• You will serve as SUPERVISORY IT SPECIALIST (NETWORK) in the Unified Atlantic Region Network Operation Center (UARNOC) (N32), Operations Department (N3), at Naval Computer and Telecommunications Area Master Station Atlantic.

This Supervisory Transportation Security Officer position is located at Norfolk International Airport (ORF), Transportation Security Administration, Department of Homeland Security (DHS). As a Supervisory Transportation Security Officer (STSO), you will be responsible for mitigating actual and potential threats against civil aviation and other transportation modes. You will also perform and supervise in your area of specialty, which may include Transportation Security Officers (TSOs) and Lead Transportation Security Officers (LTSOs) in the performance of all security functions related to the screening of people, property, and cargo through the use and application of procedures, techniques, and technology. In addition, you will make independent, security-based decisions using intelligence, critical thinking, experience, observation, and passenger engagement. Typical duties include, but are not limited to:

• Conducting and supervising subordinate employees in conducting pre-board security screening of persons, their carry-on and checked baggage/cargo.
• Overseeing screening checkpoint(s) and/or baggage screening operations on a day-to-day basis to include equipment, personnel, and the scheduling and rotation of personnel.
• Participating in the development of new policies and procedures, and recommending changes in policy and procedures based on observation of work, as required.

• You will serve as a Personnel Security Specialist in the Administrative Department at Transaction Service Center Norfolk.
• You will help the Command Security Manager develop, direct and manage Information and Personnel Security Programs.
• You will monitor command policies and procedures for access to restricted, limited or controlled areas.
• You will process requests for Personnel Security Investigations (PSIs) and performs substantive reviews of security clearance applications.
• You will ensure the maintenance of hardcopy and electronic security files and records.

Incumbent processes security employment suitability requests ensuring issuance on a need-to-know basis only; investigative basis is current, completed and favorable; initiates investigations as necessary; assists with review of Personnel Security Investigations (PSA); accesses the Joint Personnel Adjudication System (JPAS) to perform personnel security checks, and utilizes the Electronic Questionnaire for Investigations Processing (e-QIP) to transmit documentation to the Central Suitability Office (CSO) and may transmit on occasion to the Office of Personnel Management (OPM).

Incumbent initiates and completes all Childcare background documents, ensuring accuracy and uploads to the CSO for processing. Contacts candidates, employees, volunteers, CDH Providers and Family Members to initiate background check process requirements and provides instructions. Prior to submission of eQip to CSO will ensure all information is correct. Coordinates candidate's completion of CNACI and FBI fingerprints through the Central Suitability Office. Submits and tracks Installation Records Checks to Central Suitability Office. Reviews CSO spreadsheet/database on a regular basis.

Incumbent reviews background check results and identifies any derogatory or disqualifying information that may have an adverse impact on the security employment suitability eligibility determination and/or assignment or retention in a position. Upon receipt of derogatory information on employee or candidate, requests a statement from the employee. Upon receipt of statement, works with installation and/or Region Security management for evaluation and local suitability determinations. Upon determination, uploads documentation to CSO.

Incumbent helps perform other administrative functions relative to the overall operation of the NAF HR Office and responds to inquiries from management, departments/facilities serviced regarding processing of background checks.
