Ensures appropriate determinations are made by the OE Team regarding impacts to airports and instrument flight rules (IFR) or visual flight rules (VFR) traffic patterns and flyways. Oversees OE determinations concerning structures such as Wind Turbine Farms, radio antennas, and cell towers by analyzing structures and electronics communications systems to include impact on operations such as to communication, navigation, and surveillance systems or other components of the NAS.

Manages the work of OE Specialists and Technicians responsible for evaluating the potential impacts that a proposed or existing structure may have on public use or military airports, aeronautical facilities, and air traffic control. Possesses advanced knowledge of civilian or military air traffic control to manage the OE program for a defined section of the United States and directs specialists and technicians to conduct aeronautical studies and determine whether a structure is a hazard to air navigation or would require a change in aeronautical operation or procedure. Oversees determinations of a structure's effect upon usage of navigable airspace and whether a structure impacts an aircraft's ability to navigate along a specific route by using experience as an instructor in navigation or in piloting procedures and techniques. Applies advanced knowledge of the principles, techniques, methods, procedures, rules, directives, and regulations concerned with air traffic, airports, and flight operations to provide guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher-level management except where ATO and FAA wide interests are at state.

Contacts are primarily within AJV-A5, Mission Support Services and the ATO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. Interacts with "Division Responders" or evaluators, including FAA lines of business and the Departments of Defense and Homeland Security. External contact may include participating in Agency negotiations with stakeholders concerning proposed construction that otherwise would be a hazard to the National Airspace System to interpret policies/procedures or for other project/program purposes. Has the authority, within guidelines, to make commitments for the organizational unit, within guidelines.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational units/projects/programs. Manages budget and either reallocates resources among organizational units/projects/programs or request additional resources as needed.

The Program Manager serves as a Middle Manager of the Program Management Organization (PMO) and manages the work of a large, multi-level organization, and across multiple functions and/or disciplines within a major subdivision through subordinate managers and employees. Provides direction to subordinate managers and employees in the analysis and evaluations required to facilitate the management of the various agency information technology-centric projects. The work includes complex projects/programs based on the objectives of the PMO, the ATO, and frequently the FAA.

Provides direction to subordinate managers responsible for leading projects and monitoring contractors in the development, test, integration, implementation, and sustainment of systems. Applies detailed knowledge of the technical aspect of the work directed to oversee the analyses and assessment of program requirement stability, designs, and conducts complex studies of proposed software applications, ensuring compliance with system requirements. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments for a major organization.

Uses program management principles and practices to develops new programs to ensure the strategic direction, goals, and objectives of the organization are met. Reviews evaluation method provided by subordinate managers to assess program strengths and identify areas for improvements. Establishes quality criteria and standards and ensures program and contractors deliverables meet the required quality standards. Develops change management plans to manage and support change initiatives within the program; and communicates changes effectively to all stakeholders. Tracks and reports on program performance to ensure the continuous alignment with goals and

Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs. Participates in planning efforts that cross organizational lines within the PMO and ATO.

Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher-level management except where ATO or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. May participate in developing solutions to FAA-wide problems.

Develops new programs to support the strategic direction of the organization. Develops an evaluation method to assess program strengths and identify areas for improvement. Implements and manages changes and interventions to ensure project goals are achieved. Discusses with higher-level management the statuses and results of projects/programs and plan for the future.

As the FLM directs staff in designing and conducting complex studies of proposed software applications, ensuring compliance with system requirements. Leads and integrates the program budget, analyzes project milestones and interdependencies across the portfolio, reviews contractor deliverables and represents the FAA at technical meetings, program reviews, and conferences. Facilitates FAA involvement in projects, as well as visits by foreign officials.
