This position supervises the U.S. Special Acquisitions Section (USSA) in the U.S./Anglo Division of the Directorate of Acquisitions and Bibliographic Access (ABA). The section is responsible for the acquisition of all non-serial collection material from the United States, excluding books acquired through copyright deposit, Cataloging In Publication or routine government transfer. It acquires most of the special collection materials being added to the Library’s collection, as well as most of the items donated for addition to the collection and all high-profile donated collection materials. The incumbent of this position serves as Section Head and is responsible for managing the work, including acquisitions, and cataloging functions, of the section, overseeing the work of a staff of librarians and library technicians performing these functions, and performing administrative and human resource management functions relative to the staff supervised. The incumbent serves under the administrative supervision of the division chief. The incumbent works highly independently, exercising considerable judgment, and carries out duties and responsibilities in accordance with broad overall guidelines and policies.

Supervises a group of employees performing work up to the GS-13 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Determines the human resources needed to accomplish the work of the unit, and independently plans, schedules, coordinates and carries out the unit's activities.

Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations, including quality assurance, for staff members which are clearly communicated through the formal employee performance management system. Observes workers' performance and demonstrates and conducts work performance critiques. Provides informal feedback and annual formal evaluations to employees. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests.

Assesses the availability of financial and human resources, and independently plans, schedules, coordinates and carries out activities related to the library acquisitions program. Assists in preparing and overseeing the acquisitions budget. Ensures the comprehensiveness and accessibility of library collections. Makes extensive unreviewed technical judgments regarding library operations. 

Ensures that invoices and credits for library materials are received, entered, cleared, and approved in accordance with Library procedures and statutory requirements (i.e., the Prompt Payment Act). Ensures that vendor complaints and/or statements concerning non-payment are investigated and resolved promptly by appropriate personnel and offices; ensures compliance with audit requirements.

Interprets and revises existing training policy and program guidance for use by others, including section, division, and/or directorate members. Independently plans, schedules, coordinates, and monitors the effectiveness of training operations.

The General Engineer/Architect is responsible for project management with emphasis on projects involving new or existing facilities and infrastructure systems. Also provides project management expertise in the capital construction and facility renewal sector with focuses on providing budget, cost, schedule expertise along with the coordination, direction, and oversight of various projects.

Duties include:

Project Management

• Develops and manages the design and implementation of multiple construction projects. Projects may include repair, renovation, rehabilitation, alteration and new construction of buildings, infrastructure systems, and landscapes.
• Provides life-cycle project management for a wide range of facilities- and landscape-related new construction and renovation projects with responsibility to ensure efficient coordination of multiple projects.
• Works with stakeholders to develop project scopes of work for various projects and tasks, ranging from existing facilities and infrastructure system projects to long-term capital projects and studies.
• Plans and manages various complex project management functions with project teams and makes decisions affecting areas of responsibility that are precedent setting.
• Serves as a specialist and a key source of information for assigned areas of responsibility and accountability. Provides professional expertise in evaluating the effectiveness and efficiency of the facilities program and project management functions and recommends improvements to management.
• Coordinates with the Operations, Horticulture, Administrative Services, and Learning and Engagement Divisions to develop, fund, implement, and track facilities projects.
• Responsible for the development and oversight of studies and design documents as defined in the AOC Project Management Manual.
• Ensures state-of-the-art design of new construction and renovations, alterations, or upgrades of existing facilities in accordance with established criteria, codes, and design standards.
• Prepares and updates schedules for project delivery, implementing a system for review, control and reporting. Routinely reviews project schedules to ensure reasonable and timely implementation.
• Communicates clearly and often with the Director of Capital Projects & Facilities, AOC and USBG project managers in coordinating with AOC staff and officials of affected jurisdictions to keep them informed on project planning.
• Promptly informs the USBG management of project related issues and recommends solutions to prevent critical problems or failures relating to project performance.

Consultant/Contractor Oversight

• Provides design and management guidance to professional Architect/Engineers (A/E) firms and actively monitors performance.
• Serves as the Contracting Officers Representative (COR) to review compliance with A/E contract requirements and specifications.
• Guides and evaluates contractor efforts and technical progress to the established schedule and allocated resources.
• Reviews and evaluates deliverables, submittals, shop drawings, and progress schedules for conformance to the contract.
• Completes fiscal and physical closeout of the project, including writing the final contractor review.

Technical Advice and Guidance

• Provides guidance, technical advice and consultation on project administration. Conducts studies to develop criteria for situations encountered during field inspections.
• Assess and prioritize work based on past experience, subject matter insight, and organizational goals and objectives. 
• Represents organization on panels and Post Occupancy Evaluation teams to identify and recommend design changes and to recommend new and improved design criteria and standards

Responsible for thoroughly understanding and ensuring compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations. Efforts ensure that work progresses in a safe manner and takes corrective actions to mitigate unsafe conditions. Ensures that Job Hazard Analysis’ are developed and followed and that required Personal Protective Equipment (PPE) is utilized.

The Conservation Section is responsible for all work related to the assessment, stabilization, and conservation treatment of artifacts on paper and other substrates in the Library's special collections and works closely with all custodial divisional representatives to develop, establish, coordinate and carry out a comprehensive, Library-wide conservation program appropriate to the collections' needs. The incumbent serves as a Section Head and is responsible for work conducted in this section, which includes assessments, surveys, treatments, documentation, and housing of paper format collections and paper artifacts; preparation of collection items for exhibitions and loans; research into optimizing paper conservation treatment methods and protocols; participation in the division's intern program and other teaching and training programs; and creation of publications, reports, and guidelines.

As Section Head, reporting to the Chief of the Conservation Division, the incumbent manages and supervises staff at grade levels GS-09 through GS-12. Provides administrative and technical supervision needed for accomplishing the section's work. Performs administrative and human resources management tasks related to the staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system and ongoing informal discussions throughout the year. If needed, develops work improvement plans to improve productivity and/or the quality of conservation services. Ensures subordinates receive training to successfully perform and fully comply with Library of Congress regulations. Ensures personnel management in the organizational entity under supervision is accomplished without regard to race, color, religion, sex, age, handicap, or national origin. 

Plans, distributes, and reviews conservation activities undertaken by Paper Conservation Section staff. Oversees all section activities performed by staff and contractors, including conducting condition surveys of internal collections and individual items, technical analyses, developing treatment plans and selecting or designing and creating appropriate housings, conducting conservation treatment, documenting item condition and treatment, and preparing collections items for loan, exhibition, or short-term displays and other usage preparations for paper-based items such as broadsides, charts, drawings, graphic prints, manuscripts, maps, posters and sketches. 

Upon request by the Chief of the Conservation Division, designs centralized and mission-specific projects using established and/or proposed program objectives.  Manages divisional programs and projects with a focused, mission-specific scope. Identifies and implements needed actions concerning development, implementation, monitoring and evaluation of preservation programs and projects. Submits program goals and reports monthly, quarterly, and annual results to the Division Chief.

Develops, establishes, and maintains professional relationships with librarians, curators, exhibition office staff, and other specialists to share resources and information to coordinate workflow, project planning and policy development in the Library. As a consultant, provides technical recommendations on the conservation and/or preservation of Library materials.

The ADD/C's primary responsibility is to provide clinical and administrative leadership, management and supervision of all Vet Center staff and all other professional, paraprofessional and nonprofessional staff assigned to work at the Vet Center and to plan, develop, implement, coordinate, monitor and evaluate all treatment services of the Vet Center.

Additional duties and responsibilities include, but are not limited to:

Oversight: The ADD/C oversees clinical effectiveness of Vet Centers. Performs quality assurance inspections of Vet Centers Ensures clinical charting and Veteran client privacy is following Readjustment Counseling Service and VHA policies.

Quality Assurance: Oversees the administrative and clinical aspects of a major specialty treatment program, for quality assurance in RCS. Ensures clinical quality assurance utilizing various clinical modalities and evidence-based practices. Reviews and evaluates Vet Centers at least annually. Establishes and tracks developmental objectives to guide the team in improving services to Veteran clients.

Clinical Crisis Management: Develops, reviews, and analyzes a clinical crisis reporting system that accurately tracks critical incidents to improve Vet Center services. The individual collaborates and coordinates with VA entities to facilitate and ensure that a Mortality & Morbidity (M&M) quality review panel is conducted when Vet Center clients die by suicide. Ensures the Peer Review protocol process is completed at Vet Centers when the outcome of the Self- Directed Violence Assessment tool indicates a suicide attempt. Utilizes administrative and clinically qualitative outcomes to further educate staff.

Staff Development and Education: Ensures that the clinical staff in their respective RCS Zone is adequately trained to address the needs of Vet Center clients. The individual also ensures staff is kept abreast of clinical issues or evidence-based treatments. Assesses the educational developmental needs of the clinical staff. Responsible for monitoring licensure of all eligible clinical staff in consultation with Deputy District Director and Staffing, to ensure compliance. Develops educational activities, training curriculum in conjunction with District Offices.

Education Liaison: Oversees and ensure that all clinical supervisors adhere to established VHA policies governing health professions training in VHA facilities.

Supervision/Guidance: Provides consultation, clinical supervision, and guidance to the clinical staff of the Vet Centers. The individual is the primary clinical supervisor for each Vet Center Director within their RCS Zone. The venue of supervision may be on-site during a quality assurance site visit, telephonic, tele-video, or through written policy and directives.

Research: Reviews all research proposals involving Vet Centers and advises the Deputy District Director of the effectiveness and value of the project to enhance treatment of Vet Center clients. Upon approval of any research project, the ADD/C monitors the process and compliance with VHA research protocol; ensures proposal guidelines, Veteran client privacy, and timely completion. Independently studies such areas to arrive at appropriate solutions to be recommended for implementation.

Outreach: Monitors Vet Center outreach activities are strategically planned and adjusted to ensure market penetration of the local eligible individuals' population. Reviews and advises the Deputy District Director as to the appropriateness and effectiveness of outreach efforts, strategies, and activities. Promotes the sharing of successful outreach strategies among the Vet Centers in a best practices model.

Collaboration and Networking: Ensures that Vet Centers maintain clinically productive relationships with programs and organizations internal and external to the Readjustment Counseling Service. The goal of these relationships is to attain a network of liaisons and coordination of services that enhance prompt and successful referrals of Veteran clients. Collaborate with internal and external partners to further program goals and enhance patient centered care.
