• A comprehensive knowledge of the Global Rating Scale and JAG accreditation is essential alongside evidence of endoscopy competency through the JETS Workforce program.

• You will have a minimum of 3 years' senior experience working in a similar setting.

• Ideally, you'll have a qualification in teaching, together with some mentoring experience.

• You must have clinical assessment skills; a physical examination course would be desirable.

• You'll be accountable for leading, motivating, educating and supervising the Endoscopy Team.

• Professional management experience is essential, as you'll need to be equipped for business planning and development, audits and clinical governance, infection prevention, health and safety, and risk analysis.

Job Summary To lead and manage the delivery of the Mental Health Services within GPN across the geographical area of Cambridgeshire & Peterborough, delivering safe and effective high quality services, within the available resources to achieve GPN targets. You will provide specialist mental health advice and support to staff regarding supporting individuals experiencing complex mental health conditions in a range of different services provided by GPN. The post holder will provide leadership and expertise to deliver 7 day a week services within an agreed service model. Maintaining effective working relationships, to establish and sustain multi disciplinary working within and across teams and developing effective local partnerships with key stakeholders. Be an effective leader, positively engaging with your team to deliver high quality services. Supporting the recruitment, training and ongoing development of the teams. Managing and developing positive relationships with the ICS, GP Practices, Primary Care Networks and working in partnership with key partners. Ensuring services are lead and developed with a person centred focus approach, providing high standard services. The post-holder will be a strong leader, and an organised individual who enjoys multi-tasking and has experience managing mental health services. They will be process minded and with a passion for improving care for patients. They will work with colleagues within GPN, GP Practice Teams, health, local authority partners and the ICS to identify, plan and deliver services that improve the health and wellbeing of our population, through mental health services that GPN is contracted to delivers. You will be a dedicated, reliable and person-focused individual who enjoys working with a wide range of people. You will have a strong working knowledge of Office 365 programs and be adept to learning new systems and programmes. You will have good written and verbal communication skills and strong organisation and time management skills. You will have the experience and confidence to make senior decisions within the given remit. You will be aware of the need for confidentiality and integrity. A knowledge of clinical systems, Health and Social Care terminology, structures and pathways would be a strong advantage. Knowledge and experience in CQC regulations, safeguarding and budget managing would also be advantageous. This will be 37.5 hours a week position and will be over a 7 day week on a rota basis. This will include 1 in 4 weekends but may need to be flexible to the demands. Main Duties and Responsibilities: Operations Manager Managing the Mental Health Services ensuring staffing and governance is in place. Work closely with the mental health teams to bring operations and clinical safety together. Communicating with other stakeholders such GP practices, Health, Social Care and voluntary sector. Supporting the service leads to review and day to day management of the Mental Health services. Giving guidance and support to staff in relation to safeguarding concerns and reporting in line with GPN policies and procedures. Reviewing staff performance, sickness and annual leave. Ensure rota compliance and safe effective staffing. Develop service procedures, policies, and standards. Improve customer service experience, create engaged customers, and facilitate growth. Providing monthly reporting to evaluate utilisation and quality standards. Ensure the provision of high quality, safe and effective patient care. Ensure all staff adhere to safe recruitment practice and are inducted accordingly. Manage complaints, complements and issues relating to unplanned service delivery. Work collaboratively, promote a positive working culture, encouraging staff participation and involvement in developing and improving services. Ensure compliance with NHS and CQC requirements. Reviewing the financial implications to services and reporting findings to the Director of Operations. Attending meetings with other stakeholders and producing statistics for commissioners. Assist in creating new service pathways and leading implementation of new services. Working closely with the Service leads to ensure the services are running safely, effectively and within budget. Implement new health and care services Lead new services that identify unmet need within defined patient populations and plan and implement services to meet this need Develop processes and pathways and document those in standard operating procedures Lead the mobilisation of new services working alongside the service leads Review and quality assure services, tracking cost and benefits Communicate and Engage Engage with GP surgeries, ICS, voluntary sector partners, health & local authorities and other key stakeholders Prepare and facilitate stakeholder meetings and workshops Own and distribute project highlight reports and newsletters keeping stakeholders informed on developments Attend and actively participate in team and project meetings Assess and implement new contractual requirements Review all contractual requirements and ensure these are met Liaising with the Data team to ensure the correct data is presented for compliance Respond to GPN, GP Practice and system requests for support with specific projects or initiatives Capture and share learning across GPN Support Workforce Expansion Projects Plan and support the recruitment and training of new staff Lead quality improvement projects aimed at maximising the effectiveness of new roles Identify and develop opportunities for provider partnerships to introduce new capacity to General Practice Leading the Mental Health Service Leads team including their 1:1s, performance managing and yearly appraisals Clinical and Operational Governance Maintain the robust clinical governance and risk management procedures Ensure a strong staffing structure is in place with resilience Ensure CQC compliance To monitor and report on significant events and undertake appropriate audits and create action plans with follow up where required Review and maintain risk registers and log, escalating any immediate risks to senior management Maintain a full, accurate and up to date knowledge of industry changes and legislative requirements To effectively manage any complaints from patients or other bodies To ensure patient surveys are undertaken, analysed and action plans are developed and acted upon

A Senior Public Health Commissioning Manager is required to have responsibility for the delivery and transformation of Public Health commissioning of prevention and health improvement services to ensure that they make the maximum contribution to improving Public Health Outcomes. The post will also provide support to other commissioning activities undertaken by the Public Health Directorate when appropriate. Responsibility for the commissioning and delivery of high-quality commissioned services (internal and external), integrated system-based approaches in meeting need across both councils, financial resources to ensure resources and any associated budgets deliver project /service, and business planning objectives to ensure value for money and savings targets identified during the budget setting process are met.

Key responsibilities:

Take responsibility for all commissioning intentions and activity for the delivery, planning and transformation activities relating to prevention and health improvement. This includes robust needs analysis, public health evidence review and interpretation, data interrogation, service specifications, procurement, any related governance, delivery against service key performance indicators and transformation projects.
Develop and lead a multidisciplinary commissioning team that includes Public Health staff, local authority staff and partners where required in undertaking significant engagement, continuous market testing/development and management, and provide strong evidence bases to establish whether the experience of customers and the wider community of commissioned provision can be improved and/or better outcomes achieved. In doing so, identify how demand can be managed, and/or costs reduced through adopting different commissioning approaches and/or delivery models.
Lead the senior commissioning managers to ensure resources are allocated in a way which meets the preventative and health improvement needs, including the statutory/mandatory service requirements. This will include ensuring the team is operating within legislative requirements, adhering to corporate procurement policies and contract regulations of both councils. Ensure that commissioning priorities across the service are embedded and delivered.
Ensure robust management of the Commissioning teams overseeing the testing and transformation of commissioning approaches. This will include: ensuring robust structures, plans and change control/risk management procedures are in place to oversee the delivery of transformation; engagement and stakeholder management approaches and plans are developed; communication and delivery of clear commissioning outcomes; clear benefits mapping and oversight of impact and outcomes is developed and maintained.
Ensure that all commissioning strategies, plans, intentions, and outputs are co-produced with relevant stakeholders. Ensure stakeholders are involved, participate, and are consulted on commissioning activity that informs the design and review of provision. This includes ensuring representation at appropriate Partnership Boards, Service User engagement meetings, adult social care for planning meetings.
Ensure that all opportunities for optimising efficiencies across service boundaries locally and regionally are maximised, be that with both Local Authorities and/or external agencies (Collaboratives/Provider Collaboratives//other Local Authorities/District Councils/Voluntary Community Sector/Independent provision) in line with the authorities’ commissioning strategic priorities as determined by the Deputy Director of Public Health (Cambridgeshire).
Manage, monitor, and support budget setting, the development of inflationary strategies and long-term financial planning for all budgets within the portfolio as well as securing and ensuring the appropriate incomes from joint funding organisations. In addition, undertake and lead any associated business cases to increase budgets to meet need and/or additional resource requirements as a result of strategic changes within the community commissioning service and any associated strategies.
Maintain and ensure strategic oversight of the necessary professional relationships with both internal and external stakeholders in order to maximise opportunities to deliver improved quality, efficiencies and promote effective positive change across the system. This role will have responsibility for leading the transformational change needed to improve the commissioning relationship and joint commissioned service provision within relevant areas.

Substantial experience of commissioning within a local authority/CCG/Integrated care System.
Extensive experience of managing teams within the public sector and motivating them to deliver
