Key responsibilities of the ESC Chief Architect include:

Leader: Leads in creating a shared strategic vision for Enterprise and Solution Architecture, motivating colleagues to achieve this vision, and providing clear direction regarding the requirement to execute it. Leads the development and documents the complexity, interrelationships, and dependencies of the Information Technology (IT) Systems in the ESC Program and Portfolio. Leads the ESC EA effort to develop strategies, plans, roadmaps, and schedules to ensure the ESC IT Systems stay current in software, hardware and cloud technology and ESC’s implementation and adoption of artificial intelligence.

Mentor: Organizes and supports the architecture and application development/maintenance teams, aligning individual work assignments to achieve team goals, identifying, and addressing skill or resource gaps, and mentoring staff in support of their effectiveness and professional development.

Change agent: Challenges the status quo, recognizes opportunities in new ways of doing things, and embraces the challenges of making change in the ESC IT environment. Must be able to recognize and understand the emerging information technology trends which are driving change and be able to quickly pivot the ESC EA practice; particularly in the areas of emerging technologies, artificial intelligence, data management and software development/maintenance practices. Empowers and promotes rapid IT innovation while ensuring these innovations are integrated into a single unified ESC EA.

Communicator: Builds coalitions to achieve concrete strategic goals. Communicates effectively in outreach to senior directors, managers, analysts, system architects, and engineers in the implementation of and in understanding the details of the strategy sufficiently well to make decisions and execute the plan that leads to realization of the shared vision.

Contacts are internal and external. Often represents ESC as the primary technical authority for major projects, programs, and other areas of ESC responsibility. Formulates and recommends organizational positions on major projects/policies/issues to senior management. Prepares, reviews, and may approve organizational reports or policies for internal and external distribution. Develops briefings to convey strategic vision or policies to internal and external audiences. Develops new policies, procedures, and approaches taking into consideration FAA policies, government-wide rules and regulations, and industry standards. Develops innovative approaches to attain organizational objectives and optimize resource utilization. Creates, plans, and conducts studies involving complex issues and unique problems. Expert: Oversees the information technology used to represent ESC business, data, investment and technology entities and their relationships. These representations directly support strategic planning and decision making. As Chief Architect, the incumbent guides the ESC in determining what it needs to know and how that knowledge should be organized for greatest impact.

Applies experience, expert technical knowledge, and understanding of new technologies and methodologies to perform critical tasks requiring the development of new concepts, systems, or innovative approaches. Duties: This position serves as Supply Technician (Medical) for the Medical Supply Distribution (MSD) areas of Logistics Service within the VA Health Care System. As a Supply Technician, you will provide wards, clinics, operating rooms, secondary storage locations, and other hospital facilities with supplies and material including, but not limited to, sterile and non-sterile medical supplies, instrument sets and equipment.

Major duties and responsibilities include:

• Pulls stock inventory and material for delivery; replenishes stock inventory; interacts with clinical and administrative customers and maintains records on stock levels.
• Communicates to the Lead or Supervisor any concerns related to supplies, equipment and procedures.
• Provides information to customers regarding medical supplies.
• Monitors expiration dates, rotates stock to limit outdates and removes items from use as required by outdates.
• Monitors and controls critical supplies.
• Performs daily inventory using bar coding equipment on a predetermined schedule that will allow for timely replenishment.
• Resolves differences between records and physical count of stock.

Under the general direction of the Principal Inspector or Supervisory Principal Inspector accomplishes the following duties:

A. Technical Administration

On a continuing basis, ensures assigned organizations are properly and adequately organized, staffed and equipped; establishes and conducts adequate training programs; maintains record keeping systems; and facilities and ensures procedures meet all regulatory requirements.

Chairs joint Federal Aviation Administration (FAA) and industry meetings. Maintains regular contact with organizations assigned and coordinates with top management officials. Requires or directs correction of any deficiencies/discrepancies and refuses or withdraws approval if they cannot be resolved.

Responsible for conducting enforcement investigations and preparation of final reports and recommendations on disposition. Performs or supervises the emergency suspension of certificates or cancellation of operations specifications. Conducts or directs the reexamination of certificated airmen or recertification of an operator or agency.

Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives dispositions.

Coordinates minimum equipment list (MEL) approvals with the principal inspector. Takes enforcement action in instances of noncompliance with the MEL.

Coordinates with geographic inspectors for the accomplishment of non-routine air carrier surveillance.
Assists Principal Inspector in the planning and implementation of certificate holders surveillance via usage of the appropriate safety system.

B. Certification

Approves/accepts or disapproves/rejects manuals and revisions to such manuals. May require amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements; eliminate unsafe practices: and/or improve the specificity of instruction.

Evaluates training programs to ensure that they meet the requirements of 14 CFR. Approves or disapproves these training programs including flight simulators, training devices, or other such equipment used in these programs.

Approves/disapproves designation of check airmen and makes recommendations on the appointment of designees.
Evaluates operations and facilities by on-site inspections and review of reports by geographic inspectors or others. Negotiates changes essential or desirable in their policies and procedures. Determines the appropriate methods and/or plans for securing corrective action and determines through on-site inspection or inspector reports the effectiveness of any action.

Evaluates and approves/disapproves requests to operate under conditions not previously authorized and may prescribe additional conditions and limitations as appropriate.

Approves the original issuance of operations specifications and issues original operating certificates. Approves amendments to operations specifications. Evaluates the safety of proposed changes in route or airport authorizations; prescribes any changes required before approval.

Directs or participates in flight evaluations to determine compliance with 14 CFR. Recommends changes that will be required prior to approval.

Represents the organizational unit at various seminar, committee, user group panel, and conference meetings at intraagency, interagency, aviation industry, and national levels.

Assists in defining requirements, proposes alternatives, and coordinates solutions with sponsors. Provides periodic status reports to supervisors. Identifies existing/potential problems which may impact on established or proposed plans, identifies alternatives, and provides recommendations.
