The primary purpose of the position is to provide leadership, strategic direction, and oversight of the compliance activities for the healthcare system and to ensure a standardized and effective approach to compliance using the compliance framework, Compliance and Integrity standards, processes, and resources set forth under the Compliance Program national guidelines and associated documents within the VHA health care system and any functions aligned under the VHA health care system.

Duties include, but may not be limited to the following:

• Developing, recommending, and implementing Compliance and Integrity program goals for operational units within the local health care system.
• Developing detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects.
• Participating in regular information planning sessions, maintain productive interaction with staff, report on the status and progress of work accomplished to date, and monitor work in progress.
• Exercising oversight of implementation of the Compliance and Integrity program within the local health care system to ensure it is effective.
• Implementing national Compliance and Integrity controls, solutions, and programs at the local health care system.
• Developing and implementing internal controls and solutions, in partnership with risk owners, to manage and mitigate key risks that may adversely impact local health care system objectives, compliance with regulations, or overall reputation within the local, VISN, or national landscape of the agency health care system.
• Providing a written review of the effectiveness of the Compliance Program at the end of each fiscal year.
• Establishing and maintaining the "tone at the top" within the local health care system for Compliance and Integrity.
• Providing regular communications to local health care system staff on the importance of Compliance and Integrity.
• Drafting guidance and direction regarding program management and reporting.
• Performing local health care system-wide reviews of internal controls over prioritized risk areas and determine adequacy in preventing compliance failures.
• Participating in meetings with internal staff and representative operational units within the local health care system to determine compliance program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs.
• Understanding local strategy, local needs, and risks of the local health care system.
• Analyzing and prioritizing local risks by working closely with management to develop a proactive strategy to mitigate compliance risks.
• Maintaining a strong presence within the healthcare system through rounding and providing education and guidance at every level of the healthcare system.
• Performs other related duties as assigned.

As Senior Compliance Officer you will be responsible for leading and managing a small but growing team of healthcare recruitment compliance officers. The role is predominately hands-on, and you will be part of the daily administrative duties to achieve a fully compliant database of candidates and workforce within the company. You will also undertake research to ensure all legislative requirements in relation to compliance are met and produce reports and statistics to the management team on a regular basis.

Key Responsibilities/Accountabilities

• Be a hands-on integral part of the administrative team
• Undertake all administration in relation to DBS, medical, qualification and mandatory training compliance for new and existing Healthcare and Homecare candidates plus the company's permanent workforce.
• On-going coaching with individuals to encourage both professional and personal development.
• Ensuring the team are following the correct process' & hitting their KPI's.
• In-depth knowledge of the workforce alliance and HTE NHS Framework compliance requirements.
• Ensure that the compliance knowledge base is up to date and relevant research has been proactively obtained to ensure all compliance duties are being undertaken in line with legislative guidelines.
• Involvement in the development, maintenance and population of all compliance information systems.
• Identify and communicate to your line manager any opportunities for improving compliance across the company.
• Provide data, information and reports to the relevant teams and Directors.
• Ensure all compliance information is stored accurately, legally and securely.

Role Requirements:

• Previous experience in a Medical, Homecare or Healthcare Compliance
• Strong organisation and time management skills
• Excellent communication, people management and leadership skills.
• Tact and diplomacy with the ability to deal with difficult situations.
• Experience and track record of designing, implementing and delivering on successful strategic compliance projects.
• An inquisitive nature and high level of awareness is required to identify the root cause of problems, matched by the desire to locate innovative solutions.
• Expert in the use of the full range of MS office products
• Ability to write and verbally present information and proposals.
