Position Summary

The role focuses on overseeing vendors and logistics management, building strong relationships with key suppliers and logistics companies to ensure that equipment and materials are of high quality and delivered on time. Job Responsibility

• Plan, organize and manage the procurement process for all assigned projects, including both new units and service projects.

You will join the corporate services team at HeritageSG, a subsidiary under the National Heritage Board (NHB). In this role, you will play a pivotal part in shaping the Finance, Procurement & Admin policies and processes of CMSG, and supporting the change management process as the organization expands its offerings in children’s museum programmes, festivals, visitor experience technologies, heritage consultancy services, and business development.

You will play a key role in the Corporate Services Team of the CLG. Your key responsibilities include the following:

Finance

• Collaborate with internal stakeholders and management on budgeting, forecasting, and cashflow requirements.
• Analyze revenue, expenses, and capital spending against budget and funding sources.
• Present financial reports and forecasts to stakeholders, with improvement recommendations.
• Provide financial forecasting, budgets, performance analysis, investment monitoring, and cash optimization in alignment with CLG’s guidelines.
• Establish frameworks, processes, templates, and approving authorities for key finance and procurement functions.
• Oversee controls, compliance, and ensure overall financials and corporate governance.
• Manage external audit and internal audit firms.
• Review Fund Request Paper (FRP) for approval from Board, Ministry and other government and funding agencies.
• Lead and assist implementation of new ERP system

Procurement & Admin

• Ensure all procurement policies and workflows are up to date and properly in place.
• Oversee the procurement team and provide direction and guidance to ensure compliance with procurement policies and procurement framework, which are benchmarked against best practices and governance and are well understood by user departments.
• Review the vendors / services contracts to ensure they are prepared in accordance with terms and conditions.

Job requirements

• Tertiary qualification in Accountancy and/or is a Chartered Accountant/Certified Public Accountant.
• At least 6 years of experience in managing key finance functions and preparation of full set of accounts of statutory boards or private sector companies as well as managing the external/ internal audit process.
• Committed with good working attitude and resilience to produce the desired results.
• Effective stakeholder management, communication and interpersonal skills.
• Has a growth mindset in seeking continual improvements and keeping up with digital transformation that leads to significantly better and cost-effective outcomes.
• Good team player and meticulous with numbers.
• Independent and self-driven with the ability to multi-task in a dynamic and fast-paced environment and perform under pressure.
• Possess knowledge in Code of Governance for Charities with Institutions of a Public Character (IPCs) is an advantage.
• Effective writing and presentation skills with a good command of English preferred.
