The Technical Support Manager (Nuclear Material Control Section) will manage a team of Nuclear Material Control Officers to operate NNL's accountancy systems in support of NNL project delivery at the Windscale & Central Laboratory. As well as managing the team they will be expected to be appointed as Nuclear Material Custodian, Nuclear Material Accountant and Nuclear Material Control Officer amongst other roles and being the subject matter expert, they will be accountable and responsible for all regulatory interventions ensuring all regulatory requirements are met for safeguards and nuclear material accountancy for NNL.
Main Responsibilities for Technical Support Officer (Nuclear Material Control Section):
- To manage a team that is responsible for the control of information with respect to: nuclear material, sources and non-fissile material; and the material accountancy system to ensure that the locations, weights, isotopes and descriptions of all materials are recorded and available for investigation or review.
- To act as subject matter expert in matters relating to Nuclear Material Accountancy and Safeguards in Windscale & Central Laboratory liaising with NNL project teams, SL site functions & statutory regulators as appropriate.
- Interfacing with ONR Safeguards Inspectors to support regulatory inspections, investigating and resolving any subsequent issues that arise.
- Responsible for authorising and controlling all receipts and dispatches of nuclear material to and from the Windscale Laboratory.
- Production of regulatory reports to meet compliance against UK Safeguards Regulation.
- Responsible for authorising and controlling movement of nuclear material within the Windscale & Central Laboratory.
- To carefully and systematically file all records associated with transactions to ensure full traceability and compliance with regulatory requirements.
- To investigate and prepare technical reports with conclusions and recommendations as appropriate.
- To provide information and support to stakeholders and regulators on Nuclear Material Accountancy Control and Safeguards technical issues.
- Carry out stock takes of nuclear material and undertake monthly inspections of criticality areas and to ensure that all materials are present and correct.
Essential Criteria for Technical Support Officer (Nuclear Material Control Section):
- Understanding of the key principles of Nuclear Material Accountancy and Safeguards and how it impacts NNL.
- Proven stakeholder management experience including dealing with Regulators.
- Proven record of managing or supervising high performing teams.
- Be capable of handling manual and computer data accurately with attention to detail.
- Numerate with attention to detail and the ability to problem solve, innovate and provide practical solutions.
- High levels of drive, energy, resilience and integrity.
- Logical and methodical approach to data processing and analysis.
- Ability to obtain SC level security clearance (this includes but is not limited to identity, employment, financial and criminal record checks plus 5 years' worth of UK residency).
Desirable Criteria for Technical Support Officer (Nuclear Material Control Section):
- Degree (minimum 2:2) in a relevant science/engineering discipline, or appropriate other experience.
- Understanding of Nuclear Site License requirements.
- Competency or understanding in basic Criticality Safety & Nuclear Material Control.
- Understanding of software systems and their operation.
- An understanding of the best practice guidance, international regulations and breadth of tasks involved in technical aspects of Nuclear Material Accountancy Control & Safeguards.
