Functions or Scope of Assigned Duties:

The Deputy Chief of Quality Management (QM) is a member of the executive administrative team and reports to the Director. The incumbent will work closely with the Chief of QM for ongoing oversight of all aspects of the healthcare system to ensure quality and minimize risk, and guides the organization through frequent interactions with other service chiefs.

The Nurse IV Deputy Chief of Quality Management (QM) functions as an advisor, administrator, educator, consultant, and mentor who possesses a wide range of experience and leadership ability. Demonstrates performance that is broad enough to improve the care for a group of patients. The Deputy Chief of Quality Management (QM) executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines and, influence the organizational healthcare mission.

The Deputy Chief of QM is a self-directed nursing professional who supervises QM staff, assesses plans, implements, coordinates, monitors and evaluates the quality and safety of the delivery of care for the organization. Assumes a leadership role in facilitating regulatory compliance for internal and external oversight bodies (i.e., The Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF), Veterans Health Administration (VHA) Directives and Handbooks, etc.), Occupational Safety and Health Administration (OSHA), Office of the Medical Inspector (OMI), Office of the Inspector General (OIG), and VHA performance measures, supporting performance improvement work, and supporting and guiding the work of committees.

The Deputy Chief of QM ensures that services have systems and processes in place to provide safe, quality care that is consistent with external benchmarks. Leads performance improvement initiatives by identifying quality metrics, trending data, maintaining the quality metric dashboard, and acts as a subject matter expert in data analysis and data display. Consults and acts as a resource to leadership and staff in standards interpretation implementation, patient safety, infection control, risk management, and re-design of processes and structures to improve care outcomes. Develops and implements policy and procedures, collaborates with service departments, and works toward meeting the strategic plan of the organization.

The Deputy Chief of QM oversees monitoring of corrective actions from survey findings and assists services who are performance outliers. Provides oversight for programs such as the Joint Patient Safety Reporting (JPSR), Tort Claims, and Peer Review. Responsible for completing clinical quality reviews, clinical data analysis, and identifying opportunities for improvement. This includes providing clinical and administrative recommendations relative to all Strategic Analytic Improvement Learning (SAIL) outcomes, External Peer Review Program (EPRP) metrics, and driving improvement initiatives within the medical center.

The Deputy Chief of QM collaborates with the Survey Coordinator for the coordination of accreditation readiness activities focused on standards compliance, education of staff on standards, VHA requirements, and customer satisfaction for internal and external stakeholders. Influences care outcomes by collaborating with members of the interdisciplinary team. Core elements of performance include knowledge and active participation in unit/program level quality improvement processes and initiatives as well as customer service programs. Leads QM staff through performance evaluations, provide guidance and support on culture changes, and change management projects.

The Deputy Chief of QM supports all QM work to include but not limited to Accreditation, System Redesign, Infection Prevention, Patient Safety, Risk Management, High Reliability Organization (HRO), Just Culture, and evidence-based practices.

Preferred Experience: Supervisory experience in QM department and knowledge of VHA performance measures.

Main Duties and Responsibilities: Keeping the organisation safe Providing independent advice on highly complex and sensitive clinical governance issues to the Board of Directors To develop and implement the framework, systems and processes for sound clinical governance across the organisation. Take responsibility for the development of a continuous cycle of improvement in good governance, working with Executive and Non-Executive Directors, developing reporting and assurance processes. Provide strategic direction and advice to the Board of Directors and be responsible for the development of the organisation's clinical governance structure and lead on the implementation across Nimbuscare. Including CQC requirements and other national guidance relating to governance. Be CQC Registered Manager Leading and managing the process for the development, audit and review of the organisations core policies and guidelines. Act as a central point of contact for providing clinical governance information for bodies. Draft strategies, papers, and reports on clinical governance issues for relevant meetings / committees. Provide senior advice to members of the Board, Senior Leaders and Managers and other staff on clinical governance issues. Provide professional judgement on appropriate action in response to any differences of opinion that arise in relation clinical governance issues. Remain abreast of and ensure that Nimbuscare complies with all relevant legislation and best practice in clinical governance, interpreting national policy and guidance, advising the Board and others in the organisation accordingly. To constructively challenge processes and behaviours in relation to governance, risk and quality of care, escalating to direct line managers any performance issues as required. • Developing collaborative relationships with the other related specialty practices and non-specialty practices across the firm to cross-sell relevant products and services.             
• Playing a vital role in managing and developing team members in the Financial Services practice, as well as recruiting new team members as part of this strategic initiative to aggressively growing the GIC practice.
• Evaluating internal control structures to help identify weaknesses and associated risks.
• Evaluating the general risk faced by the client and the impact of those risks on the organization. 
• Developing, performing and supervising detailed financial, economic and statistical analysis.

What You Will Need

• 12+ years of experience with senior executive experience at any/all of the following: financial institutions, regulatory/government, client service/consulting or other relevant arenas
• Deep understanding of AML regulations, investigations, and enforcement actions
• Familiarity with common fraud and money laundering schemes
• Strong understanding of corporate governance and regulatory issues that could affect an organization.
• Outstanding project management skills in monitoring billing of hours, training, development and supervision
• Outstanding communication and public speaking skills
• Proven track record of successful new business generation, and demonstrable ability (or commercial potential) to sell, deliver and manage highly visible engagements demonstrated by year over year credited sales generation of $2M+
• Proficient in MS Access, Visio, Word, Excel, PowerPoint
• Bachelor’s degree from an accredited college/university in accounting, finance, economics or related discipline
• Able to travel up to 50%

The annual salary range for this position is $190,900.00-$286,300.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

The successful Quality Assurance Lead will be responsible for implementing strategies to allow successful delivery of high-quality Clinical Trials studies; by driving effective, efficient, global processes across the various aspects of our Quality and Operations.

Responsibilities:

• Work closely with the global QA leadership team to provide regional oversight of the quality assurance team.
• Promote and uphold a high performing culture through effective talent planning, selection, onboarding and continuing education. Curate and deliver comprehensive training plans and materials to foster successful onboarding and employee performance.
• Identify and implement strategies to maintain a culture of quality. Develop and execute holistic audit program, including internal audits, vendor audits, client audits and regulatory inspections, to ensure compliance.
• Leverage industry knowledge to refine our strategies and processes for delivering high quality clinical trials. Maintain working knowledge of industry and regulatory standards and requirements.
• Provide guidance and leadership as it relates to Good Clinical Practice (GCP), Good Laboratory Practice (GLP), MHRA, FDA, data privacy and other regulatory standards as needed or directed. Serve as a responsive escalation point for Clinical Trials quality issues and concerns.
• Oversee and manage vendor management program to ensure supply compliance, computer systems validation program, and data privacy program regionally to ensure compliance.

• Bachelor's Degree required; Master's Degree preferred
• Extensive industrial experience in Quality Assurance, Regulatory Affairs, Laboratory Operations or a related field required.
• Significant experience of progressive leadership experience required.
• Experience managing quality/regulatory department of regional responsibility.
• Experience with data privacy regulations preferred.
• Experience with Medicines & Healthcare products Regulatory Agency (MHRA), Food & Drug Administration (FDA); knowledge of Good Laboratory Practice (GLP) and Good Clinical Practice (GCP) strongly preferred.
