The incumbent is responsible for providing direct advice and counsel to the FAA executive cadre (Assistant Administrator, Executive Directors, International Regional directors, and the Regional Administrators for all of FAA's nine regional offices) and supervisors who manage over 300 authorized positions; developing workforce plans; coordinating agency-wide policies, strategic analysis, and programs to accomplish APL and agency-wide aviation policy objectives.

Coordinates, oversees, and manages the APL performance management programs. Provides effective performance management oversight and support to ensure compliance with regulations. Evaluates and provides guidance to management on performance management policies and procedures.

Applies experience and comprehensive knowledge to provide all organizational elements within APL, management advice, counsel, and assistance concerning goals, objectives, and activities connected with APL operations, administrative functions, and program/position management. Performs continuous review and analysis of existing human resource programs, procedures, and practices to determine if new or revised policies or actions are necessary by changing domestic or international requirements. Performs analysis of new or proposed regulations to determine impact on, and applicability to FAA employees serving at or returning from posts in foreign areas. Advises all agency elements regarding current allowances prescribed in foreign countries and international organizations. Coordinates and/or proposes to State Department changes, as required, based on date generated by experience with the FAA overseas problems. Is responsible for overall effectiveness and coordination of APL staffing and performance management programs. Interfaces with Human Resource Management (AHR), other APL staff, FAA lines of business, other agencies and embassies.

This Transportation Security Manager position is located at Des Moines International Airport (DSM), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Managing screening checkpoints that are central to TSA objectives that serve to protect the traveling public by preventing any deadly or dangerous objects from being transported onto an aircraft.
• Recognizing and recommending correction of improper use or application of equipment, providing guidance to subordinates, and answering routine questions presented by subordinates.
• Managing and supporting the collections of various performance metrics in an effort to identify areas in need of process improvement and systemic or individual weaknesses, vulnerabilities, or inefficiencies in the screening process.
• Coordinating national and local crisis management and incident response protocols.
• Recognizing and understanding the customer service needs of the traveling public and balances these needs with safety and security in mind.

The Program Manager serves as a Middle Manager of the Program Management Organization (PMO) and manages the work of a large, multi-level organization, and across multiple functions and/or disciplines within a major subdivision through subordinate managers and employees. Provides direction to subordinate managers and employees in the analysis and evaluations required to facilitate the management of the various agency information technology-centric projects. The work includes complex projects/programs based on the objectives of the PMO, the ATO, and frequently the FAA.

Provides direction to subordinate managers responsible for leading projects and monitoring contractors in the development, test, integration, implementation, and sustainment of systems. Directs spectrum management policy, planning, and efficiency efforts to meet future Federal Aviation Administration (FAA) requirements and to support initiatives in federal frequency management. The Aviation Technical Systems Manager provides leadership, direction and guidance for the integration and implementation of Air Traffic Organization (ATO) activities within the Western Service Area.

The Aviation Technical Systems Manager serves as the Director of the Western Service Center, ensuring timely and quality support services are provided to ATO service units and facilities within the service area. The position is at the highest non-executive managerial level which manages the work of a large, multi-level organization typically through subordinate managers. As the ATO's primary point of contact for support services in the Service Area, the manager will interact with high level executives both inside and outside the Federal government to include FAA, ATO, Department of Defense, local and national law enforcement, the military, the private sector, members of Congress and their staffs in the regions and headquarters, and other principal agencies both local and national. Applies experience with the National Airspace Systems (NAS) equipment, procedures, or safety interventions, including their interrelatedness and functions in order to design, develop, modify, or evaluate the NAS.
