What will you be doing?

Working within the Finance and Contracts team you will be supporting the Finance Managers with the financial and contractual administration of research programmes. Some of the key tasks of the role are:

Reviewing and approving contracts and contract variation documentation
Reviewing projects financial reconciliation statements and proceeding tasks associated with financial assurance
Releasing, monitoring and reprofiling project payments
Providing support and advice on financial processes and procedures

The Professional Standards Team (whose functions include Performance, Appraisal and Revalidation and National Performers Lists Management) is responsible for ensuring high quality and safety of primary care services by managing any concerns relating to primary care practitioners across the three (GPs, dentists, and opticians) independent contractor groups.

The Responsible Officer (RO) Regulations provide an unprecedented degree of leverage to ensure the quality of medical staff and safety of care across all NHS and independent sector providers. The Professional Standards Team ensures that recommendations for Revalidation are completed appropriately.

The Professional Standards Team carries out all functions associated with the Responsible Officer (RO) Regulations and support the RO in making recommendations to the GMC regarding the revalidation of NHS GPs.

Medical revalidation is a statutory process where licensed doctors in England must demonstrate to the General Medical Council (GMC), usually every five years, that they are up to date and fit to practise. During the five-year period we ensure arrangements are in place for doctor to undertake an annual appraisal in accordance with the regulations.

Designated bodies with prescribed connections to doctors must appoint a Responsible (RO) Officer. Designated bodies, of which NHS England is one, have a statutory duty to support their RO in discharging their duties.

Performance of GPs, Dentists and Ophthalmic Practitioners is managed through the Performers List Regulations, whilst Pharmacists are managed in conjunction with the General Pharmaceutical Council (GPhC).

The Professional Standards Team supports the administration of appraiser payments, including the issuing of Solo forms and pension contribution queries.

The role
As a Finance Manager, you'll have a role that's out of the ordinary. You'll support the Business Facing Finance Director and Business Facing team. This is a key role within the business with a focus on increased controls around budgeting, forecasting and reporting.

Day to day, you'll liaise with the Land Sector Shared Service team (SSC), SAP SSC, Operations and Senior Management teams. This Role is a vital link between Finance and the contract. Cost drivers from the production operations need to be properly understood and communicated in the business.

• Reporting of the contract or site monthly accounts, budgets, forecasts and strategic plans
• Deputising for the Head of Finance when required
• Key member of contract/site' senior management team
• Supporting identified continuous improvement projects on behalf of the Finance function
• Identifying opportunities to improve the service

This role is full time 37 hours per week and will be based at our Lakeside, Portsmouth with hybrid working from home arrangements.

Essential experience of the Finance Manager:

• Ability to understand and manipulate data to present clear and concise financial messages for review
• Ability to ensure deadlines and targets are achieved or surpassed
• Extensive experience in the use of Microsoft Office 2010 suite of applications including Excel, PowerPoint, Word, Visio and Outlook
• Experience of Finance IT applications (e.g. SAP, NAV (Navision, IFS etc.)

Qualifications for the Finance Manager:

• Relevant recognised professional qualification, proven experience post qualification or qualification by experience

The successful candidate must be able to achieve SC security clearance for this role.

The role

As a Training Needs Analysis Manager, your role will be to manage the Training Needs Analysis (TNA) function. Also, you'll ensure opportunities, whether internal or external, are accurately costed, planned, and approved. Ensure the team undertakes activity in line with agreed priorities and processes (using a Systems Approach to Training (SAT)), and outputs meet the agreed standards / deliverables.

You will also support and work with Functional Leads and Line of Business teams to develop future TNA based opportunities aligned to the Training growth strategy. Where necessary your role will be to undertake TNA activity.

Day to day, you'll:

• Manage the Training Needs Analysis (TNA) team and where required undertake TNA activity.
• Ensure the TNA team use best practice and deliver a range of TNA related outputs required for the programmes / contracts.
• Provide oversight to ensure TNA activities are delivered against the correct time, cost and performance criteria, ensuring outputs meet the required quality standard (including provision of Scoping Exercise Reports, Role Analysis (RA), Training Gap Analysis (TGA), Training Options Analysis (TOA) and Training Needs Reports). * Contribute to the delivery of optimum service levels against the customer's Statement of Work whilst managing customer expectations.
• Be the escalation point for customer or team concerns, issues, or complaints.
• Provide TNA subject matter expertise to the customer and wider Training Business Unit.

This role is full-time, permanent and can be based at either our Portsmouth, Andover or Lyneham sites with hybrid working options. There is a requirement to travel to other sites within the UK, and occasionally overseas, as part of the role.

Essential experience of the Training Needs Analysis Manager:

• Extensive Training Needs Analysis (TNA) experience
• Extensive Systems Approach to Training (SAT) experience
• Understanding of the Defence training environment * Understanding of JSP822 - The Defence Systems Approach to Training

The successful candidate must be able to achieve SC security clearance level for this role.
