Exercise day to day management of the Research & Innovation department and staff including recruitment, staff appraisal and development, discipline, grievance and absence management.Offer support and advice with regard to training and development for Trust research nurses and Allied Health Professionals.Develop further the Trusts current good record in supporting user and carer involvement in research and innovation at all levels, with the aim of continuing and expanding the Trusts role in this field. Collaboration with other public and voluntary agencies is essential.Manage the budgets for the R&D department and liaise with the Trusts Finance Department to ensure the full costing of research projects and to maximise recovery of costs from external funders, most notably industrial sponsors.Manage the R&D approval process for studies and ensure the development and monitoring of appropriate formal research agreements with other organisations which collaborate with the Trust.Develop, disseminate and ensure compliance with key policies to support Research & Innovation arrangements in the Trust, in collaboration with the Clinical Research Network where appropriate. This involves working with senior staff and researchers across the Trust and local universities to ensure the policies are implemented in full.Oversee the monitoring and audit of research and innovation activity, discussing and reporting outcomes with lead investigators, Director of Research, Development & Innovation, Research Ethics Committee Chairs, the Health Research Authority (HRA) and appropriate groups within the Trust. This requires the ongoing review and development to ensure national research governance requirements and high level objectives are met. The postholder will undertake this review, develop any required revised policy and strategy, consult and communicate with researchers across the Trust and ensure the policys successful and ongoing operation.Continually develop, implement and monitor processes to ensure that the clinical trials being conducted within the Trust comply with the Medicines for Human Use (Clinical Trials) Regulations 2004.Compile high level reports to meet internal and external reporting requirement, ensuring the Trust meets National Institute for Health Research (NIHR) requirements and high level objectives.Co-ordinate the agenda and business for the Trusts Research, Development & Innovation Group.Manage the communication and raise the profile of Research & Innovation issues across the Trust via the R&D website, intranet page, newsletter and various forums.Work pro-actively with the Trust Divisions to promote the importance of Research & Innovation as a central part of the Trusts mission. In particular, to ensure that researchers, Trust Managers and Clinicians are aware of and complying with their roles under the UK Policy Framework for Health and Social Care and other regulatory and statutory obligations.Work with researchers within the Trust and local universities to promote effective working of Trust and university management processes and policies.Develop an appropriate programme of workshops and training for Trust staff aimed at raising their awareness of research and innovation opportunities and increasing their ability to undertake all related activities.Provide highly specialist advice on all aspects of the research process, in particular interpreting legislative and regulatory requirements and providing guidance to researchers on fulfilling their obligations.Represent the R&D office and Trust at internal and external eventsMaintain a thorough and up to date knowledge of DoH, NHS R&D and Innovations policy through attendance at workshops and meetings and assimilation of information from a range of courses and ensure dissemination of key developments across the Trust; playing an active role in responding to the challenges posed to the Trust of changes in national policy.Establish appropriate procedures for the collection and holding of research data, in close partnership with information technology colleagues, ensuring compliance with data protection legislation.Lead on the generation of new income for Trust R&D, recognising that expansion of capacity depends on this. High quality co-ordination of bids will be expected, looking to a range of courses including external public research funding, NHS R&D (research bids and service support costs) and the commercial sector.Promote the involvement of users and clinicians under the National Institute for Health Research, working with regional leads (North Thames Clinical Research Network divisions) to substantially increase the Trusts contribution to large scale research studies in Acute Services.Responsible for working with all staff and all levels across the trust to ensure that the necessary infrastructure and trained personnel to lead on, or contribute to, NIHR portfolio studies. This will involve liaison with Support Services such as Pharmacy Pathology, Radiology and Information Services to ensure that the capacity and expertise exists to recruit successfully to a given study.Responsible for ensuring that the approval of new studies and protocol amendments is rapidly achieved.Provide ongoing support to clinicians recruiting to portfolio studies within the Trust. This will include ensuring the studies continue to be properly resourced e.g. ongoing provision of research nurse and other appropriate support) and are conducted according to applicable regulations i.e., GCP training, Research Passport etc.Provide regulatory and governance advice to clinical research staff, as well as providing the Trust with advice about preparing for, change and responding to inspections by regulatory bodies.Ensure the Trust delivers value for money to the Clinical Research Network, by adopting a case mix programme of high recruiting observational/genetic studies and a series of clinical interventional studies benefiting the local population and giving opportunities for all trust patients to participate in new innovative treatments.Ensure the Trust delivers the NIHR high level objectives in recruitment time to target every time.The post holder plays a key role in ensuring effective communications within the Trust, but also acts as Trust representative with, but not exhaustive of North Thames Clinical Research Network, Quintiles and other Clinical Research Organisations (CRO), various industry and pharmaceutical companies, Universities Anglia Ruskin Health Partnership, etc.
