• Responsible for planning, coordinating, implementing, and monitoring plans, policies, procedures, and guidance to assist with programs such as Installation Status Reports, etc.
• Manages the Directorate's management support agreements, i.e., Memorandum of Understanding, Memorandum of Agreement, and Interservice Support Agreement pertaining to the Directorate's common levels of support.

• Manages the Directorate's internal and external customer feedback initiatives and systems to document and evaluate results of productivity and quality management programs and installation improvement activities.

The position involves participation in the total management improvement process; specifically, in the areas of Programs and Operations relative to Control Analysis, Documentation Procedures and Control, writing of directives, and other duties and responsibilities include, but are not limited to the following:

• Reviews and studies laws, VA administrative issues and special instructions to determine their effect on organizational alignment, work methods and procedures, application of work measurement, work simplifications, documentation of essential records, and flow of communications to determine the need for new or revised local policies, procedures or controls, and to coordinate these determinations with operation officials concerned.
• Conducts comprehensive Manpower Utilization Surveys. Ingenuity, original thinking, inventiveness, and independent judgment are required to arrive at clear-cut determinations as to whether manpower, material, and funds are being used to the optimum. These surveys require the application of special skills involving auditing, reviewing, and analyzing and interpreting controlling laws, regulations, and procedures, as implemented by various manuals and publications.
• Develops and composes Regional Office publications governing station management policies and procedures as assigned.
• Participates in the planning of Regional Office space acquisition and alterations
• Assists management in developing budget estimates by referring to prior year data, compiling information and completing the various documents for the station budget plan. Prepares fund distribution and informs management officials of these allocations. Observes fund usage and makes revisions as needs, priorities, etc., occur. Consults with the Director/ Assistant Director on these matters.
• Responds to inquiries from Congressional, Central Office, other Federal Agencies and news media personnel regarding current VA benefits and application procedures.
• Monitors, interprets and analyzes data available through VBMS, EPR, WATRS, Tableau, WIT, and other systems to validate correct reporting, analyze trends and to suggest improvements in managerial and operational effectiveness.
• Prepares and interprets the statistical data for Quarterly Management briefings, site visits, Trip Packs, and other reports.
• Coordinates the reports control system to ensure completed, accurate and timely submission of all reports.
• Provides support to divisional management on significant issues that include, but are not limited to; policies, Division goals and objectives, internal controls, and the preparation of priority reports to the Director, VA Central Office, and Office of Field Operations.
• Reviews all new directives from all sources and advises the Director's Office regarding the impact on Division programs and how to implement the new requirements. Reviews existing circulars, directives, and other publications to assure that they comply with applicable Division, Regional Office, VBA and VA policies and procedures.
• Serves on station committees as assigned.
• Is assigned other related duties which involve committee and special project assignments.
• Completes, with minimum of supervision, ad hoc assignments as required. These frequently are of a general, unstructured, but priority nature.
