Purpose of the job

Site based role to manage and deliver Contract Administration services to meet client and business objectives.

• Managing and processing all procurement related requests including raising purchase orders, receipting and invoice checking
• Liaising with suppliers to ensure costs and services are in line with contractual agreements.
• Liaising with mobile service provider regarding connections/disconnections, data usage etc.
• Liaising with telephony provider and business for any work required on local office telephony system including management of extension numbers
• Raising, logging and allocation of support calls onto the IT Help Desk from calls received into the central email system, in person or by phone
• Updating the IT asset database (hardware and software)
• Working within a streamlined globally distributed IT team providing all levels of 1st line support (creating new users, processing leavers, password resets, modifying mail/security group membership, FTP site administration)
• Updating of process and procedures documentation
• Liaise with the Business and build positive working relationships

Responsibilities include hands-on involvement in the development of project procurement and contracting delivery strategies, global contracts standards drafting, working between cross-functional and international business units and external counsel, business process definition and implementation, end-to-end process flow mapping and change implementation.

Job Description:

• Collaborate and advise clients to understand and come to agreements on optimal delivery methods and contracting methodologies at a program-level, across multiple projects in given global regions.
• Develop global standards of procurement, from strategy inception through to contract award tailored to specific trades and project classes.
• Work cross-functionally across business units to define owners’ requirements in the development of global contracting standards and templates.
• Provide fact-based recommendations on desirable contracting and procurement approaches to use across the owner’s supplier base, from firms involved in design through to completed construction.
• Project planning and continuous improvement: Proactively identify ways to reduce activity lead times and variance, to support swift delivery of preconstruction activities without compromising quality of performance.
• Gather, consolidate and manage data from historic past projects pertaining to key commercial performance and core contracting data.
• Collaborate with external counsel to facilitate effective development of contract artefacts and templates.
• Leading and facilitating sessions between cross-functional project teams, to help them deliver optimal build strategies that can enable effective infrastructure development and output.
• Managing the flow of project information between the team and the client, through regular meetings and written communications.
• Process improvement – Identifying and acting upon ways to improve internal systems and processes referring ideas to the appropriate line manager.

Key Requirements:

• Strong knowledge of fundamental construction/ project management concepts, delivery strategies, advantages and trade-offs.
• Detailed knowledge of procurement methods/ processes/ framework agreements etc.
• Highly proactive, resourceful and self-sufficient individual who can drive projects to completion and work through obstacles to produce recommendations from high-level initial concepts.
• Experience in developing, reviewing and negotiating construction agreements and contracts, either as a supplier, contractors, owner’s representative or owner.
• Strong project & time management skills: Can track projects against milestones and timelines for long-term initiatives and provide health status updates to clients in a succinct manner.
• Ability to advise at a strategic level during the conceptual stage, including providing advice on the different approaches that can be adopted to successfully achieve the client’s overall objectives.
• Work as an effective team member within the context of completing specific deliverables individually, and with peers and clients.
• Key information and data is effectively shared and appropriately retained.
• Proficiency in reporting systems and tools - Microsoft Office and basic dashboard skills.
• Excellent communicator with various stakeholders including high-level management.
• Highly motivated and driven.
• Highly organized, can manage own workload, action items and also help keep peers on track as well.

To be successful in this role:

• Provide a role in a client procurement team responsible for procuring multi-million dollars of packages on a construction project.
• Strong contract knowledge from initial set up to managing variations and claims.
• Contract formation, contract administration, contract negotiations and claims support.
• Interfacing with the client and other consultants at all project stages.
• Manage quotes, purchase orders, the tender process delivery and tender analysis.
• Support client’s organisation and senior management in improving their capacity to develop and deliver major projects and programs efficiently and effectively.
• Under the direction of the Manager, contribute to the business success of the Organisation by assisting in the areas of submissions, fee bidding, and financial management and reporting, budgeting, and business planning.

Supply Chain Management

1. Manage the Contract Procurement Plan and regularly report out on performance of same.

2. Facilitate project / campus level vendor oversight and performance management.

3. Provide audit and oversight of the GC trade subcontract procurement plan including the recommendation of client nominated bidders.

Contract Services/LLE Procurement

1. Own the site / campus specific RFP & Contracting Processes.

2. Maintain a diversified supply chain, mitigate supplier capacity and schedule risks

3. Perform supplier sourcing, prequalification, bid list process for new suppliers

4. Onboarding of new Regional/Site suppliers

5. Manage drawdown of services/LLEs from Regional Frameworks.

6. Critically appraise contracts documents to ensure requisite quality of the package prior to RFP / Contract.

7. Manage contractual exceptions process in consultation with client’s legal team.

Contract Execution

1. Draft contract documents in strict accordance with client’s legal team approved contract templates.

2. ensure effective and timely document processing and management of contract

documents.

3. Provide initial review on all change orders.

4. Attend weekly change triage meetings to provide contract support on potential change orders.

Contracts Management

1. Draft Contractual Notices for the client's team

2. Track contractual milestones and collaborate with Program Manager to ensure alignment with project schedule.

3. Administer the claims management process.

4. Manage the Dispute Resolution Process as appropriate

6. Provide on job contract advice to the Project Management team.

As an Associate Director in our Procurement Advisory team, you will be client-facing to build and maintain high-quality relationships with key clients in our target markets. You will play a key role in building our team’s capability and culture. A significant amount of your time will be spent leading consulting/advisory assignments for clients. You will excel in your role as a key contributor and leader in multi-disciplinary advisory teams. Your deep knowledge and experience in procurement, transaction management and contract management will be critical to the success of our work for clients.  

The primary responsibilities of the role are as follows: 

• Developing robust contemporary procurement strategies for our clients’ major projects and programs, helping to assure successful project outcomes and reduce delivery risks.

• Transaction management on major ($300m+) capital projects, setting up projects and programs for success by leading the procurement process.   

• Providing clients with expert contract management skills to support their projects, from initial contract set up through to managing variations and claims. 

• Proactively building networks with other members of the Turner & Townsend team, and with our key clients in the region, becoming a trusted advisor on matters relating to procurement and contract management for capital projects. 

• Contributing to Turner & Townsend’s vision and mission by developing proposals to address client challenges, creating innovative new service offerings, and prudent management of financial performance within your area of the business.
