Major Duties and Responsibilities:

This position serves as a Program Analyst (Graduated Interventions), located in the National Care & Peer Support, Veteran's Crisis Line (VCL), Veteran's Affair (VA). The position is responsible for managing and evaluating various VCL programs to ensure effectiveness of services provided and determining areas of improvement. The Program Analyst manages program operations, develops complex reports for leadership review and oversees implementation of new safety pilot programs.

• Project oversight of major Department of Veterans Affairs, VHA and VCL patient safety initiatives and other intervention programs designed to reduce suicide risk among Veterans.
• Evaluates the efficiency, implementation, and measurement of programs.
• Monitors and evaluates the quality of care across the enterprise which consists of the suicide prevention national call centers and the associated medical facilities that affect Veterans throughout the country.
• Performs broad-scope and long-range program and project management studies for the VCL programs to refine business processes.
• Receives, analyzes, and assigns input of project data regarding project milestones, resources.
• Participates in clinical and research meetings about suicide prevention and crisis intervention.
• Assists with the development and implementation of new safety prevention pilot programs.
• Oversees programs and monitors effectiveness of programs.
• Oversees and manages current and future VCL evaluation and research efforts.
• Tracks the data-driven quality assurance processes, strategies for improvement of oversight and administrative and program management and the required resources.

The Supervisory Medical Record Technician (Outpatient) (Consolidated Coding Unit (CCU)) provides oversight of a group of Medical Record Technicians Coders, with administrative responsibility for planning and directing the work of subordinate staff. MRTs (Coder) are skilled in classifying medical data from patient health records in the hospital setting, and/or physician-based settings, such as physician offices, group practices, multi-specialty clinics, and specialty centers. These coding practitioners analyze and abstract patients' health records, and assign alphanumeric codes for each diagnosis and procedure. Duties include, but are not limited to:

• Collaboratively work with the Chief HIM at each facility within the assigned region/network in order to coordinate work related to the consolidated coding unit and resolve any problems which could impede the progress of the unit.
• Coordinate and maintain effective communication with the medical centers and CPAC within an assigned region/network in order to accomplish coding assignments for the consolidated coding unit.
• Evaluating the performance of subordinate staff, approving sick and annual leave requests, identifying educational or training needs, resolving employee complaints, and taking disciplinary actions
• Inform higher level management of anticipated vacancies or increases in workload.
• Recommend employees for promotions, reassignments, recognitions, retention or release of probationary employees, or other changes of assigned personnel.
• Make decisions on the selection of employees for vacant or new positions.
• Serve as an expert coding resource to ensure accuracy and integrity of all coding.
• Collaborate with revenue, compliance, and other departments to support coding accuracy that is consistent with the official guidelines for coding and reporting.
• Resolve claim edits referred to coding management and monitor reports for outstanding services, rejects, or uncoded discharges for inpatients and/or outpatients.
• Resolve claim denials related to coding errors and ensure coding corrections and rebilling, as required. They provide education to clinical and coding staff.
• Assess current audit findings activities and evaluate impact to coding and documentation practices.
• Oversees the reporting of coding and documentation audit results to leadership.
• Collect and prepare data for studies involving inpatient stays and outpatient encounters for clinical evaluation purposes, prepare and maintain a variety of complex records and daily, monthly, or "on demand" reports, as requested.
• Create and monitor outpatient reports, inpatient case mix reports, top DRGs, and key performance indicators to identify patterns, trends, and variations, investigate and evaluate potential causes for changes or problems, and take appropriate steps, in collaboration with the appropriate staff, to effect resolution or explain variances.
• Participate in the formulation of objectives and strategies using coded data to support goals for patient care, teaching, research, and optimizing management of resources.
• Supervisory MRTs (Coder) (CCU) must be able to perform all duties of a MRT (Coder).

• Assists with special complex assignments often of a highly sensitive and confidential nature and interacts with Medical Center management, VA Central Office officials, senior leaders, government agency officials, and others
• Works closely with senior management officials and others in implementing and evaluating policies, plans, and internal operational systems

The Lung Cancer Screening (LSC) Registered Nurse (RN) Coordinator will organize and coordinate the implementation and day-to-day operation of Lung Cancer Screening. The LSC RN Coordinator in this position will work under the direction of the program leader, with the guidance of a program coordinating committee, to organize the launch of lung cancer screening, coordinate day-to-day program activities, provide education about the program to providers and patients, track and coordinate ongoing patient care, and collect and report program evaluation data as requested by leadership. The RN Coordinator will serve as an operational resource for local program members, which may include clinical staff from primary care, mental health, pulmonary medicine, cardiothoracic surgery, pathology, medical oncology, and radiation oncology. In the performance of these assigned duties, the RN Coordinator will assure adherence to any national or facility protocols, procedures and program plans established for lung cancer screening.

Additional Duties:

• Participate in role orientation per local procedure and training as found in the LCS Toolkit
• Organize and lead in-services to share information about the Lung Cancer Screening program with clinical staff
• Serve as an operational resource for clinical staff involved in the program
• Work with the local clinical applications coordinator to ensure that any clinical reminders and templates are implemented appropriately
• Support activities to identify appropriate patients for lung cancer screening
• Discuss the program and screening harms and benefits with patients (if part of local process)
• Facilitate follow-up referrals to evidence-based smoking cessation care
• Complete clinical documentation in the electronic medical record, as needed
• Monitor patients due for screening and assist with scheduling screening scans and follow-up procedures
• Collaborate with Radiology to facilitate the efficient scheduling of imaging examinations

• Prepares the facility's annual budget plan in a timely and accurate manner by employing a wide scope of analytical devices that include analysis of historical patterns, cost benefit and trend analyses, operating accounts and salary projections, data retrieval from a variety of sources, and interviews with program managers and subject-matter experts.
