The DCQM provides executive leadership and direct supervision over the following areas: Accreditation, Risk Management, External Peer Review, and Patient Safety. Works towards achievement of high quality, safety, and cost effective evidence based outcomes on a continual journey of a high reliability organization. Collaborates with both administrative and clinical services to monitor quality and safety within the service and medical center. Ensures processes are in place for continued accreditation readiness and participates in rounds to survey clinical departments. Functions as facilitator in implementing action plans and process improvement strategies at services and medical center for follow up to include regular progress reports. Reviews quality data for trends and early intervention. Applies clinical performance improvement methods, collects outcome data related to policy, procedure, and regulatory compliance and in collaboration with management, initiates performance improvement monitoring projects. Utilizes data and comparative analytical processes in recommending design and implementation of innovative programs to improve service excellence, customer satisfaction, and compliance to patient care and regulatory standards. Major duties and responsibilities include, but are not limited to:

1. Provides executive input in the strategic planning, budget, mission, operational planning, and policy development for local and network efforts.
2. Utilizes current trends and relevant theories in an analytical framework to design/modify, implement, and measure integrated programs and activities to achieve clinical and administrative goals of the medical center and/or network. Evaluates outcomes against strategic priorities.

Duties include but are not limited to the following:

• Create a variety of specialized reports to assist with QMS operational activities including budget cost containment, resource and expenditure management, strategic planning, and work simplification.
• Complete the Annual Call for budget, oversight of various fund control points, managing and tracking various fund control points and reconciling purchases on a recurring basis throughout the fiscal year.
• Work with the Financial Resources Management Service to review for accuracy and validity of the QMS budget and fund control management.
• Coordinate data collection and analysis; utilize Process Improvement principles to determine organizational performance especially as it relates to facilitate the ongoing monitoring and/or sustainment of improved performance measures.
• Participate in planning for major projects involving Process Improvement and collaborates in the development and documentation of long and short-range planning goals and objectives.
• Plan, develop, direct and coordinate the organization of data/processes to ensure thorough and timely review of MCMs, VHA Directives and VHA Handbooks to ensure VASDHS compliance with all requirements.
• Prepare/present both written and oral reports with consideration of the wide range of factors and requirements affecting the facility.
• Provide clear and concise analysis of program issues and trends, including justifications, narratives and visuals (charts and/or graphs).
• Maintain all TJC, CARF and other accreditation materials, all office files including sensitive records and all computer files including templates.

• Provide direct program and management assistance to all programs under QMS including but not limited to the Protected Peer Review Program, Patient Safety Program, Risk Management Program, External Peer Review Program, Administrative Investigation Boards/Fact Findings, and the Continuous Readiness and Regulatory Compliance Program for the medical center and the Community Based Outpatient Clinics.
• Work with senior leadership as a change agent in assuring, directing, and performing the steps necessary to create business cases based on objective data within the frame of Process Improvement and Lean Six Sigma.

• Plan and execute F-35A/B/C acceptance check flights in accordance with agency instructions, performing duties that support the performance of FAR 42.302(a) 38 responsibilities.
• Responsible for planning, briefing, flying, and debriefing the associated mission sets.
• Scheduling of USG pilot support of up to 20 International (OCONUS) support trips per year.
• Management and annual update of Local Operating Procedures (LOP) documents for multiple international locations.

What will I do in this position if hired?

In this position, you will complete various phases of the site inspection process.Typical assignments include:

• Conducting Damage Description and Dimensions (DDD) based on photographs, site sketches/drawings, and damage assessed during the site inspection.

• Completing a Site Inspection Report (SIR) and scanning all supporting documentation into the Customer Relations Management Tool.

Local Hires are Temporary Positions. The Local Hire Program is an appointment type granted under the Robert T.
