Commercial Lead Professional Services ICT
The purpose of this role is to develop and lead a new corporate category team for Professional Services. The services include all services from HR, Finance, Marketing and ICT.
Many of the contracts are repeat service contracts and can often procured via a framework, however using a category led approach the current route to market for some areas may change as the team move to a category led approach.
A key part of category management is to work more closely with the market to understand supplier capabilities in the options around the design and delivery of new contracts that enables new contracts to be looked at holistically considering the market delivery models, risk, leverage and strategic importance. By combining all professional services into a single overarching category, the ability to refine specifications with common characteristics.
This process will make it easier to understand and control the total cost of ownership for each category, and to maximize savings and value for each contract.
Category management can also facilitate a streamlined approach to sourcing activities, strengthen supplier relationships, improve spend analysis and mitigate risk.
The postholder will hold full responsibility for the strategic direction for developing each subcategory within this service pillar, developing solutions that offer a best-in-class design based on the capability of the market. This will include the development of:
- Appropriate commercial category strategy and policy.
- Development of appropriate commercial assurance and governance for the category.
- Risk appetite approach.
- Development of commercial intelligence to inform future category plans.
- Carry out regular business analysis.
The Category Lead will deliver the overall category strategy and three-year sub -category plans.
Ensure alignment with all current legislation when conducting strategies and plans.
The postholder will work collaboratively with service executive team members, DESNEZ and Cabinet Office on all related matters to their area of responsibility.
The post holder will report to the Head of Commercial (Procurement).
- Full responsibility for all sourcing activity in relation to this major spend category and any future project areas assigned, flexing and developing resources to meet the constantly changing strategic deadlines to ensure the delivery of organisational objectives.
- Communicates with impact and creates an environment within the team where individuals can communicate effectively, working to build team commitment, strong morale, and strong working relationships, both at project level and direct reporting level.
- Responsible for developing a comprehensive view of the organisations supply chain and apply relevant strategies to manage industry capacity and support key strategies ensuring best value in all procurements activity in relation to key programmes and projects, providing leadership and influence to support and direct the commercial engagement.
Qualifications & Experience required
CIPS (Chartered Institute of Purchasing and Supply) fully qualified. Degree level or equivalent experience.
Experience of working with public contract regulations since 2015 on end-to-end Procurements and good working knowledge of the Public Procurement Regulations 2023
Experience at strategic procurement project and programme level acting as the lead expert for complex/critical Procurement and Commercial issues and influence both internal and external stakeholders.

- Mentoring and development of team members undertaking CIPS
- Where required, the provision of support to training programmes provided by the
Commercial Lead for DESNEZ & Cabinet Office controls for > £10m procurements, for area within span of control. Leading the Commercial Assurance & Control Review panel on behalf of UKAEA and or other equivalent meetings as required as part of area of responsibility.
