As one of several AJG-R Group Managers, the work includes a wide variety of complex administrative programs and support areas, as well as detailed knowledge of management and program principles to lead and direct a large, multi-level organization through subordinate team managers. Integrates the work of multiple organizations to meet strategic goals of the ATO and participates in strategic planning for the Federal Aviation Administration (FAA). These groups are responsible for budget execution and formulation, acquisition management, space/facility security management, and wireless and property management. The Program Manager serves as the Headquarters liaison with the Service Area Business Service Groups. Participates in the strategic planning for the FAA and make of financial and administrative services commitments for the ATO. Uses business intelligence for analyzing and delivering actionable information critical in providing services across ATO Service Units for purpose of making business decisions. This is critical work that directly impacts the safe and efficient operation of the ATO.

As a Group Manager applies a detailed knowledge of the technical aspects of the work directed and a thorough understanding of the principles of management and strategic planning to integrate the work of multiple organizational units and complex programs and across multiple functions based on the objectives of the ATO. Performs managerial functions for more than one organizational units, including: strategic planning; setting priorities; communicating the organization's vision and objectives; assigning work and responsibilities; coaching and developing employee and organizational capabilities; monitoring and evaluating the performance of employees, managers and organizations; approving leave; and taking and approving disciplinary and corrective actions as appropriate. Approves substantive personnel actions, such as selections and promotions, involving non-managerial employees. Uses detailed knowledge of budget and administrative policies and procedures, such as acquisition, space and property management, to define, plan and organize staff, and other resources. Leads and integrates the budget planning processes for all organizational units and programs under his/her control, and projects both short-term and long-term future needs. Applies project/program management principles to manage projects/programs responsible for the analyzing, interpreting and communicating funding and performance metric information to enhance business acumen. Directs the extracting, organizing, filtering and analyzing large data sets from multiple administrative and financial systems to support critical financial decisions. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake. Guides ATO Service units in developing clear business decisions to ensure that task and workforce analysis processes are followed throughout the ATO. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines to meet ATO support needs. May participate in developing solutions to FAA-wide problems.

Contacts are routinely internal and external to the Group and Directorate and include subordinates, peers, higher level management, industry and stakeholders to discuss the statuses and results of projects/programs and to plan for the future. As the primary point of contact for policies and procedures or other program/project purposes, represents the Directorate and Management Services at conferences or meetings. Reviews and presents financial, program, and business services data to a variety of audiences.

The Aviation Technical Systems Manager provides leadership, direction and guidance for the integration and implementation of Air Traffic Organization (ATO) activities within the Western Service Area.

The Aviation Technical Systems Manager serves as the Director of the Western Service Center, ensuring timely and quality support services are provided to ATO service units and facilities within the service area. The position is at the highest non-executive managerial level which manages the work of a large, multi-level organization typically through subordinate managers. As the ATO's primary point of contact for support services in the Service Area, the manager will interact with high level executives both inside and outside the Federal government to include FAA, ATO, Department of Defense, local and national law enforcement, the military, the private sector, members of Congress and their staffs in the regions and headquarters, and other principal agencies both local and national. Applies experience with the National Airspace Systems (NAS) equipment, procedures, or safety interventions, including their interrelatedness and functions in order to design, develop, modify, or evaluate the NAS. Identifies potential controversial issues within the NAS and makes sound recommendations to resolve them.

Applies detailed technical knowledge of the work as it relates to NAS systems and equipment, to ensure procedures and operations are directed toward continuous improvement of customer service, projects, and programs while ensuring they are aligned with ATO, Mission Support Services and FAA goals, objectives, and plans. Provides advice and guidance related the NAS, including operation, procedures and processes.

The employee has thorough knowledge of, and an understanding of the principles of management and strategic planning to integrate the work of multiple projects to accomplish objectives. Applies experience and detailed knowledge of budget, management and human resources management and other administrative policies and principles. The manager is responsible for assignment of tasks and responsibilities, setting priorities, strategic planning, monitoring and evaluating performance of organizational units, managers and employees. Communicates the organization's vision and objectives, approves leave, selections, promotions, and takes or approves corrective/disciplinary actions. Coaches and develops staff and organizational capabilities, including ensuring staff obtain necessary training, improving the workplace, and engaging in conflict resolution. Implements national policies, procedures, and practices relevant to the service unit with respect to strategic planning, the organizational vision and mission, setting priorities, and evaluating technical and nontechnical performance of subordinates units. Directs actions to improve services within the Western Service Area through oversight of standards development, technical system procedures, and operational strategy. Communicates with a wide range of audiences to negotiate, persuade, advise, and develop goals and objectives, and ensure that goals and objectives are met.

Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed. Integrates the budget planning process to project short- and long-term needs while ensuring the efficient management and safeguarding of organizational resources.

Tasks and Responsibilities
• Support the crewing operations includes recruitment, planning and logistics.
• Assisting/coordination the office briefing for seafarers.
• Support in E- APPRAISAL review and completion in the crewing database.
• Review in Crewing data base entry quality, create reports.
• Follow through the end-to-end process of the Cadet Progression Programme.
• Handle the day-to-day training and crew promotion related queries.
• Other crewing related tasks as assigned from time to time.


Preferred Experience
• 8 - 10 years in conventional fleet crewing (Tankers / Dry vessels).
• Self-starter, take initiative and well organized.
• Ability to multi-task and work independently.

Education and Key certifications necessary
• Minimum rank experience of CO / 2E or Diploma holder in any discipline (Maritime preferred) with at least 8 -10 years of relevant experience in Crewing.
• MLC certification and ISM (Internal Audit) certification will be an added advantage.
