Our Client based in Suffolk are currently recruiting for a Building Safety Compliance Manager to join their Housing Team.

This is a full time, permanent role based in Ipswich offering hybrid working and a salary between £44,428 - £46,464 per year.

The purpose of the role is to provide a comprehensive, high quality, customer focused Service to the Council for the effective maintenance and improvement of the housing stock and local environment, with specific emphasis on responsibility for managing compliance and building safety matters to all Council properties and customers, the postholder will ensure all aspects of the Building Safety Act and other Health and Safety legislation is met within legal, financial, time and policy constraints.

Responsibilities:

To work with other M&C teams, Service Areas and Stakeholders to ensure all compliance inspections (not exhaustive) are carried out at the appropriate frequencies and in a timely manner, and where necessary, ensure all rectification actions are appropriately allocated and completed to a high standard and recorded as such to maintain a compliant and safe environment for all residents and visitors:

Requirements:

• Building services related degree or equivalent professional building services related qualification e.g. MCIOB, MRICS
• 5 years qualitative experience
• Demonstrable experience of H&S compliance in all M&E fields of work and experience of monitoring and managing all associated compliance.

A senior post in Ipswich Borough Council in one of its largest front line services. The Maintenance and Contracts service spends circa. £25 million annually repairing, maintaining and improving a retained housing stock of approximately 7500 properties and 15 sheltered schemes to our local “Ipswich Standard”. The Council takes a holistic approach to building safety and stock management and has one seamless service that is now responsible for everything in connection with the asset management of that stock; from initial design to completing works on site on a right first-time basis using our own directly employed trade teams.

Compliance and Building Safety Manager will be a senior management post within the Maintenance & Contracts (Housing) service dedicated to continuous improvement, efficient services and improving housing safety and standards for our customers. Building Safety and Compliance is at the top of the Council’s priorities. Most of the compliance related contracts are managed by a number of Surveyors and Contract Managers, so your role would largely be working alongside these Officers and reporting on the compliance as a whole.

Housing is a flagship service of Ipswich Borough Council and it is a service that is vital for our tenants and very much in the public eye – as you would expect with such a range of work. Our employees and appointed contractors do everything from day-to-day repairs, refurbishing properties whilst void, disabled adaptations, major regeneration, planned and capital improvement schemes as well as providing a Community Caretaking Service. As you would expect we have a large vehicle fleet and work from a significant depot facility that includes our own stores, in house joinery workshop and waste facility.

Specifically, this post will be responsible for:

To be responsible for ensuring and reporting on compliance within UK Compliance Standards across all the Council’s housing stock.

To work with other M&C teams, Service Areas and Stakeholders to ensure all compliance inspections are carried out at the appropriate frequencies and in a timely manner, and where necessary, ensure all rectification actions are appropriately allocated and completed to a high standard and recorded as such to maintain a compliant and safe environment for all residents and visitors.

To work with a team of surveying and technical officers including allocation, programming, monitoring and progressing work of the team. Ensure quality and safety standards are met and compliance with specification.

Prepare reports and give professional/technical building safety and compliance advice. Coordinate and provide training of other non-technical staff on compliance related subjects.

Compliance & Building Safety Manager
The organisation: The council oversees various services, including housing, planning, and community initiatives. The Role and Responsibilities:

These include ensuring compliance with UK standards across all council housing stock through regular inspections covering gas safety, electrical systems, fire alarms, emergency lighting, and more. The manager promptly addresses any non-compliance issues. Additionally, specific inspections (such as gas safety and fire risk assessments) are overseen, with meticulous record-keeping to maintain high standards. Achieving 100% access to council homes for gas servicing and electrical testing is a priority, requiring collaboration with Customer Liaison Officers.
Qualifications and Experience:

• Building services-related degree or equivalent qualification or a degree in property.
• Understanding of compliance management.
• At least 5 years of qualitative experience.
• Staff and project management experience.
• Familiarity with Microsoft Windows applications.

For this role, you'll work at least 40% of your week away from home to collaborate with your team in the Ipswich office. There will also be adhoc travel to our London office.
What you’ll be doing:

Oversight and Management of the Group Operational Risk Framework process across the relevant UK entities.
Management of team activities encompassing Internal Control and Operational Risk from a 2nd line perspective, specific to the designated business areas. This includes quality assurance reviews of relevant tasks undertaken by the team.
Management of issues, difficult relationships etc escalated by line reports to ensure that an appropriate and timely resolution is reached. This in turn requires management of relationships with senior level stakeholders.
Representing AXA UK position for any proposals made by Group.
Ensuring that Group instructions and framework methodologies are understood and implemented.
Reporting both to Group and to UK Senior Management and relevant committees, including annual risk and control environment reports and reports mandated by the Group teams.
Actively engage with other risk and control management functions within the business.
For the designated areas where you are a Risk lead, you’ll work with the 1st line to ensure that the Risk appetite statements are maintained and reviewed on an ongoing basis. Influencing strategic risk management planning processes for risks by developing and maintaining a strong understanding of key business, regulatory and IT trends in the financial services industry.
Provide subject matter expert assistance to the Enterprise Risk Management team with assessing key controls to mitigate operational risks.
