GS-12 - The primary purpose of this position is to serve as the senior labor relations specialist at an Air Force (AF) installation, establishing and maintaining effective relationships including the use of non-traditional collaborative approaches with labor organizations that represent federal employees, negotiating and administering labor agreements, and providing guidance and consultation to management on a variety of labor relations matters. Also performs work that involves providing advice and assistance to employees and managers, program administration, research, and case management in matters related to conduct, performance, attendance, and dispute resolution.

Duties:

Participate with higher-graded employees in composing handouts and training materials for New Employee Orientation sessions and training programs.

Use multiple office automation software with varied functions to produce a wide range of documents and formats.

Transmit and receive documents and messages electronically using personal computers or workstations that are networked or linked to other computers or workstations.

The primary purpose of this position is to serve as a Human Resources Specialist (Recruitment & Placement) at an Air Force (AF) installation with responsibility for planning, developing, and carrying out a variety of moderately complex staffing and related management advisory services for assigned organizations.

Duties

• Provides management advisory and staffing services to installation-level organizations
• Advises managers and/or employees of legal or regulatory requirements, pertinent policies, procedures, and/or entitlements
• Serves as the HR focal point for one or more employee and management support programs
• Participates in special initiatives, studies, projects, and affirmative employment activities
• Prepares written correspondence and other documents
• Resolves a wide variety of security clearance problems that require choosing alternative responses through coordination with unit security managers, DoD Central Adjudication Facility, Defense Security Service (DSS), Office of Personnel Management (OPM), higher headquarters, etc

DUTIES AND RESPONSIBILITIES:

• Administers appointing and associated authorities on behalf of the Flight Chief and Commander for appropriated fund federal civil service personnel at an Air Force (AF) installation.

• Provides strategic and technical guidance as a senior advisor for the command on all aspects of senior leader/executive assignment and management programs
• Represents the AFGSC leadership on a variety of high-level, highly complex, and often politically sensitive personnel actions
• Proposes plans and activities to meet the needs and requirements of the Senior Leader Management Division
