disposition. Performs or supervises the emergency suspension of certificates or cancellation of operations specifications. Conducts or directs the reexamination of certificated airmen or recertification of an operator or agency.

Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives dispositions.

Coordinates minimum equipment list (MEL) approvals with the principal inspector. Takes enforcement action in instances of noncompliance with the MEL.

Coordinates with geographic inspectors for the accomplishment of non-routine air carrier surveillance.
Assists Principal Inspector in the planning and implementation of certificate holders surveillance via usage of the appropriate safety system.

B. Certification

Approves/accepts or disapproves/rejects manuals and revisions to such manuals. May require amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements; eliminate unsafe practices: and/or improve the specificity of instruction.

Evaluates training programs to ensure that they meet the requirements of 14 CFR. Approves or disapproves these training programs including flight simulators, training devices, or other such equipment used in these programs.

Approves/disapproves designation of check airmen and makes recommendations on the appointment of designees.
Evaluates operations and facilities by on-site inspections and review of reports by geographic inspectors or others. Negotiates changes essential or desirable in their policies and procedures. Determines the appropriate methods and/or plans for securing corrective action and determines through on-site inspection or inspector reports the effectiveness of any action.

Evaluates and approves/disapproves requests to operate under conditions not previously authorized and may prescribe additional conditions and limitations as appropriate.

Approves the original issuance of operations specifications and issues original operating certificates. Approves amendments to operations specifications. Evaluates the safety of proposed changes in route or airport authorizations; prescribes any changes required before approval.

Directs or participates in flight evaluations to determine compliance with 14 CFR. Recommends changes that will be required prior to approval.

Uses professional engineering principles on a wide variety of research efforts that lead to a safe, efficient, and cost-effective National Airspace System (NAS) through the research & development of innovative aviation technologies.

Develops and implements independent and interdependent engineering studies to resolve issues and/or identify problems. Analyzes, tests and evaluates operational and technical information; identifies, mitigates or resolves current or potential problems with systems. Evaluates existing/proposed policies, standards, requirements, and objectives for efficient performance of programs and systems. Evaluates state-of-the-art technology, aerospace engineering concepts, and potentially useful tests and evaluations internal and external to FAA. Analyzes trends, developments, and performance data. Determines compatibility with established/planned systems and their desirability and effectiveness. Identifies requirements for new or modified standards, objectives, policies, or system modifications.

Submits fully documented recommendations for systems acquisition, approval, and/or modification to supervisor. Functions as Contracting Officer's Representative (COR) during the acquisition and procurement cycle. Participates in a team that reviews contractor proposals for adequacy of design, and for operation, maintenance, and implementation procedures. Conducts feasibility, cost-benefit, and other studies for technical and fiscal adequacy. Submits evaluations and recommendations to Contracting Officer.

Participates and contributes to an interdisciplinary team of technical experts to develop, test, evaluate, and/or implement aircraft systems and/or components that impact the NAS. Represents the organizational unit at various seminar, committee, user group panel, and conference meetings at intraagency, interagency, aviation industry, and national levels.

Coordinates and provides technical guidance to managers and sponsors. Identifies existing or potential problems. Assists in defining requirements, proposes alternatives, and coordinates solutions with sponsors. Provides periodic status reports to supervisors. Identifies existing/potential problems which may impact on established or proposed plans, identifies alternatives, and provides recommendations. The IT Category & Sourcing Manager at Central Procurement Office is responsible for managing IT category buy and maximize the value of the spend. The IT Category & Sourcing Manager must be able to plan, lead, execute, track and manage sourcing for different IT sub-categories including but not limited to Server & Storage, Network & Cabling, IT security, IT Application Services, Website Management Services.

• Plan, lead, execute, track and manage the sourcing for IT category buy while working with NUS IT technical experts
• Build in-depth technical knowledge of the IT sub-categories on the job. Proactively monitor relevant markets and anticipate market fluctuations by monitoring price and market trends
• Review monthly spends, savings and compliance reports and lead effort to manage supplier performance and qualification
• Incorporate key performance indicators such as price, delivery, quality, policy compliance and supplier performance in all IT category sourcing
• Manage supplier relationships and resolve supplier issues as well as being proactive in management of supplier risks. Foster supplier development and innovation by building strategic partnerships with key suppliers

The Role :

• To carry out design appraisal of hull structural plans of New builds, Design Appraisal New build Project management, Ships in Service modifications, retrofits, conversions and Marine Equipment & component (MEC) structures in accordance with LR’s Rules and applicable International/National technical standards for Ships in Services and MEC structures.

What you bring

• Bachelor or master’s degree in Naval Architecture, Ship Design/Shipbuilding or equivalent and/or Chartered/Professional qualification and a member of a relevant professional institution;

• Relevant experience in Ship structures basic design/ plan appraisal together with some practical experience and experience in project management.

• Thorough knowledge on design principles/structural idealization /loadings of ship structures and governing Class rule requirements.

• Experience in structural analysis (FEA) of ship structures and working knowledge on any prominently used FE software.

• Have the ability to work both independently and as part of a team, to prioritise work and meet LR and Clients’ deadlines, and to work effectively under pressure.

• Good skill to conduct technical conversation with clients and maintain good relationships with client with client focus mind-set;.

• Proficiency in the English Language commensurate with the work and to demonstrate effective interpersonal skills
