The selectee will serve as a Human Resources Specialist (Compensation) in the Office of Human Resources, Benefits and Payroll Division. Typical work assignments include:

• Evaluating, and processing a variety of complex pay-related (process pay, applying tax
  deductions, TSP, health/life insurance premiums, garnishments, child support/alimony, leave, premium pay, locality pay) and non- pay- related actions.
• Providing advice and assistance to supervisors, managers, and employees on the use of systems related to personnel and payroll processing and payroll-related administration issues.

Major Duties:

• Review and audit Personnel Action Requests (PARs) to ensure the accuracy of the nature of action, authority code, PD number, position descriptions, remarks, promotions, transfers, special salary determinations, and corrections to employee records.
• Perform administrative, audit and analytical oversight functions for human resources programs and functions related to recruitment and placement, personnel security, position management, performance management, and HR automation systems.
• Develop training tools and plans and assist in implementing approved recommendations to correct deficiencies, establish and modify processes to meet organizational goals, objectives and changing needs.
• Establish and maintain cooperative working relationships with leadership, management, and staff to further issue guidance to clarify conflicting guidance or alleviate other potential or existing problems.
• Apply Human Resources concepts, principles, and practices related to identifying, altering, and selecting individuals and placing them into positions to address changing organizational needs.
• Analyze and prepare occupational information to facilitate personnel, administration, and management HR functions of the organization.

• Provide advice to management on their use of Delegation of Classification Authority override.
• Conduct a special review to identify problems and recognize best practices in position management.
• Ensure command-wide position classification accuracy and consistency in interpreting and applying position classification standards.
• Audit classification actions in accordance with applicable regulations, policies and guidance.
• Explain results of classification findings and the evaluation conclusion to supervisory personnel as requested.

The Office of the Clerk for the U.S. House of Representatives is seeking a dynamic and customer focused Human Resources Generalist to join our team. This position is located in the Human Resources Immediate Office, Office of Human Resources (HR), Office of the Clerk (Clerk), U.S. House of Representatives (House). The HR Immediate Office is responsible for providing strategic human capital guidance, and an array of human resource programs to Clerk employees and applicants.

This position provides support in many broad areas of the entire Human Resources (HR) functions at Post. The position assists with Locally Employed (LE) staff services, and American services including but not limited to providing all aspects of administrative support to the HR team members. The position has regular routine communication with external contacts in Singapore government agencies and private sector companies, responds to inquiries and handles official communications on a variety of HR functions and subject matter. This position does not have any supervisory responsibilities.

Requirements:
