Job Description

Claims Service

• Work within local and regional on operating processes and claim handling procedures to ensure that quality claim service is rendered to all customers in accordance with Claims Philosophy.
• Effectively assist Consumer Claims Lead to manage A&H claims underwritten or reported in Singapore against policy terms and conditions, claims best practices guidelines, statutory and company guidelines, local operating procedures and claims management guidelines.
• Evaluate the cost effectiveness of claims handling procedures. Recommend improvements to reach optimum performance and service standards.
• Attend to claim enquiries and feedback, maintain positive relationship with all customers, brokers, service providers etc,
• Claims costs containment and loss dollar management – accurate interpretation of policy coverage, close liaisons with underwriters and internal colleagues to manage accounts and on risk improvement and suspicious claims, claims data and loss trend analysis. Contribute to discussions with business units for products developments and loss control.
• Ensure that Consumer Claims Lead and appropriate Underwriters, as required, are made aware on a timely basis of specific claims issues or trends which may impact underwriting decisions.
• Use external resources in accordance with the guidelines and philosophies. This includes the engagement of appropriate service providers where required and management of such providers and cases towards the timely and effective resolution of the matter.

Claims Quality

• Manage and handle claims to finality within designated Settlement Authority and Claims Management Guidelines, including timely action, appropriate investigation, regular case reviews and proper evaluation are taken in all claims.
• Ensure that loss reserves are set and maintained in accordance with guidelines, timely updates of claims data made into systems and correctness of systems and file records,
• Comply with company quality review program guidelines and ensure corrective action is complemented as necessary.
• Complete Reserve Reconciliation and Advocacy reviews in accordance with guidelines.

Expense Management

• Provide input to, and in association with Consumer Claims Lead to monitor and control department operating budget (UCE) by ensuring departmental controls are prudently applied and interests are always protected.
• Manage and monitor Allocated Claim Expense (ACE) and adhere to all controls and guidelines.

Others

• Maximize recoveries from insurers, salvage dispositions, subrogation or other recovery proceedings through close monitoring. Ensure timely advices, relevant supporting documents and responses to enquiries are provided to coinsurers / reinsurers to settle their share promptly.
• Provide and/or assist with the provision of statistical analysis and operational reports.
• As required, to provide Claims Representation/Support including visitations, meetings, presentations, etc. with Underwriters and/or Business Unit.
• As required, assist in claims related projects including UAT etc, and other projects/assignments or tasks, as assigned.
• To meet or exceed the expectations/objectives set on the individual’s and the Team’s yearly goal setting.

The Local Recovery Coordinator (LRC) functions as a champion and advocate for the recovery model. LRC also serves as a recovery ombudsman to the Associate Chief of Staff of Mental Health (ACOS-MH), program managers, and staff on recovery and implementation of recovery-oriented services. In conjunction with the ACOS-MH, the LRC develops a 3-5 year plan for the facility that identifies staged implementation of recovery-oriented services (e.g., use of recovery plans). LRC is responsible for coordinating the evaluation of recovery implementation at the facility and reporting results to the National Recovery Coordinator (NRC). With guidance from the NRC, the LRC will implement measures to assess recovery policy and procedure adherence, as well as assess the extent that the recovery model is embodied in the Mental Health programs. Some of the duties include, but are not limited to;

• Develops an ongoing education plan for providers, Veterans, and families that includes recurrent didactic presentations about elements of recovery (e.g., recovery plans) and recovery implementation by experts.

The Senior HUD-VASH Social Worker may be assigned administrative responsibility for clinical program development and is accountable for clinical program effectiveness and modification of service patterns. Assignments include clinical settings where they have limited access to onsite supervision such as CBOCs or satellite outpatient clinics. The senior social worker collaborates with the other members of the treatment team in the provision of comprehensive health care services to Veterans, ensures equity of access, service, and benefits to this population, ensures the care provided is of the highest quality.

The Senior HUD-VASH Social Worker provides leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned social work staff. They serve on committees, work groups, and task forces at the facility, VISN and national level, or in the community as deemed appropriate by the supervisor, Social Work Executive or Chief of Social Work Services.

Additional Duties include not limited to:

• Adhere to Service Line Agreements, (SLA) Standard Operating Procedures (SOP) for documentation. Adhere to approved templates and required standards for documentation as outlined by accrediting bodies such as Joint Commission, CARF, and/or revenue sources providing funding to Veterans Health Administration (VHA).
• Provide documentation sufficient to meet the needs of various interdisciplinary teams engaged in the discharge planning process both within the facility and for potential placement and/or aftercare programs/facilities.
• Adhere to SLA, SOP, and directives for clinical contact with patients, families, and collateral providers over the course of treatment, which includes pre-admission, program participation, and post-discharge follow-up.
• Provide individualize care coordination and discharge planning highlighting patient's strengths, needs, abilities, and preferences within patient interaction, Interdisciplinary Team (IDT) meetings, along with family and collateral contacts.
• Advise supervisor and IDT on identified treatment goals, priorities, and disposition options and progress.
• Ensuring patients have access to care via completion of required documents, 1010s, Advanced Directive, and other forms that assist with access to care within the VA or the community.
• Will participate in survey accreditation(s) ensuring standards are adhered to within their social work practice, unit/service and at the facility level as well (i.e. infection control and safety).
• Participate in all assigned supervisory meetings to include individual, team huddles, and will participate in, both social work and matrix, staff meetings.
• Will participate in coverage for social work services on the assigned unit/service, and when needed for other social work teams inpatient and outpatient as needed.

Job Summary

Site BD Excellence Engineer will be passionate about creating a culture of operational and customer excellence, implementing change, and driving Continuous Improvement (CI) within the site or specific manufacturing unit/s.

Job Responsibilities

• Active member of Focused Improvement component team.
• Develop and grow problem solving capability at all levels.
• Support implementation of CI projects across all dimensions SQDC.
• Help coordinate activity of component teams and focused improvement project teams to eliminate loss, according to strategic goals.
• Help generate, sustain, and deliver a multi-year Cost to Win (CTW) portfolio, support governance processes, and optimization of the site loss landscape. Help meet or exceed CTW (Cost to Win) goals through leading and /or supporting Focused Improvement team savings projects (Loss Landscape).
• Teach and coach BD Excellence concepts and systematic approach, including strategy deployment, core components, Zero Loss mindset and all related methodologies / tools.
• Lead and facilitate breakthrough Kaizen events and support other BD Excellence components in problem solving capability development.

• Help develop and grow capability through components and component teams to establish the fundamentals of excellence in safety, quality, and reliability.

Preferred Requirements

• Bachelor’s Degree in Engineering trade preferred.
• Minimum 3 years manufacturing experience in a plant.
• Previous experience in implementing, and strong knowledge of, Lean and Six Sigma business systems. Six sigma green or black belt certification preferred.
• Experience in Total Productive Maintenance or Industrial Engineering is an added advantage
• Demonstrated passion for safety, customer centricity and operational excellence.
• Understanding of the interaction between operational excellence and customer service.
• Excellent and effective verbal and written communication skills with people at all levels.
• Track record in project or program management.
• Experience of working in a multi-site and multi-cultural environment.
• Business acumen and ability to display the linkage between projects and desired business results.
• Able to develop compelling business case for resource investment, aligned with CTW finance policies and guidelines.

Specialized treatment services are provided in various community settings, including the Veterans' home, residential care homes, or other supportive housing, contract nursing homes, and various other community locations. Work is done in the context of an interdisciplinary treatment team, and extensive liaison activities with other VA and community partners are required to provide continuity of care for assigned Veterans in outpatient settings

Veterans treated are within a geographical area of approximately 50-mile radius, with an approximate case load of between 10-15 Veterans. Their psychiatric and psychosocial needs are complex and require a high degree of clinical oversight and high level of problem-solving capabilities. The position is separate from the medical center, is community based and approximately 75% of treatment occurs in community or home based settings. The Senior Social Worker practices independently, using professional judgment and expertise to make decisions about services and treatment provided to Veterans and their families.

Duties include but are not limited to:

• Provide intensive case management and treatment services to assigned veterans and significant others, consistent with the goals and methods of MHICM and the VA Mental Health Initiative and with all relevant Medical Center policies and procedures. Intensive case management services are characterized by assertive outreach, individualized treatment planning, multidimensional orientation, and intensive delivery of services.
• Frequent (at least weekly and sometimes daily) direct contact with Veterans and persons involved
  in Veterans care to provide therapy and support. Frequency of contacts is increased in times of crisis.
• Participate in team staffing regarding patient selection, determination of treatment plans and goals, progress evaluation, discharge planning, and after care.
• Work assertively and consistently with VA staff and inpatient teams to assure continuity of care by providing consultation regarding clinical needs, treatment plans, and case management services for assigned patients.
• Completes clinical documentation according to MHICM and Medical Center standards; this includes but is not limited to electronic progress notes, clinical progress reports, the Initial Assessments and Multidisciplinary Treatment Plans.
• Coordination of work with other clinical programs and product lines that share the care of assigned MHICM patients, including but not limited to Substance Abuse, Recovery and Supportive Employment programs. In pursuit of programmatic and treatment goals, maintain effective working relationships and other professional and administrative personnel both within the Medical Center and in the community.
• Engages in coordination with VA, community agencies, and professional organizations and individuals as needed to carry out assigned developmental and implementation responsibilities.
• Required to travel on a regular basis to other locations of care within the North Florida / South Georgia Veterans Health System to carry out job duties/assignments, as well as, required to drive and/or travel using personal or government vehicle to other sites of care including veteran's homes and community sites as necessary.
• Must be able to safely operate a government vehicle for community work and transportation of Veteran patients.
