This role plays a pivotal role within the CSL Operations team, providing comprehensive oversight and strategic support across all facets of our business. This role is essential for the continued safe and effective delivery of our service. As a highly regulated Railway Undertaking, CSL operates within a complex environment that demands strict adherence to safety regulations and standards. The HoHSSQE is responsible for leading the organisation in compliance with all applicable safety obligations while striving for excellence in line with industry best practices. This commitment encompasses not only the implementation of a Safety Management System but also the continuous assessment and enhancement of our policies and procedures to reflect evolving standards and innovations in safety. The HoHSSQE will engage in proactive risk management, conducting regular audits and assessments to identify potential hazards and implement corrective actions. By fostering a culture of safety awareness and accountability throughout CSL, the HoHSSQE will ensure that safety is ingrained in every aspect of our operations, from the training and development of staff to the design and execution of service delivery processes. Collaboration is key to the success of this role. The HoHSSQE will work closely with both internal departments and external stakeholders, including regulatory bodies and suppliers, to ensure a comprehensive approach to safety and quality. This collaboration will extend to evaluating our supply chain, ensuring that third-party partners share our commitment to safety and adhere to the same high standards we set for ourselves. By establishing strong relationships and communication channels, the HoHSSQE will build the necessary confidence in the integrity and safety of our service. Key Responsibilities:
- Leadership & Strategy: Define and implement HSSQE strategy; mentor HSSQE team.
- Policy Development: Ensure compliance with laws and industry standards; communicate policies effectively.
- Compliance & Risk Management: Monitor compliance across health, safety, security, and environmental regulations; oversee risk assessments.
- Training & Competency: Collaborate with Learning & Development on safety training; manage Safety Critical competence.
- Incident Management: Oversee incident reporting and investigations.
- Stakeholder Engagement: Collaborate with regulatory bodies on HSSQE matters.
- Sustainability Initiatives: Lead environmental management and waste reduction efforts.
- Audits & Reviews: Ensure robust assurance processes and prepare reports on HSSQE matters.
Essential
- Educated to degree level in Occupational Health and Safety, Environmental Science, Engineering, or a related field (or equivalent experience).
- NEBOSH Certificate or Diploma (or equivalent) in Occupational Health & Safety Management.
- Advanced written and verbal communication skills, with the ability to articulate key messages to influence stakeholders at all levels.
- Highly proficient in the use of the Microsoft office suite including Word, Excel, PowerPoint, SharePoint etc.
- Evidence of relevant and up-to-date CPD.
Desirable
- Significant experience in a management role covering operational safety in a railway or other safety critical transport environment. (highly desirable)
- Certification in ISO 9001, ISO 14001 or equivalents.
- Knowledge of different business functions / disciplines (i.e. finance and commercial, legal, operations, safety, risk, HR, operational excellence, IT, sales, marketing, and communications).
- Experience of carrying out safety risk assessment and developing operational standards/procedures.
- Experience of delivering or managing the delivery of a training and competence regime for safety critical workers.
- Thorough understanding of health and safety management obligations (including statutory obligations), requirements and dynamics.
