The purpose of the Financial Control Manager is to effectively support the management of business relationships between DVSA and its stakeholders, delivering a quality, effective and efficient service, achieved by proficient use of the finance systems.

You will be required to manage a team responsible for a financial control function of the organisation leading by example and providing support to staff in delivering the required outcomes of the organisation. The functions are delivered in partnership with our outsourced shared services provider. As part of this, identify and build efficiencies in processes with a view to automate, simplify and standardise wherever possible.

A part of this role will be stakeholder engagement including engaging with project teams to scope out any new business system specifications, then to support in the development, testing and implementation of the new service. There will be a need to challenge project teams where requirements are not being met and negotiate solutions as well as to escalate significant issues.

As a member of the Financial Control team, you may participate across the full breadth of the team’s remit, acting as a SME or managing BAU activities.

The 4 main areas are Tax compliance and Payroll, Accounts Receivable, Cash and Banking, Accounts Payable.

Responsibilities include but are not limited to:

• Building and maintaining excellent working relationships with key stakeholders such as customers, shared services and DVSA managers in the delivery of a quality and consistent Financial Control service
• Providing expert advice and guidance on complex VAT issues across the agency
• VAT compliance
• VAT returns
• Manage team responsible for Travel Services including Corporate travel booking and Corporate procurement cards.
• General ledger account reconciliations
• Developing and maintaining databases to mitigate reporting gaps and support maintenance activity

This post will play an integral role in the transformation of the Government Estate. GPA IT offers interoperable technology that enables all users, regardless of their organisation, the ability to connect and use shared technology in shared Government buildings. As a Senior IT Project Manager, the post holder will be responsible for managing the implementation of GPA’s standard shared IT infrastructure into new buildings as well as existing office spaces, working with suppliers, clients as well as internal and external stakeholders to deliver a high level of service throughout the project.

Key Responsibilities:

• Leading the delivery of the HUBS projects to the design guide standards to cost, time and scope
• Obtaining the necessary financial and resource approvals to deliver the multiple projects
• To work with product teams to continually feedback product issues and user feedback to allow iteration and maturity of products.
• Provide specialist advice to colleagues and clients at all levels on matters of IT Delivery, and the product suite
• Managing the projects to cost, time and delivery of a budget between £3-£5m
• Carry out the testing and transitioning of the project to the service management function and supplier.
• Obtain information assurance and security maturity that the project has adhered to government guidelines and policy
• Developing and managing the Project Delivery Risks
• Reporting on project progress in line with the reporting tools and timeframes
• Measuring, and continuously improving the GPA’s information management maturity and mitigating areas of risk identified in regular information and cyber security reviews and audits.
• Build relationships with key stakeholders in Other Government Departments, influencing decision-makers and gaining buy-in to the product
• Manage multiple Clients from departments to adhere and comply to the GPA IT strategy in line with the technical annex of the design guide
• Work with up to 8 product IT providers to deliver projects to cost, time and scope
• Be able to identify what good looks like and the methodologies to enable the assessment of the status of ongoing work
