The Conservation Section is responsible for all work related to the assessment, stabilization, and conservation treatment of artifacts on paper and other substrates in the Library's special collections and works closely with all custodial divisional representatives to develop, establish, coordinate and carry out a comprehensive, Library-wide conservation program appropriate to the collections' needs. The incumbent serves as a Section Head and is responsible for work conducted in this section, which includes assessments, surveys, treatments, documentation, and housing of paper format collections and paper artifacts; preparation of collection items for exhibitions and loans; research into optimizing paper conservation treatment methods and protocols; participation in the division's intern program and other teaching and training programs; and creation of publications, reports, and guidelines.

As Section Head, reporting to the Chief of the Conservation Division, the incumbent manages and supervises staff at grade levels GS-09 through GS-12. Provides administrative and technical supervision needed for accomplishing the section's work. Performs administrative and human resources management tasks related to the staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system and ongoing informal discussions throughout the year. Accountable to the General Manager, and working in partnership with Service Directors and Matrons, the Deputy General Manager (DGM) will support in the operational delivery of Emergency and Acute services, focussing on delivery of the A&E waiting time standards, financial performance, governance, change and business development across the directorate. The Deputy General Manager will play an important role overseeing development of the Same Day Emergency Care (SDEC) pathway, ensuring the smooth transition of patients between primary care, ED and Ambulatory Emergency Care (AEC). Accountable to the General Manager, and working in partnership with Service Directors and Matrons, the Deputy General Manager (DGM) will support in the operational delivery of Emergency and Acute services, focussing on delivery of the A&E waiting time standards, financial performance, governance, change and business development across the directorate. The successful candidate will be responsible for ensuring good governance and processes for monitoring delivery against all KPIs are in place. The Deputy General Manager will play an important role overseeing development of the Same Day Emergency Care (SDEC) pathway, ensuring the smooth transition of patients between primary care, ED and Ambulatory Emergency Care (AEC). The DGM will ensure this is a seamless pathway at the CWH site and will line manage the Service Managers based within A&E and Acute Medicine to ensure continuity across the entire service within the Trust. Ensuring the smooth flow of patients through A&E, for any acutely unwell patients requiring admission to an acute assessment unit, the DGM will be responsible for ensuring adequate levels of medical staffing with the support of a team of medical rota coordinators. Furthermore, the DGM will support in the development of strategic discharge pathways in collaboration with the site team. The Deputy General Manager will work alongside the General Manager in the delivery of the Directorate financial, quality, performance, productivity and workforce targets, agreed as part of the Divisions business planning, appraisal and personal development process. There will be an important component of the role which requires the successful candidate to have a transformational mind-set, approaching challenges with an inquisitive and constructively critical perspective where innovative solutions are found to complex problems. The Deputy General Manager will be accountable for establishing and maintaining effective structures and systems of control for the management of staff, including recruitment, appraisal, continuing professional development and support of the Trusts Human Resource policies and procedures predominantly at the Chelsea and Westminster site, but ensuring continuity at the West Middlesex University Hospital site. The Deputy General Manager will be expected to establish collaborative relationships with colleagues, working in partnership within the Trust and with external agencies to ensure delivery of the divisions business plan and strategic vision. The Deputy General Manager will ensure that line management of his or her staff is undertaken professionally and that each member of staff has a development and training plan consistent with Divisional and Trust objectives. The candidate will be required to line manage the Service Managers to deliver an effective and aligned service across the organisation and support all the staff whom the Service Managers are responsible for the line management of. The Deputy General Manager will be expected to work between the two main hospital sites, delivering a consistent level of cover and leadership between the sites.

This post is a key position in the general management structure in the division providing support to the Divisional Director and Divisional Director of Operations for Surgery, Anaesthetics, Critical Care and Associate Services (SACCAS).

Reporting to the Divisional Director of Operations, the General Manager will be responsible for the operational leadership, delivery and performance of services in line with expected objectives, Policies and governance processes for service and clinical quality, business planning, financial (Income & Expenditure) plans and budget management. The GM will have identified delegated responsibility for operational management of services, ensuring the effective implementation of national and local strategies and the delivery of service objectives within available resources on all sites (both within and outside the trust) within the remit of the division.

The General Manager will work with other Divisional leaders to provide leadership and direction for the division ensuring that this supports the Trust’s strategic vision for high quality patient-centred care, and excellence in education and research. The candidate will ensure that effective management and delivery underpins the leadership of the division and that the Divisional Director is supported to ensure that leadership decisions are translated into transforming and delivery of services.

OPERATIONAL PLANNING AND DELIVERY
• • To be responsible for the operational management of all services within the division, through the divisional director, on behalf of the trust.
• Work closely with internal teams to devise systems proactively to manage service demands and ensure that these are fully implemented.
• Initiate regular review of services within the division and work with the divisional director to ensure new developments are appropriately resourced through the business planning process.
• Monitor activity in relation to agreed Service Level Agreement (SLA) as and national access targets and implement immediate corrective action in relation to any significant under/ over-performance.
• Respond in a timely fashion to frequent and unpredictable day-to-day operational issues as required. Liaise directly with patients and staff to resolve urgent concerns, including resolving stressful or distressing situations.

• Provide leadership of emergency and business continuity planning across the division.
• Lead the development of the performance management framework and ensuring its implementation to deliver national and local performance targets within the Division.

North Middlesex University Hospital NHS Trust is a medium sized District General Hospital based in Edmonton in Enfield, North London. We serve a diverse multicultural population largely from the London boroughs of Enfield and Haringey. DELIVERY OF SAFE, HIGH QUALITY PATIENT CARE
1. 1. Create an environment within the Division that makes care, safety and patient satisfaction everyone’s first concern. There will be an emphasis on learning from the results of patient feedback and risk management systems to drive continuous service improvement and the reduction of risk.
2. Ensure that high quality clinical services are delivered in line with the Trust’s Quality Strategy and available financial resources.
3. Be proactive and innovative in leading the development and implementation of the Division Patient/Parent Involvement strategy, ensuring there are mechanisms to seek feedback to help improve/develop services. The post holder will listen and take action to address concerns identified through a range of tools including the annual patient survey, real time patient feedback systems, PALs and formal complaints, providing regular feedback to patients, parents and staff on action taken with training and support for staff where appropriate.
4. Work closely with and empower clinicians to achieve optimal decisions for overall patient care.
5. Support clinicians to build pathways that are patient-centred and working with patients as partners in the delivery of excellent healthcare.
6. Promote and supporting the delivery of national and local healthcare standards as one of the ways of raising healthcare standards for all.
7. Utilise benchmarked data to compare performance with similar organisations to ensure continuous improvement and service development.
8. Be responsible for ensuring that the Division’s complaints process complies with national standards. Communicate sensitive and often contentious information to patients, families and staff, including chairing local resolution meetings as required.
