Serves as a Operations Manager (OM) in a Large TRACON, responsible for planning and directing operations. The incumbent may be requested to provide direct support to the Air Traffic Manager. In the terminal option, the OM provides first-line supervision to assigned Operation Supervisors (OS) and Traffic Management Coordinators (TMC), if applicable. The OM provides second-line supervision to Air Traffic Control Specialists (ATCS). The OM is responsible for operational services of the facility including traffic management initiatives. The Aviation Safety Inspector performs a variety of tasks associated with technical administration, certification, and surveillance. The selectee serves as a developmental performing duties as assigned without authority for actions or decisions and will be required to complete initial new hire training to include formal and on-the-job training up to 24 months.

The Aviation Safety Inspector (Rotorcraft-Helicopter) is responsible for the performance of assigned technical administration, certification, and surveillance duties and assures that aviation organizations and airmen comply with regulatory requirements and reports deficiencies to the principal inspector or supervisor.

The selectee will be required to participate in the flight program as an aircrew member and, as such, must meet the medical and flight currency requirements as set forth in agency orders governing the operation of aircraft. The Aviation Safety Inspector (ASI) receives administrative direction from management in terms of broadly defined missions or functions. The ASI, mostly independently plans, designs, and carries out programs, projects, studies, or other work. The work is normally accepted without change. Completed work may be reviewed for adherence to FAA policy and for assurance that project requirements have been fulfilled.

Some FG-14 assignments involve service wide responsibility for application of expert knowledge of flight operations for advanced multiengine turbojet aircraft. Such employees are concerned with all aspects of the operational capabilities and limitations of the aircraft.

ASIs at the FG-14 level establish technical procedures and performance indexes and review complete flight operations programs for leaders in the aviation industry, or organizations of comparable scope and complexity, or a uniquely complex group of general aviation organizations. Assignments at this level are of great scope and unusual complexity.

FG-14 employees develop and evaluate flight operations programs for organizations which utilize the newest, most complex aircraft, systems, and equipment. Because of organizational complexity or technology incorporated in the aircraft, systems, and equipment, employees must exercise originality to resolve unique problems. They frequently rely on engineers and designers for specific technical guidance although much of their work is carried out under very broad policy guidelines. Supervisors give FG-14 employees a wide leeway for independent action. Other inspectors seek their advice on problems relating to aircraft and their operation. Because of the precedent-setting nature or substantial effect on the aviation industry or public safety, their decisions may be reviewed and approved at a higher policy- setting level.

The ASI resolves all but unique problems, with the intervention of management or a technical specialist. Develop plans, techniques, and policies to address current and anticipated problems and issues. Works with management to solve problems.

The ASI is expected to follow established laws, orders, policies, and regulations that provide general guidance for completing work objectives, but is allowed considerable discretion to develop new or innovative approaches. Incumbent is responsible for the preparation of Federal Register notices regarding assigned technical programs for original petitions for exemptions and analysis of technical input from other employees within Flight Standards. Also, the incumbent coordinates with other Aviation Safety and Flight Standards Organizations to develop a complete analysis and appropriate response. Since exemptions are rulemaking documents, this review may include coordination with the Office of Rulemaking and the Office of General Counsel so that the denial, grant or
disposition of petition for rulemaking will withstand a legal challenge.

Policy Development and Implementation:
Analyzes and evaluates the effectiveness of division policy in assigned programs areas to include evaluation and analysis. The incumbent, evaluates the adequacy and effectiveness of safety regulations, and has responsibility for perceiving the need for, recommending the initiation of, and justifying new or amended regulations to Title 14 of the Code of Federal Regulations (CFR) and supplementary regulatory material. The incumbent of this position is responsible for applying expert knowledge of and experience with 14 CFR for the development and implementation of standards, programs, and procedures for FAA field personnel and the public governing all matters related to air carrier maintenance safety issues.

Special Projects

Provides on a continuing basis effective control of assigned branch projects and special assignments and a means of reporting status and accomplishment thereof to the Branch Manager. Perceives the need for and proposes research and development projects. Determines the need and makes substantiated recommendations for new or amended regulations, policies, and procedures.

Enforcements

Evaluates IFO performance in investigation and reporting of enforcement cases and accident and incident cases. Proposes new or amended investigation and/or enforcement policy for the Division and appropriate offices/agencies.

Technical Assistance

Participates in field office in-depth evaluation to determine program accomplishment and effectiveness and accordance with established policy. Develops and prepares recommendations for corrective action based on evaluation findings.

Exemptions

Incumbent is responsible for the preparation of Federal Register notices regarding original petitions for exemptions within their assigned area of responsibility. Also, the incumbent coordinates with other Aviation Safety and Flight Standards organizations to develop a complete analysis and appropriate response. Since exemptions are rulemaking documents, this review may include coordination with the Office of Rulemaking and the Office of General Counsel so that the denial, grant or disposition of petition for rulemaking will withstand a legal challenge. Technical input must be reviewed for completeness and ensure it responds to all aspects of an exemption petition.

Policy Development and Implementation

Analyzes and evaluates the effectiveness of division policy in assigned programs areas to include evaluation and analysis. Develops policies, including advisory circulars, inspector guidelines, and training standards related to IFO work programs and adherence to related policies. Reviews and evaluates, on a continuing basis, established rules and regulations to assure they have kept pace with needs to which they were directed and that they are still reasonable, necessary, and adequate. Assures effective coordination of assigned programs and activities with Safety Assurance offices, other organizational segments of the Division, the Agency and organizations outside of the agency.

Training and Outreach

The incumbent engages with internal and external stakeholders to promote safety, understanding, and compliance related to assigned programs. Represents the agency as a technical trainer/instructor delivering formal training for assigned technical programs. Develops new and revises existing agency employee training courses, to include on-the-job training (OJT) job task analysis (JTA) documents. Serves as course mentor for agency sponsored training courses.

Representative to Industry, Government, and International Organizations

Participates in national and international working groups and panels with other organization elements of the agency, or other government agencies, International Civil Aviation Organization (ICAO) and industry representatives for the purpose of resolving complex and controversial problems having a direct influence on the safety of assigned technical programs operations, facilities, and equipment.

The Front Line Manager is responsible for aviation safety activities in a complex and dynamic environment. Manages and monitors individual and unit, group, or team performance standards with organizational initiatives, goals, and objectives by providing feedback, acknowledging achievement, and addressing performance deficiencies. Incumbent has full authority and responsibility to make all decisions and take action in the assigned program areas, subject to the manager's administrative review. Higher-level management reviews performance periodically by utilizing/reviewing work products, status reports, and organizational measures in place to ensure timeliness, policy compliance, and overall alignment with the Flight Standards Service. Directs the work of subordinate employees at the organizational unit level creating appropriate expectations for achieving intended results.
