The Children’s Services Commissioning Team within Cardiff Council are responsible for the delivery of externally commissioned services to children, young people and their families known to, or involved with Cardiff Children’s Services. The Cardiff, Children’s Services Commissioning Team wish to appoint a Quality Assurance and Contract Monitoring Officer work within the Children’s Services commissioning function in Cardiff Council. This is an exciting opportunity to enhance how Children’s Services work with local providers, the wider market, stakeholders, and external agencies ensuring quality of provision and identifying opportunities for improvement in the services available to our children, young people and their families. The role will be integral in strengthening and maintaining the relationships with providers, understanding the pressures within the sector and supporting them to meet the current and changing needs of our children, young people and their families and will be crucial in the delivery of cost effective and high-quality outcomes. Hours: 07.30 - 16.00 (Mon - Thu) & 07.30 - 14.00 (Fri)

Duties include;

• Maintain Quality Management Systems including document control, review and create documents, work instructions, dashboards, and other quality administrative tasks.
• Complying with all standards, internal policies and legal regulations.
• Carrying out in-process quality inspections and audits.
• Identifying and reporting non-conformities.
• Ensure compliance with ISO 9001, 14001 and 45001.
• Maintain waste management system liaising with external providers.
• Measuring equipment - control and calibration.
• Assist in non-conformance system maintenance.
• Assist in customer complaints system maintenance.
• Assist in Quality Management Systems maintenance:

1. Document control.
2. Maintain quality dashboards up to date.

Essential Experience

• Proven experience of working in a similar role.

Key Accountabilities

Quality Assurance and Compliance

- Provide the Quality Improvement & Audit Manager and Serco Operations Manager with required quality assurance and compliance reporting as appropriate
- Act as the nominated local expert for quality assurance and compliance within the business
- Work closely with key internal and external stakeholders to ensure the needs to the customer and business unit are delivered in full

Audits

- Manage a schedule of ongoing audits and observations to ensure the quality and compliance of service delivery
- Coordination and management of any regulatory audits and inspections including readiness reviews.



What you’ll need to do the role:

To be successful in the role you will need experience of working in a compliance environment. You will need strong IT skills, with particular emphasis on MS Excel and MS Office 365 software, and have strong communication skills, excellent interpersonal skills and the ability to work across a number of work streams.
You will need to be confident to communicate through a variety of media, be highly organised with the ability to work to fixed deadlines, whilst maintaining high standards of accuracy and attention to detail, and when necessary be confident to challenge managers regarding compliance failures.

Understanding of DWP/welfare to work/ employability market environment is desirable but not essential.

This role requires Baseline Personnel Security Standard (BPSS) – covering pre-employment checks.
