Job Purpose Business intelligence and analytics is pivotal to the delivery of high-quality efficient healthcare provision. The Business Intelligence Team provides analysis and insights to support the Trust in using information to support effective decision making, ensuring that they make the best use of resources, understand performance and provide the information required to enable them to focus on areas of greatest opportunity. The Business Intelligence partner will be allocated to one of 3 areas within the Trust and will work directly alongside the Divisional/Unit leadership teams. They will play a key role in visualising and analysing data in a meaningful and insightful way to ensure data is at the heart of all decision making, enabling better outcomes that make a real difference to people. They will be the first point of contact for their Division/Unit for all BI requirements, receiving all requests and managing through to delivery. The post-holder will have a high degree of autonomy within their area of responsibility working with their division to prioritise work requests within available resources. The post-holder will have excellent customer service skills and exhibit a can-do attitude. This role will offer opportunities to set the standards and lead on the use of data and information throughout the Trust in order to bring business intelligence and data analytics to the forefront of shaping patient care. They will be responsible for developing forecasting capability through predictive analytics. The post-holder will be expected to provide cross-cover for other BI teams as required. This is a new post and post-holders are expected to be flexible in their approach to the needs of the service. Main Duties and Responsibilities Work directly with Division to gather requirements, prioritise work packages and then design, develop and implement resultant Business Intelligence Solutions. Providing users with seamless access to information to support service delivery, improvement and management. Responsible and accountable for the service delivery, maintenance and continual improvement of a fit for purpose complex Data Warehouse. Develop/update interfaces between systems as required, ensure interfaces to and feeds from all systems are maintained at all times. Manage the integrity of the systems by monitoring the performance of the network and the database software, and by monitoring data entry, devising rigorous error trapping techniques and running regular data quality reports. Upgrade systems when required, including testing of the databases and the interface(s). Ensure appropriate technical documentation is created and maintained using change control processes. Responsible for the weekly/bi-monthly processes to produce invoicing files for the Commissioning Team and SUS files for submission. Work closely with the Commissioning Team to incorporate any charging and billing changes into the Monitoring Process. Ensure the annual updates to HRGs and Tariffs are applied and tested in a timely manner. Responsible for data quality of SUS submissions. Continually develop the information and business intelligence provision, working closely with their Divisional leadership to capture key business requirements and foster an intelligence lead culture. Engaging with multiple stakeholders; responsible for the development, preparation and maintenance of high quality, timely and accurate intelligence provision and analytical services to ensure managers, clinicians and operational staff have the information required to deliver a high quality, safe, patient focused service. Lead/Develop toolkits, reports and dashboards that directly address Divisional and wider organisational requirements to provide evidence based information that enable hindsight, insights and foresight. Supporting the operational and strategic decision-making process through the provision of focused business intelligence, including, providing leadership on capacity planning and modelling to support service developments and performance objectives. Working pro-actively to ensure the Trust is aware of the impact on information through business developments and process changes whilst conversely ensuring that operational leaders are fully aware of changes and developments in information systems, policies, and software. Act as a specialist resource to deliver analysis using business intelligence tools (primarily QlikView and Qlik Sense) and industry-recognised statistical techniques (e.g. statistical process control, bed modelling, and demand and capacity analysis) in order to interpret data, create intelligent reports and provide appropriate advice to clinical and operational teams. Support and contribute to the ongoing development of the Trusts Intelligence Strategy To put accurate and timely information at the heart of all decision making at RNOH, promoting the use of intelligence and reporting tools within the Trust. Present performance monitoring information across a range of operational forums, escalating areas of concern through appropriate management structures. Coordinating/Developing advanced analytics capabilities / solutions, e.g. statistical and modelling work, enabling business intelligence analysis across services and contributing to the development of the business intelligence services. Direct and lead on ad-hoc analyses for their Division using knowledge and experience of NHS data standards and Trust policies to understand and interpret complex requirements, in order to investigate and respond appropriately, within agreed timescales. Identify, organise and deliver formal and informal specialist information management training for Trust staff as required. Represent the Business Intelligence Team at internal and external meetings as a specialist in Trust data processes and reporting. With a progressive outlook, motivate others to achieve positive outcomes, meet tight deadlines and objectives, and aspire to deliver innovative intelligence solutions. Acting as a key function of the early warning mechanism for Trust performance concerns, highlighting and escalating areas of risk to operational teams developing and utilising effective forecasting tools. Identifying, recommending and implementing strategic improvements to streamline and enhance existing processes and systems, promoting greater efficiency and effectiveness within the Business Intelligence team. Ensure excellent data quality in all outputs delivered by the Business Intelligence Team, highlighting any data quality issues to the Mandatory Returns and Data quality Manager. Line management responsibility for Business Intelligence staff, including allocation and prioritisation of workloads, establishing professional standards, setting objectives and personal development plans, review of performance, handling personnel issues and taking a key role in recruitment and selection of new team members. Mentors and supports Business Intelligence staff, to ensure they are well motivated, work effectively and achieve their personal and team objectives. Responsible for allocating specialist resource to support project work for the Trusts Strategic priorities. Oversee and project manage specific work streams, projects and relevant staff so that they can be delivered within timescale, budget and to the required quality. Achieve results through supportive, co-operative and encouraging working, showing necessary leadership as required. Technical expert in Qlik (Insight) reporting tool and its reporting output. Facilitates a culture of self-development within the team including a proactive service culture. Lead by example and develop mechanisms of feedback on all elements of the service. Work with the Head of Business Intelligence and all other Business Intelligence staff to foster good working relationships. Develop a coordinated supportive approach to working across Divisions, and beyond where appropriate, to help optimise use of the Trust BI resource. The post holder will liaise with partner organisations to promote collaborative working; introduce defined standards on reporting and presenting; drive best practice and ensure effective usage of analytical solutions across the Trust To embrace and promote the Trust Values and Behaviours. Undertake other tasks and duties as required which are commensurate with the nature of the job.
