2. JOB PURPOSE/SUMMARY The post holder will be responsible for the effective management of Leeds Teaching Hospitals Trust Health & Safety operations across the Trust. The post holder will develop close, collaborative working relationships and a clear communication strategy with Executive Directors, Specialist Risk Advisors, Staff side Union Representatives and colleagues in other departments, including Clinical Service Units (CSUs) and non-clinical Corporate Support teams, establishing a governance framework for the effective management of Health & Safety. The post holder will liaise and engage with external organisations and regulators, including the Health & Safety Executive (HSE) and Care Quality Commission (CQC), supporting colleagues in this process. The post holder will lead on the Health & Safety agenda for the Trust, including the development of policies to support compliance with statutory requirements, providing assurance to the Trust Board. Contribute to the Trusts strategic priorities and delivery of the annual commitments. Leadership and Management Engage and liaise with the HSE, developing effective working relationships. Engage with the Chair of Staff Side and the associated representatives on health and safety matters. Provide professional support to the Health and Safety Consultation Committee. Undertake incident investigations; train and support others to develop skills in undertaking investigations. Undertake complex risk assessments, liaising with operational and corporate leads. Promote a culture of positive learning and staff engagement, based on the principles of continuous quality improvement and Trust values. Contribute to the Trust mechanisms in place to ensure that the learning arising from incident investigations is effectively shared across the organisation, including learning hub and implementation of the Patient Safety Incident Response Plan (PSIRP). Deliver training related to Health and Safety. Support the Trust preparations for inspection by the CQC, leading on compliance with Health and Safety standards and the provision of evidence to support inspection. Provide an expert opinion regarding health and safety legislation on Employers and Public Liability insurance claims. Create and maintain the Trust Health and Safety Intranet site. Provide guidance to operational directors, management teams and Trust policies and procedures in relation to health and safety. Act as the Trust principal co-ordinator for the national Central Alerting System (CAS) maintaining a framework to provide assurance on compliance. Be aware of proposed changes to Health and Safety Regulations and communicate those changes to all relevant managers and staff. Assess the impact of those changes to the Trust and develop strategies for managing the implications. Provide advice, assistance and training to staff across the Trust on the Trust Health and Safety Management System and Risk Management arrangements. Lead on Health and Safety discussions and raise awareness at new staff induction programme. Work in conjunction with the Risk Manager to continue to develop the Trusts risk assessment framework. Participate in QI collaboratives and provide support, as agreed, in conjunction with clinical leads and KPO. Support the Trust in implementing the Leeds Improvement Method (LIM). Support the Chief Medical Officer and Director of Quality to ensure the Trust Health and Safety strategies are understood and accepted by all relevant staff. Provide expert advice on Health and Safety legislation to senior operational colleagues including Clinical Directors, General Managers and Heads of Nursing providing support with the effective management of risks. Lead discussions at Trust Board development workshops regarding Health and Safety legislation and responsibilities of the Board, in conjunction with the Director of Quality.

We are looking for two Senior Programme Managers (one permanent post, and one maternity cover post) to join the Earlier Diagnosis Team to help us achieve our Long Term Plan ambition to diagnose 3 in 4 cancers at an early stage by 2028.

The Earlier Diagnosis Team is responsible for delivering a range of high impact programmes, including the Lung Cancer Screening Programme (LCSP), the implementation of FIT in the Lower gastrointestinal (GI) pathway, and the NHS Jewish BRCA testingprogramme. All these programmes contribute to the earlier diagnosis of cancer by identifying people at high risk of cancer before they have any symptoms and by streamlining pathways to ensure patients are diagnosed in a timely fashion in line with operational standards. The Earlier Diagnosis portfolio is continuously growing and evolving as new evidence emerges, making this both a dynamic and exciting team to beapart of.

The post holder(s) will lead on the delivery of the programmes within the Earlier Diagnosis portfolio. The portfolio of each Senior Programme Manager is set out below. Each candidate should indicate their preference for contract type (permanent/maternity) and the portfolio of work (LCSP or Bowel/Genomics). Senior Programme Manager for the LCSP Programme

Primary responsibilities:
• Leading the LCSP team to deliver an exciting, world-leading programme to diagnose lung cancers earlier, reduce health inequalities and save lives.
• Leading the expansion of the LCSP programme to achieve the national ambition to reach full roll out of the programme by 2028/29.
• Working closely with partner programmes and organisations, including Cancer Alliances, NHS Trusts, and senior clinicians to ensure their support and activity in project delivery.
• Engaging extensively with stakeholders, such as charities, DHSC, Royal Colleges, and patients, to ensure they are part of the design and delivery of Cancer Programme projects.

Senior Programme Manager for the Bowel Cancer Transformation and Cancer Genomics programmes (Bowel/Genomics)
Primary responsibilities:
• Leading the delivery of the programme of work to implement FIT in the bowel cancer pathway, overseeing and addressing performance issues.
• Horizon scanning and policy development as new evidence emerges on the use of risk stratification tools in the bowel cancer pathway.
• Leading and overseeing delivery of the NHS Jewish BRCA testing programme and the Retrospective Genetic Testing Programme, managing relationships with various stakeholders including charities, Genomic Medicine Service Alliances and Genomic Laboratory Hubs.

This role sits within the Public Accountability, Communications and Engagement function in the Strategy directorate. The function works to deliver NHS England’s obligations under the NHS Constitution that all NHS bodies must “engage in a full and transparent debate with the public, patients and staff”. • Develop credibility as a communications adviser, providing advice and support whilst building strong relationships within their assigned area(s)

• Liaise with appropriate functions within the regions, organisation and the Sector.
