Under the general direction of the Principal Inspector or Supervisory Principal Inspector accomplishes the following duties:

A. Technical Administration

On a continuing basis, ensures assigned organizations are properly and adequately organized, staffed and equipped; establishes and conducts adequate training programs; maintains record keeping systems; and facilities and ensures procedures meet all regulatory requirements.

Chairs joint Federal Aviation Administration (FAA) and industry meetings. Maintains regular contact with organizations assigned and coordinates with top management officials. Requires or directs correction of any deficiencies/discrepancies and refuses or withdraws approval if they cannot be resolved.

Responsible for conducting enforcement investigations and preparation of final reports and recommendations on disposition. Performs or supervises the emergency suspension of certificates or cancellation of operations specifications. Conducts or directs the reexamination of certificated airmen or recertification of an operator or agency.

Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives dispositions.

Coordinates minimum equipment list (MEL) approvals with the principal inspector. Takes enforcement action in instances of noncompliance with the MEL.

Coordinates with geographic inspectors for the accomplishment of non-routine air carrier surveillance.
Assists Principal Inspector in the planning and implementation of certificate holders surveillance via usage of the appropriate safety system.

B. Certification

Approves/accepts or disapproves/rejects manuals and revisions to such manuals. May require amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements; eliminate unsafe practices: and/or improve the specificity of instruction.

Evaluates training programs to ensure that they meet the requirements of 14 CFR. Approves or disapproves these training programs including flight simulators, training devices, or other such equipment used in these programs.

Approves/disapproves designation of check airmen and makes recommendations on the appointment of designees.
Evaluates operations and facilities by on-site inspections and review of reports by geographic inspectors or others. Negotiates changes essential or desirable in their policies and procedures. Determines the appropriate methods and/or plans for securing corrective action and determines through on-site inspection or inspector reports the effectiveness of any action.

Evaluates and approves/disapproves requests to operate under conditions not previously authorized and may prescribe additional conditions and limitations as appropriate.

Approves the original issuance of operations specifications and issues original operating certificates. Approves amendments to operations specifications. Evaluates the safety of proposed changes in route or airport authorizations; prescribes any changes required before approval.

Directs or participates in flight evaluations to determine compliance with 14 CFR. Recommends changes that will be required prior to approval.

Applies experience and advanced knowledge in the theoretical foundations of computer science for the development of problem oriented and nonprocedural languages and their translating/operating systems, construction of input-output buffering schemes, and design of automatic scheduling and monitoring methods to increase scope and effectiveness of computer applications. Uses computer software concepts (such as, data representation, data structures, file systems, computer languages, software methodologies, network protocol, mathematical analysis, statistics and probability) to develop software source code for NAS systems.

Applies experience and detailed technical knowledge applicable to his/her discipline to plan and accomplish assignments. Experience includes detailed technical knowledge of software languages including but not limited to C/C++, Python, and Java while following established NASE processes and supervisory instructions for maintaining systems hardware, firmware, and software. The Physician is a recognized medical authority who provides highly complex and challenging training to FAA employees, Physician/Medical Officer, various professionals, and other aviation personnel, and performs Quality Assurance (QA) review activities under the general supervision/ direction of a manager. The Physician possesses broad discretion to ensure the work of the position aligns with agency objectives and policies.

The primary responsibility of the Medical Officer Trainer and Quality Assurance (QA) Reviewer is to provide training to Physicians/Medical Officers, Regional Flight Surgeons, Aviation Medical Examiners (AMEs), and Residents in Aerospace Medicine regarding FAA policies and procedures for the aeromedical dispositions of medical certification applications of airmen and contract air traffic controllers. The Medical Officer Trainer/QA Reviewer coordinates extensively with the Aerospace Medical Education Division (AAM-400) to provide or arrange training of AMEs at Basic and Refresher seminars, as well as the training of Residents in Aerospace Medicine.

Specifically, the Medical Officer Trainer/QA facilitates the understanding amongst trainees of the overall provisions of 14 CFR Part 67 regulations, as well as the policies put forth by the Federal Air Surgeon within the Office of Aerospace medicine (AAM). The Medical Officer Trainer/QA ensures that trainees are familiar with appropriate policies and procedures regarding the granting and denying of medical certification, withdrawing Special Issuances, authorizing Medical Flight Tests (MFT), affirming validity of certificates issued by designated Aviation Medical Examiners, or requesting additional information to substantiate the issuance or denial of medical certificates. The Medical Officer Trainer/QA ensures trainees are familiar with Office of Aerospace Medicine (AAM) procedural guidance, to include the AME Guide, the OneGuide, and the MedList, as well as specialty workflows within AAM, to include Drug & Alcohol, Medical Appeals, Neurology, Anti-Depressant Medication Use, Mental Health, and Insulin-Treated Diabetes Mellitus (First and Second Class). Furthermore, trainees will be familiarized with the Neurology and Cardiology Panel/Consultant review process, as well as the process for referring complex and/or difficult cases to a Federal Air Surgeon's Specialty Consultant.

The Medical Officer Trainer/QA serves as a referral source for Physician/Medical Officers or Regional Flight Surgeons (and staff) regarding disposition of complex or difficult certification cases, and/or appropriate referral as warranted. The Medical Officer Trainer/QA also teaches, mentors, trains, and coaches other physicians internal to the Agency, as well as Legal Instruments Examiners and other employees in the Division, Aerospace Medicine Residents, visitors to the Civil Aerospace Medicine Institute (CAMI), and other aviation personnel as assigned or invited to do so. External to the FAA, the Medical Officer Trainer/QA effectively represents the FAA and organizational positions when engaging stakeholders such as non-governmental medical groups, pilot advocacy groups and professional organizations; this may also include active engagement and building positive relationships with airmen in appropriate form such as "Sun n’ Fun", "Air Venture", FAAST seminars, etc.

As a medical authority, the Medical Officer Trainer/QA performs peer review and quality assurance oversight of a certain number of randomly selected airmen cases drawn from the Document Imaging Workflow System (DIWS). These are cases that have been dispositioned by either a Physician/Medical Officer within the Aerospace Medical Certification Division (AAM-300), or by one of the Regional Flight Surgeons (or staff). The Medical Officer Trainer/QA will also serve as a referral source to review cases that have been identified as not meeting required standards of practice for certification review.

Performs a mix of routine and varying assignments associated with analyzing, installing, repairing, fabricating, or trouble-shooting electronic, electrical, and mechanical systems and components. Reviews, reads and understands blue prints, engineering drawings, and schematics. Applies experience and detailed technical knowledge of engineering principles, theories, and concepts at the full performance level as well as applicable procedures and policies. The work of this position involves functions such as research support, audits, testing, operation of facilities, systems, protocols/processes, test equipment repair, assembles or installs instruments and devices or materials. Use judgment, experience, and knowledge to solve problems and complete assignments.

Supports CSRT research activities as necessary to ensure that research and demonstration protocols meet safety requirements and data accuracy specifications. This includes assisting with instrumentation installation; facility preparation and checkout; experimental setup; data collection; and data storage. Because of the nature of the facilities and tests conducted, accomplishment of these activities requires mobility, eyesight, and hearing.

Responsible for the following facilities as assigned: (1) Water Survival Research Tank; (2) B-747 Aircraft Environment Research Facility; (3) Aircraft Cabin Research Facility (ACRF), (4) B-727 Aircraft Fire Laboratory, and associated laboratories. This activity includes as required; operating a forklift and ensuring the maintenance requirements of the various facilities, control systems, and associated equipment (smoke and fire generators) are met.

Ensures sufficient levels of expendable tools/supplies/materials are on hand to accomplish anticipated research projects and maintains an inventory of all the CSRT laboratory assets. Manages the procurement of these items to include purchasing with a government credit card if issued - gathers information on specifications, vendor sources, and cost estimates.

Ensures all systems are ready and test area is safe for personnel and observers during a test: supports implementation of all required FM Quality Management, Safety, Environmental, Institutional Review Board, and Health standards (e.g., ISO 9001, ISO 14001, OSHA. and EPA). Responds to CSRT laboratory safety or environmental incidents, prepares/completes reports, and helps conduct incident investigations. Conducts and/or supports training and audits related to CSRT facilities' quality and environmental compliance or operational safety. Develops plans and insures appropriate corrective actions are taken to eliminate or mitigate hazards.

Organizes and records documentation, logs, and other data collected from all cabin safety research conducted by the Laboratory. This includes the calculation and documentation of human subject research data when appropriate.

Works to resolve various kinds of issues related to data, whether it's working with an IT developer on creating and collecting data, or working with individuals/teams/management on data requests/projects and then building solutions that derive additional data or data-related solutions they need. Work activities and projects are performed by the Data Scientist and/or they contribute on large work activities as a member of team. Works with other professionals on a team, as well as customers who have data-related challenges that the Data Scientist works to resolve.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. • Manages fiscal and staffing resources. Formulates and executes budgets for training programs, including financial/budget reporting. Obligates funding within allocations and develops/delivers timely reports. Serves as course manager for Training Services Support Division courses. Plans, coordinates, and directs instructional design and development activities. In addition, serves as a classroom instructor (Non-Technical Subject Matter) on an as needed basis.
• Responsible to the division manager and the assistant division manager for the execution and completion of all programs within the Training and Evaluations Branch. Implements and coordinates the support activities required for the satisfactory daily operation of the agency's training and evaluations programs in keeping with customer requirements, instructing, and regulatory requirements.
• Plans and utilizes resources to meet overall training objectives. Establishes, manages, and maintains high-level standards for the agency's faculty training program, evaluation program, and the FAA Academy's office automation system in the Training Services Support Division.
• Exercises authority for all aspects of supervisory and managerial responsibilities over staff, including staff scheduling and approval of leave, equity of performance standards and rating techniques developed for subordinates, evaluates work performances, and justifies recommendations for awards and bonuses for non-supervisory personnel, subject to approval by higher level officials. Effects minor disciplinary measures, such as warnings and reprimands; recommending other action in more serious cases. Fosters a fair and equitable work environment. Plans and establishes work schedules, deadlines, and standards for acceptable work.
• Ensures complete and accurate input of CASTLE Labor Distribution Report Data and Time and Attendance for all employees by established deadline.
• Communicates and coordinates training requirements with FAA Academy senior management, Aeronautical Center organizations, FAA headquarters, regions, lines of business, other federal agencies, private industry, contract personnel, and international countries. Represents the Academy on national workgroups or committees to ensure the fiscal aspects of the training and evaluation programs are met and integrated into the agency's technical training program, affecting agency programs and projects at the regional, headquarters, and national levels.
• Manages accountable training property so that annual inventories documented property.
• Conducts instructor training courses for agency personnel, personnel of other government organizations, and international training personnel.
• Provides continuing direct staff guidance and leadership assistance to FAA Academy supervisors on establishing and using instructor performance standards, instructor appraisal techniques, counseling for instructor performance improvement, current state of the art educational technology and student performance evaluation measures.
• Chairs various development and project teams in efforts related to instructional and educational aspects of technical training such as instructor proficiency, monitoring, curricula evaluation, course modernization and revision.
• Manages internal and external marketing activities to promote course and service offerings within the agency and to other governmental agencies.
• Performs other duties as required to ensure cohesiveness and consistency in all areas of managing the branch to include classroom instructing.

Incumbent provides comprehensive knowledge of engineering principles, theories, and concepts to analyze and evaluate assigned NAS systems and is looked to for guidance and resolution of complex problems related to the introduction of new technologies into the NAS and problems associated with continued operation of commissioned facilities. Plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager, project/program manager, team leader, or more experienced engineer.

He/she plans, manages, organizes, coordinates, and integrates work on multiple projects to accomplish organizational/strategic objectives related to National Airspace System (NAS) systems while maintaining cost, schedule, quality and performance. Provides electronics engineer experience and team leadership for a project/group of electronics engineers and computer scientists responsible for second-level engineering support of assigned systems involving hardware, software, technical documentation, scientific and direct engineering support essential to the safe and reliable operation of the FAA’s National Airspace System (NAS).

Applies experience and comprehensive knowledge of electronics engineering, as well as an understanding of new technologies and methodologies, to solve complex problems primarily in electronic circuits, circuit elements, equipment, systems, and associated phenomena concerned with electromagnetic and/or electrical information to improve the reliability, maintainability, and safety of assigned NAS systems/equipment and facilities. Analyzes and studies performance requirements of electromagnetic and/or electrical information for purposes such as data communication, computation, sensing, control, measurement, and target tracking to improve the operational performance of assigned NAS systems/equipment and facilities.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. He/she uses prior experience to solve problems which requires modifying established guides, devising new approaches, applying existing criteria using novel techniques, and drawing conclusions from comparative situations. Applies comprehensive knowledge of agency policies and priorities in order to effectively evaluate and affect changes to existing technical directives, processes, and procedures. He/she prepares technical documentation related to facility or system modifications and maintenance to provide national guidance for field specialists across the agency to management for final approval.

Applies knowledge in acquisition law, configuration management, and project management to determine the best avenues to study systems issues and implement solutions throughout the NAS.

Serves as organizational representative with a wide range of division, LOB, agency and external groups in meetings related to the technical aspects of improving the performance and effectiveness of assigned NAS systems, new system development, and resolution of complex problems associated with the NAS operation which may require access to classified information at the secret level.

The Obstruction Evaluation (OE) Team Manager directs a subordinate staff OE Specialists and Technicians responsible for conducting and completing aeronautical studies on the impact of proposed and/or existing structures on the National Airspace System (NAS). Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. This work directly impacts the accomplishment of Federal Aviation Administration (FAA) strategic objectives and the safety of the NAS.

Applies advanced knowledge of the technical aspect of air traffic control, airports operations, flight procedures, automation, and skills in interpreting 49 USC and 14 CFR Part 77 to evaluate and monitor OE Specialists and technicians in the performance of their duties. He/she interprets 49 USC §44718 and 14 CFR Part 77 to support staff in ensuring OE determinations are both accurate and in compliance with law and regulation. Directs the team in analyzing air traffic control and instrument flight procedures and possesses understanding of the impact that a structure has on air operations. Ensures appropriate determinations are made by the OE Team regarding impacts to airports and instrument flight rules (IFR) or visual flight rules (VFR) traffic patterns and flyways. Oversees OE determinations concerning structures such as Wind Turbine Farms, radio antennas, and cell towers by analyzing structures and electronics communications systems to include impact on operations such as to communication, navigation, and surveillance systems or other components of the NAS.

Manages the work of OE Specialists and Technicians responsible for evaluating the potential impacts that a proposed or existing structure may have on public use or military airports, aeronautical facilities, and air traffic control. Possesses advanced knowledge of civilian or military air traffic control to manage the OE program for a defined section of the United States and directs specialists and technicians to conduct aeronautical studies and determine whether a structure is a hazard to air navigation or would require a change in aeronautical operation or procedure. Oversees determinations of a structure's effect upon usage of navigable airspace and whether a structure impacts an aircraft's ability to navigate along a specific route by using experience as an instructor in navigation or in piloting procedures and techniques. Applies advanced knowledge of the principles, techniques, methods, procedures, rules, directives, and regulations concerned with air traffic, airports, and flight operations to provide guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher-level management except where ATO and FAA wide interests are at state.

Contacts are primarily within AJV-A5, Mission Support Services and the ATO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. Interacts with "Division Responders" or evaluators, including FAA lines of business and the Departments of Defense and Homeland Security. External contact may include participating in Agency negotiations with stakeholders concerning proposed construction that otherwise would be a hazard to the National Airspace System to interpret policies/procedures or for other project/program purposes. Has the authority, within guidelines, to make commitments for the organizational unit, within guidelines.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational units/projects/programs. Manages budget and either reallocates resources among organizational units/projects/programs or request additional resources as needed.

This position is assigned to one of the following organizations within the PMO: Integrated Services and Analysis, AJM-1; Air Traffic Systems, AJM-2; Enterprise Services, AJM-3; and Surveillance Services Directorate, AJM-4.

The four (4) PMO directorates' key functional areas are: (1) integrated resource management, engineering planning, analysis and integration, and program health management and acquisition support; (2) services that support decision making for traffic flow managers and services that go directly to pilots to improve safety and efficiency; (3) implementation and execution of the systems and services that tie ground systems and aircraft together through communications, navigation, weather and aeronautical information and flight services in the NAS; and (4) support aircraft separation services provided by controllers to pilots with accurate and capable surveillance and automation.

Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. Applies skill and experience developing costs and schedules; and for planning, coordinating, tracking, and identifying resources for small programs and projects through completion. Assists senior specialists by providing life-cycle support and information for day-to-day management and oversight of the critical elements of programs and projects including scope, budget, risk and schedules.

Applies experience and comprehensive knowledge of project/program management principles and processes to analyze, identify, and evaluate program requirements and plans. The incumbent designs and recommends solutions to complex problems to aid in decision-making and prepares detailed analyzes and estimates of annual funding needs. Gathers, compares, and correlates budget and financial data about current and future programs/projects and activities to ensure that budget requests conform to Federal Aviation Administration (FAA), Office of Management and Budget (OMB), and Congressional requirements. Ensures that funds are properly allocated in a timely and effective manner and that obligations incurred and resulting expenditure of funds are kept within the bounds of existing laws, regulations, and approved allowances.

Uses experience gained as a contracting officer representative (COR) to provide advice and assistance on contracts for systems, services, and equipment with work assignments that span the acquisition lifecycle from initial planning through performance assessment. Conducts contract review activities including establishing schedules, evaluating progress, tasking, problems, resolution, and adjusting resource allocations.

Contacts are internal and external and include representatives from all ATO service units and other FAA lines of business. The employee demonstrates the ability to lead small teams, direct customers, stakeholders, and agency officials by coordinating cross organizational policies and programs to resolve issues, internal and external to the ATO and the FAA. As required, develops project plans and reports, which are forwarded to both internal and external agencies and entities. Mentors less senior employees and program staff. Develops and maintains knowledge base for future use by PMO programs and teams.
