Here at Forth Valley Royal Hospital, we currently have an opportunity for an experienced Sub-Contractor and Compliance Manager to join our Estates team. The Estates Department provides the hospital with a comprehensive, planned, reactive maintenance service including Life Cycle and Project Work to the electrical, mechanical, and building fabric.
This role will be responsible for the management of the Technical Compliance delivery model through directly employed Engineering Officers (Authorised Persons) and specialist term contractors and will be responsible for planning the day-to-day delivery of statutory and mandatory compliance. The successful candidate will be a technical manager responsible for managing the procurement of specialist sub-contracted services and for the delivery of engineering elements of all specialist’s sub-contractor works.
The Sub-Contractor and Compliance Manager will also work closely with the Maintenance Manager, Project Manager and Lifecycle Manager in their monitoring and control in respect of capital projects and life cycle equipment replacement works, this includes the management and monitoring of all of the engineering projects services delivery, ensuring the contract meets its statutory, mandatory, and contractual obligations.
Main responsibilities of the role include:
- Procure, manage and control the services and operations of the Specialist Sub-Contractors within the allocated budget.
- Provide a monthly report on the departments compliance status and create action laces to maintain.
- Manage the coordination and delivery of the compliance requirements set out in the FM Contract and as guided by the Company’s Compliance Handbook.
- Ensure timely delivery of services to ensure compliance with all statutory, mandatory, and technical contractual obligations for all plant equipment and spaces under the Estates departments control.
- Review all sub-contractor service and call out reports and action as required.
- Produce the annual planned preventative maintenance schedule for all sub-contracted engineering services detailing all tasks to be undertaken.
- Prepare and review maintenance procedures for plant and equipment, ensuring quality standards and minimising unavailability.
- Coordinates and delivers training programmes for AP colleagues.
- Monitors planned preventative and reactive maintenance programmes ensuring compliance with KPI.
- May be required to participate in on-call roster and AP responsibilities depending on discipline
What you’ll need to do the role:
- Preferably Degree qualified in a relevant subject or a relevant qualification HNC or HND in either mechanical or electrical engineering with appropriate endorsements (or equivalent knowledge, skill, and experience).
- Completed City and Guilds / NVQ of equivalent in engineering, plumbing or electrical apprenticeship.
- Previous experience in a management capacity in Health Estates engineering services.
- Experience and knowledge of building services and M&E design requirements.
- Computer literate.
- Good understanding of the importance of meeting KPIs to a required standard.
- Experience of building services within a hospital would be advantageous.
- Sound knowledge of Health & Safety Legislation.
- Excellent communication and negotiation skills.
- Self-motivated and able to motivate others.
- Consistent approach to problem solving.
- Able to organise own work and activities of a team.
- Adaptable and flexible approach, able to meet the needs of the department.
