KBR Government Services – US, Science & Space (S&S) organization is seeking an energetic, self-starting individual to join our company as Manager, Procurement Compliance. As part of our procurement and supply chain team, this individual will collaborate with multiple team members, leaders, and stakeholders, participating wherever necessary to ensure smooth, efficient operations. Our ideal candidate has a wide range of applicable skills, including the ability to assure compliance to company Policies and Procedures, Government requirements, and assisting operations and procurement in meeting or exceeding Small Business goals. In this role, you may juggle multiple projects simultaneously, necessitating time management, multitasking, and organizational skills.
In this capacity, the individual will work with employees of all levels across the global KBR organization, including interfacing with high-ranking officials and stakeholders. This individual will perform duties as a Senior Subject Matter Expert (SME) for S&S Procurement and will demonstrate complete knowledge of FAR and DFARS requirements as they relate to KBR Subcontracts/Purchase Orders and will maintain consistent knowledge of regulation updates. The Procurement Compliance Manager will be based to Houston, TX and will report to the Sr. Manager of Procurement Compliance.
Additional Responsibilities Include:
The Procurement Compliance Manager duties and responsibilities may include but are not limited to the following:
- Assure S&S maintains a Government Approved Purchasing System
- Assure Procurement File Compliance to KBR’s Procurement Manual and Government requirements.
- Champion integrity of the Procurement Manual and work with other Business Units to ensure it is maintained and Current.
- Establish and monitor an effective training curriculum for all Government procurement professionals.
- Provide training to Procurement and Operations personnel on all aspects of the procurement process as well as specific targeted areas as required and monitor training effectiveness and attendance.
- Assist with the development of Procurement training modules to ensure Compliance issues are being properly addressed.
- Act as lead trainer for advanced procurement topics.
- Establish and monitor a comprehensive Internal Auditing System, including implementation of effective peer auditing (IPASS), independent assessments, quality feedback/KPI review process, and progressive risk-based reviews of large procurements.
- Develop comprehensive audit reports that detail audit findings, recommend corrective actions as required, perform risk assessments, and conduct internal control assessments.
- Report findings and observations to the Sr. Manager of Procurement & Compliance, the VP, Procurement & Supply Chain Management, the Director, Procurement & Supply Chain Management and other senior managers.
- Coordinate with all external Government agencies and internal requests to provide responses for audits and ensure compliance in the most responsive manner possible.
- Implement a Compliance metrics program to track findings discovered during compliance reviews.
- Develop recurring reports and analyses on a weekly/monthly basis from commitment data
- Responsible for oversight of S&S Small Business Reporting and Small Business Liaison Officer (SBLO)
- Ensures SBLO guides proposal teams towards consistently including diverse suppliers in the competitive bidding process.
- Promotes supplier diversity strategy to drive growth in small business and other related socio-economic category spending for KBR.
- Promotes the formation of strong diverse supplier partnerships, teaming arrangements, and joint ventures as appropriate and maintain partnerships.
- Overseas the development of goals, metrics, and reporting to monitor performance against KBR's Subcontracting Plans and government regulations in accordance with FAR Part 19
- Ensures accurate and compliant ISR’s and SSRs are submitted in accordance with the Small Business filing requirements.
REQUIRED EDUCATION/EXPERIENCE:
- Bachelor’s degree in Business Management or Similar from an accredited college or university
- 10+ years related experience with a focus on procurement compliance and small business requirements. 5 years of the 10 years in a supervisory or management role
- U.S. Citizenship required.
- Proficient in MS Office (Word, Excel, PowerPoint, etc.)
- Experience using Power BI, a plus.
PREFERRED EDUCATION/EXPERIENCE:
- Master’s degree from an accredited college or university (preferred)
- Experience with Costpoint (preferred)
