The Clerk's Office of the U.S. Court of Appeals for the Federal Circuit is seeking candidates for a full-time Operations Quality Analyst (Operations Analyst). Through innovative and results-oriented practices, the Clerk's Office delivers quality service to the court, judges, and our public stakeholders in its dual mission to facilitate the progression of cases before the court and to maintain the court's records. The Operations Quality Analyst (Operations Analyst) provides a wide range of quality systems, administrative, database management, operational, and training duties. This position supports both the case management and court services teams and reports to the Quality Management Supervisor.

Responsibilities of the Operations Quality Analyst (Operations Analyst) include, but are not limited to:

• Information Management and Documentation: Design, develop, document, deploy, maintain, and support technology-based solutions to modernize and integrate the processes and systems for file and data management, work distribution, quality assurance, and statistical reporting. Participate in developing, writing, and revising of policies, processes, procedures, guides, manuals, forms, reports, and other documents in support of court operations. Ensure all applicable electronic and paper documents, guides, manuals, and forms are kept up to date.
• System Integration: Research, evaluate, and recommend integration solutions, equipment, and technologies based on Clerk's Office needs and to enhance operations, while integrating operations with more macro level court-wide initiatives. Work with staff to identify Clerk's Office system user requirements and gather and analyze data to determine system requirements. Develop, facilitate, and lead work and project teams and plans for systems integration tasks. Collaborate with court technical staff and contractors on developing, enhancing, evaluating, testing, and implementing automated solutions for quality systems within the Clerk's Office, including gathering and presenting operational requirements. Develop and perform system testing, validation, and documentation provided by other staff. Support end user troubleshooting, maintenance, and training on resulting quality systems.
• Systems Training: Develop, recommend, and facilitate presentations and training programs on quality assurance concepts and tools, quality systems, and Clerk's Office applications. Identify office quality systems training needs and requirements and assess the effectiveness of training.
• Operations Training Support: Collaborate with management and subject matter experts to develop and deliver office-wide operations training program in support of court operations, including coordinating, delivering, and evaluating internal and external training programs using traditional and current eLearning methods and software; evaluating and monitoring the effectiveness of operations training; evaluating training programs to ensure they are relevant to operational needs; and identifying, advising and recommending position-specific trainings needs to the management team.
• Deputy Clerk Responsibilities: Communicate and respond to judges, chambers staff, and management requests regarding court operations. Answer procedural questions for judges, staff, and the public. Communicate clearly and effectively, both orally and in writing, to explain complex operational matters and concepts to individuals and groups with varying experience and backgrounds. Interact effectively with the public and staff, providing good customer and quality service and resolving difficulties efficiently while complying with regulations, rules, and procedures. Develop, implement, and maintain written procedures for assigned functions. Support office financial processes and court sessions, as needed. Comply with the Guide to Judiciary Policy, applicable Administrative Office policies and procedures, internal controls guidelines, and all local policies and procedures. Abide by the Code of Conduct for Judicial Employees and court confidentiality requirements. Demonstrate sound ethics and good judgment at all times. Display a careful and deliberate approach in handling confidential information in a variety of contexts.

As a Supervisory Inspector, you will:

• Lead and provide day-to-day oversight of multiple teams conducting performance, intelligence related allegation-based, and other inspections and special projects of the activities, programs, and operations within the DOE, as well as the operations of contractors and grantees, and associated entities (Federal Energy Regulatory Commission, Bonneville Power Administration, etc.).
• Coordinate and provide policy direction for intelligence related inspections of programs and operations within the Department, including the operations of contractors and grantees.
• Responsible for intelligence related Inspection Oversight, to include planning, workload planning, and conducting of allegation-based and performance inspections.
• Develop long-range Departmental performance intelligence related inspection objectives, directions of effort and broad resource application strategies, as well as changes thereto as dictated by circumstances in collaboration with the DAIG for OIIS and the AIG for OIIS.
• Devise targeting criteria to be used in selecting intelligence related inspections that will achieve the greatest deterrence of fraud, waste and abuse within the Department.

As a Industrial Hygienist you will:

• Provide expert advice in industrial hygiene for NIOSH with responsibility for developing policy and objectives, coordinating responses to disasters and initiating requirements for the elimination or control of industrial environmental health hazards at their source. Identify gaps in knowledge on how to protect the health and safety of workers impacted by public health threats and support the development of research and other activities to narrow those gaps. Serve as a domestic and international consultant to health professionals, providing advice and technical assistance. As a senior industrial hygienist within NIOSH, participates in the creation and review of NIOSH documents and research publications that evaluate exposure levels and make recommendations for safe working levels for toxic substances for the safeguard of the workers' health. Provides consultation on industrial hygiene evaluation and exposure assessment including the anticipation, recognition, evaluation, and control of workplace hazards. Participates in interdivisional and interagency committees requiring expertise in all aspects of industrial hygiene and related disciplines.
• Review and make recommendations in the area of emergency preparedness and response on classified information, reports, or briefs on chemical, radiation, and biological terrorism; release of the information could seriously damage national security. Projects set National security and public health and safety policy regarding homeland security including protecting the Nation's critical infrastructure and key resources (CIKR) (i.e., law enforcement, emergency medical services, firefighters, first receivers, and public health professionals). May serve as needed as a liaison to the White House National Security Council and Department of Justice to provide novel and emergent chemical, biological, radiological, nuclear, and explosives (CBRNE) expertise as it relates to worker protection measures. May require access to CBRNE studies, information, and intelligence that are classified as Secret. Classified information will be accessed through in-person meetings in sensitive compartmented information facilities (SCIFs) and by classified telephone and email systems with the partners listed above. Provide justification for operating budgets and requirements for staff, facilities, and equipment. Evaluate program accomplishments, analyze reports, and determine exposure trends. Initiate surveys of potential health hazards and work processes or operations.

In exercising assigned responsibilities, the Compliance Accountability Officer (Risk and Change Management) is guided by applicable laws, regulations, policies, enterprise risk management frameworks, change management strategies, the Peace Corps strategic plan, and other authorities and directives. The incumbent will monitor trends of compliance issues for Headquarters offices and overseas Posts and work to implement strategies and tools to mitigate the systemic issues. S/he will do this by maintaining ongoing, regular knowledge of the senior leadership change management strategies, agency policies, findings and recommendations of the Office of the Inspector General, guidance and directives of the Office of Management and Budget, and all other relevant authorities. Work requires extensive liaison and the incumbent coordinates efforts, as appropriate, with other compliance staff to avoid duplication or conflict.
The Compliance Accountability Officer (Risk and Change Management) performs the following major duties:

As a Health Scientist, you will:

• Assist the Chief-of Party on matters relating to laboratory systems analysis and developmental planning, operational research, and all aspects of laboratory quality assurance to support CDC-DGHT and host government priorities in the designed DGHT country.
• Provide consultation in substantive matters related to public health and clinical laboratory practice and training to include scientific and technical assistance in methodology, study design, project and data management.
• Maintain professional relationships with international, national, and local laboratory policy makers, universities and schools of public health, key personnel in appropriate clinical and laboratory organizations, and professional staff from other CIOs within CDC.
• Participate in providing leadership in developing justifications for resources to meet current needs and developing requests to fund new initiatives.

Independently manages a complex legal portfolio supporting OIG audits, investigations, and other critical OIG activities. Resolves difficult and complex legal and factual issues with minimal supervision, to participate in policy-making determinations that affect OIG operations, and to interact with senior agency officials, intergovernmental counsel, Justice Department attorneys, congressional aides and members of the public.

Independently represent the agency in administrative litigation before the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), Office of Special Counsel (OSC), the General Accountability Office (GAO), the DOL-Board of Contract Appeals (BCA), and other forums as required. Develops and presents agency's litigation position from initial complaint or charge until conclusion of the administrative and appellate processes.

Develops litigation strategy based in administrative or judicial litigation involving complex and difficult legal issues requiring interpretation of statutes and regulations often with little to no precedents. Responsible for independently preparing the Government's case from pre-trial practice, including expert and general witness depositions, and gathers full information pertaining to the case.

Provides expert advice related to civilian personnel law, including EEOC, MSPB, and OSC matters. Provides expert legal advice and assistance to OIG leadership, senior management officials, supervisors, and the servicing personnel office regarding the interpretation and application of civil service personnel laws, rules and regulations as they pertain to OIG personnel and management.

Independently performs-and also instructs and advises colleagues and junior attorneys on appropriate methods and sources of-legal research in connection with OIG-related portfolio involving the agency's most complex or novel issues. Conducts extensive analysis of federal and state law, court decisions, legislative hearings and committee reports; and analyzes factual and legal issues while managing multiple projects and under tight deadlines. Written and oral communication must be appropriate to the audience.

Examines and evaluates proposed legislation for the OIG. Prepares or reviews proposed regulations and regulatory guidance and amendments to existing regulations and regulatory guidance. Determines impact of legislation and regulations on scope of OIG operations and authority. Prepares or reviews congressional testimony and other responses to congressional requests for information.

Provide legal support to the OIG on appropriations law, the implementation of the Freedom of Information Act (FOIA), the Privacy Act, the Ethics in Government Act, the Records Act, and other related statutes, implementing regulations, and executive orders.
