The Chief, Strategic Communications (CSC), is tasked with developing, implementing, and monitoring, a comprehensive strategic communications program designed to inform and educate general and specialized groups about the vision, mission, functions, programs, and services offered by the Perry Center. CSC oversees the content and format of WJPC's strategic communications efforts to ensure conformance with established mission and strategic goals. Incumbent oversees the management of all strategic communications activities to ensure both quality and content in developing the organization's guidelines. CSC provides leadership for internal and external projects to meet WJPC's communications needs. Prepares and presents briefings on organizational mission and strategic initiatives through meetings and training sessions. Serves as the primary Perry Center spokesperson and is the first point of contact for the outside media and other DoD and government agencies' Public Affairs and Congressional Offices. The CSC travels as part of the Perry Center team to WJPC events or activities in CONUS and abroad.

The CSC advises the Associate Director for Outreach and Communications, the Chief of Staff, and the Director on all current strategic communications program initiatives and objectives designed to meet the goals established in the Perry Center's strategic plan. Participates in Department of Defense and Inter-Agency conferences concerning long-range planning efforts and strategic communications matters. The CSC collaborates with senior leadership to ensure the organization's strategic and business goals are linked to current performance standards and evaluations of key WJPC programs. Analyzes conflicting views and seeks resolution by presenting sound recommendations, giving equal consideration to various points of view. Incumbent serves as the responsible party, consultant, and advisor for any issues or implications resulting from any strategic communications effort that could impact the organization. As the authority, the incumbent reviews changes to federal PAO/communications policy, procedures, schedules, and other related information, provides input and makes recommendations on behalf of WJPC through appropriate channels for consideration and/or adoption.

Facilitates those processes and assists the Associate Director of Outreach and Communications, the Chief of Staff, and the Director in evaluating the results of that feedback related to Perry Center operations and develops a plan to change, improve, or enhance current efforts. The CSC leads and/or participates in executive leadership teams and ad hoc committees or coordinates with other organizations providing public affairs and media program support to conceive, design, and implement communications campaigns, strategic communications programs, publications, and other media activities. Orchestrates or performs communications activities in English and Spanish to include but are not limited to speeches, briefings, and presentations delivered by the Director to wide and varied audiences, but also written material, publications, brochures, and electronic information in various forums or social media platforms. As the leader of public information dissemination for the Perry Center, responds to information inquiries from stakeholders, foreign governments, or the general public, routing questions to appropriate staff and ensuring suitable responses are provided according to the requestor in a timely manner. As required, prepare and deliver lectures in Spanish and/or English for Perry Center programs in strategic communications and media relations. Instruction and assistance contribute to the student's capacity to contribute to the defense and security sectors. This position is in the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Enterprise Services (ES), Office of Facilities and Asset Management (OFAM), OFAM Front Office (OFAM FO)'s Communication Program. The OFAM Communication Program is responsible for defining and amending the OFAM Communications Strategy and ensuring its effective execution. Enforcement Bureau

The Enforcement Bureau (EB) has primary responsibility for the Federal Communications Commission’s (FCC) enforcement of the Communications Act of 1934, as amended, other statutes, and the FCC’s rules, orders, and terms and conditions of licenses and other authorizations. In addition to general enforcement and deterrence goals, EB dedicates its resources to investigations and enforcement actions involving FCC-regulated services and equipment that significantly impact: (1) consumer protection and privacy; (2) data security, cybersecurity, and supply chain integrity; (3) national security, public safety, emergency services, and harmful interference; (4) fraud targeting critical FCC-administered programs; and (5) fair competition and equal opportunities.

Investigations & Hearings Division

Within EB, the Investigations & Hearings Division (IHD) handles some of the EB’s largest and most complex enforcement matters. It conducts investigations and takes enforcement actions across a broad range of issues involving virtually all services subject to FCC jurisdiction. IHD’s functions include investigating and taking appropriate enforcement action against telecommunications, broadcast, cable, and satellite licensees; multichannel video programming distributors (MPVDs); DBS operators and/or wireless licensees for violations of Titles II, III, and VI; various FCC privacy, data security, cybersecurity, and transparency rules concerning broadband services, cable television, satellite services, and other communications offerings; as well as Universal Service Fund and Congressionally appropriated programs rule violations. IHD also conducts complex investigations of violations involving unauthorized transfers of control of domestic and international FCC authorizations and licenses and undisclosed and unauthorized foreign investment in FCC license holders.  In addition, IHD serves as FCC trial staff for all administrative hearings and oversees the Equal Employment Opportunity (EEO) compliance of television and radio broadcast licensees, Satellite Digital Audio Radio Service (SDARS) providers and MVPDs.

Major Duties

As a Senior Attorney Advisor, the incumbent works on cases or legal issues of extreme complexity, including compliance with Universal Service Fund requirements, unauthorized transfers of control/unauthorized operations, national security matters, foreign ownership issues, Digital Discrimination and Open Internet rules. The incumbent is responsible for providing authoritative legal advice to the Division Chief, Deputy Division Chief, Assistant Division Chief, and other supervisors concerning highly complex and controversial, policy-oriented enforcement issues including, but not limited to, those impacting telecommunications services.

The Fraud Division has primary responsibility for investigating fraud targeting critical FCC-funded and -administered programs such as the Universal Service Fund (USF). The incumbent performs a variety of legal functions on cases which are often factually complex or of such a nature that no clear precedents apply. Assignments may include: (1) conducting discovery, including drafting Letters of Inquiry and subpoenas, reviewing documents; (2) developing strategies for resolving compliance issues or cases; (3) advising the Bureau Chief and other senior FCC staff about the appropriate handling of cases involving rule violations related to fraud of federal funds; and (4) preparing and presenting findings, conclusions and recommendation regarding legal, investigatory, or policy issues, both orally and in written documents of varying length and complexity; (5) reviewing and resolving both formal and informal complaints, conducting investigations and formal hearings, ordering corrective action and other means available to ensure compliance with FCC rules and regulations.
