Your new role
Southend City Council are looking to appoint a full-time permanent Qualified Social Worker for their Children Looked After Team (CLA).

What you'll need to succeed
To be successful in this position you must be able to work in the UK, have a recognised Social Work qualification and be registered with the Social Work England and have completed your ASYE.

You need to have previous experience of working in the Adult Social Care sector.You will have the ability to apply a strength-based, asset-based approach to assessment, care planning and review.Have experience of applying the Care Act (2014), Mental Capacity Act (2005) and managing adult safeguarding enquiries or have a good understanding/knowledge if no direct experience is available.

You need to have the ability to develop relationships with internal & external stakeholders including voluntary, public, private sector organisations, partners, suppliers and contractors, as well as ongoing commitment to continuous professional training and self-development.

Mockingbird is an approach used in fostering to help improve placement stability for children in care, by helping carers to feel supported to offer more stable placements. Mockingbird uses the extended family model for foster carers by creating a hub which helps carers to offer each other respite care, peer support and joint social activities.

It creates a constellation of 6 to 10 satellite fostering families who are supported by 1 hub home that is operated by an experienced foster carer, offering planned and emergency sleepovers, advice, training and peer support. The Mockingbird programme works to meet the need for continuity and support for children and young people in care and for additional support for foster carers.Southend City Council are looking to appoint a part-time agency, Mockingbird Liaison Officer, who is a great relationship builder, a good co-ordinator and wants to make a difference for children in carer. This is a great opportunity to join this exciting new Mockingbird project.This post has hybrid options available. You will be spending the majority of time out and about in the community, required to be on site 1 day a week and the 22.5 hours are flexible. Please note that some weekend hours might be needed for events and social occasions.

As the Mockingbird Liaison Officer, you will work with key partners to develop a shared understanding of and commitment to, the Mockingbird Model. You will help to recruit foster carers to the new constellation and with families to create an extended family community for children and young people.The successful candidate will work alongside the fostering managers, social workers and support the wider working of the fostering service.

You will have a high standard of customer service and administrative skills, along with this, experience and understanding of working collaboratively with internal and external teams and the ability to prioritise.You need to have the ability to communicate effectively, work well under pressure and meet strict deadlines.

However, you are required to be on-site at the Civic Centre a minimum of 2 days a week.This role is focussed on data and research, which is a vital part of any commissioning function. You will provide commissioning and project support to specific commissioning work-streams.

To be successful in this position, you must have previous experience as a commissioning officer, with knowledge of current national social care policies and an understanding of current NHS national, regional and local priorities.You will need to be able to analyse, interpret and assess data and have excellent IT skills, covering various applications. You will need prior knowledge of LAS and ContrOCC.

Your new role
Southend City Council are looking to appoint a full-time, permanent Strategic Commissioning Officer.You will be required to cover all age commissioning with a focus on all age carers and managing the caring well strategy and partnership group across Southend.

You will co-produce change with people who need support, their friends/families and the residence of Southend. You will provide commissioning and project support to specific commissioning work streams. Also, you will help to develop commissioning plans that enable service users and carers to exercise choice and control in relation to how their needs are met and that ensures value for money.

Using market intelligence, supply and demand data and the views of service users and their families, you will inform the de-commissioning, redesign and commissioning of services, using co-production principles. Also, ensuring effective delivery of commissioning projects, you will ensure effective project reporting and monitoring of benefit realisation.

Within this position, hybrid working opportunities are available. However, you are required to be on-site at the Civic Centre a minimum of 2 days a week.

Have a keen knowledge of the local health and social care system across Southend along with experience of commissioning or planning and managing tendering and supply chain projects.Along with this, you are required to have excellent project management and organisational skills, along with the ability to manage tight deadlines and manage priorities.
