Communication and Working Relationship Skills To work collaboratively with internal/external stakeholders and safeguarding teams Ensure all staff are fully briefed; understanding the care pathway processes, signposting people safely and effectively Demonstrate effective communication skills within the service and with partner agencies, communicating complex and sensitive information appropriately Work closely with referring services and commissioners regarding quality standards and key performance indicators Build and maintain local, regional/national links and networks to promote the advancement of the service. Promote involvement and sustainability of users of services with regards to team developments; developing mutually helpful working relationships Provide professional advice and consultancy to the multidisciplinary team members, carers and other services Undertake some clinical interventions according to demand/capacity Undertake teaching sessions and presentations Co-ordinate and investigate complaints and grievances, identifying performance management issues; taking action as necessary whilst ensuring any lessons learned are identified and disseminated accordingly. Ensure that any learning from SUIs and RCAs is identified, disseminated and where necessary implemented into practice. Planning and Organisational Skills Co-ordinate and participate in multi-agency forums ensuring that the development and delivery of integrated local services is in line with local need. Ensure that service delivery activity is delivered in accordance with agreed quality and performance standards, service level agreements. Ensure that governance and assurance systems are in place for care pathways/clinical practice; providing expert professional advice with regards to clinical care, incidents and complaints. Ensure that services are delivered by practitioners with the appropriate knowledge, skills and competencies. Coordination of multi-disciplinary team working and engagement in service delivery in line with practice standards. Pro-actively lead on service business continuity, working with management to ensure there is a robust plan in place for the service; aligned with Trust policy/protocol. Ensure adequate staff numbers in the delivery of service safety and efficacy Ensure quality improvement systems are in place, promoting a safe, effective, responsive, well led and caring service. Contribute to the ongoing operation and development of the service; data monitoring in the context of service evaluation. Responsibility for Patient/Client Care, Treatment and Therapy Promote and develop high standards of clinical care Promote and support implementation of care ensuring active involvement of service users and their carers. Ensure effective care pathways are in place for transition between services/providers. Ensure the availability of choice that meets the needs of the local population Work closely with other Trust services, the voluntary statutory and independent sectors to ensure effective care planning which incorporates implementation of key success criteria for NICE guidance e.g. CPA, Preventing Suicide, Information sharing etc. Monitor, evaluate and action plan staff members with regards to their clinical performance, administration and teaching delivery. Participate in safeguarding children to level 3 as set out in Safeguarding Children and Young People: Roles and Competencies for Health Care Staff. Ensure that appropriate action is taken to safeguarding adults and children. This will include providing and receiving highly complex and sensitive information in relation to safeguarding adults and children, co-ordinating and chairing safeguarding meetings and implementing relevant care plans. Be responsible for maintaining clinical governance standards within the service Be responsible for the maintenance of health & safety standards within the service. Ensure robust risk management systems are in place. This includes the development of both clinical and general risk assessments and risk management plans/risk register. Have an on-going awareness of high clinical risk situations within the service and advise clinicians on actions to be taken to respond to risk. Review all incident reports and complete serious incident reports Chair meetings relating to clinical management of individual clients where high levels of risk are involved. Attend other meetings relating to risk management where other agencies have a statutory role as chair. Responsibility for Policy and Service Development Implementation Take a lead on specific areas of service effectiveness across the network to ensure the development of local expertise, ongoing service improvement and professional monitoring of standards. Undertake programmes of audit and research within the service and implement the findings. Assist and negotiate changes in practice, required to meet ongoing service developments. Identify and implement best practice in the delivery of mental health services within the service and disseminate throughout. Participate in the maintenance of current services and future developments Initiate service developments and projects Plan provision of local services in conjunction with the service manager and other managers. Regularly undertake a review of managerial and operational systems Responsibility for Finance, Equipment and Other Resources Be responsible for the management of Health Care budgets within the service, both pay and non-pay, to ensure the optimum use of available resources. Responsibility for Human Resources, e.g. Supervision, Training, HR Advice and Management Lead and operationally manage a team of staff ensuring that they operate within Trust policies and procedures. Manage the overall day to day work load with the Service Practice Leads dealing with staff and performance issues as necessary. Recruit and select staff within the team according to resource requirements and ensure that new staff receive an induction programme. Ensure implementation of appropriate management supervision arrangements for all staff and provide effective management and supervision to all staff. Ensure that all staff receive training in accordance with their development plan and requirements for their professional registration. Ensure completion of all appraisals to support staff development Ensure that all staff are compliant with the Mental Health Capacity Act, Mental Health Act and other relevant legislation. Contribute to, and lead where applicable, the design and implementation of effective workforce planning and development. Facilitate, co-ordinate and monitor all operational aspects of the activities carried out by the service. Ensure that the service assurance framework is regularly reviewed Responsibility for Information Resources and Administrative Duties Ensure that activity data is collected and presented to the relevant management forums in the agreed format. Participate in the development, implementation and evaluation of integrated IT systems and ensure efficiency of use. Participate in the development, implementation and evaluation of multi-disciplinary clinical records. Be responsible for reviewing and acting on service dashboard data Be responsible for the performance management of staff including reviewing incidents and complaints to ascertain and implement learning points. Ensure that delegated performance targets are met and that any shortfalls in resources or mitigating factors are identified and escalated to the appropriate manager. Ensure feedback is collected from service users, their carers and referrers to the service. Responsibility for Research and Development Participate in the service governance and research agenda e.g. clinical audits, quality improvement, NICE standards and evaluation research. Freedom to Act To act as an autonomous professional with responsibility for the supervision of the practice of others, making decisions to prioritise care across the team as appropriate. Ability to make decisions, even in times of pressure or distress, in a thoughtful and informed way to meet the needs of service users and staff.
