PRIMARY PURPOSE: To serve as Logistics Manager for the Logistics Readiness Squadron (LRS) with responsibility for analyzing logistics contingency readiness programs and plans, providing advice and assistance to the Squadron Commander, and long-term planning for the squadron capability to support base readiness. Also serves as supervisor over Quality Assurance, Functional Systems Management, Resource Management and Squadron Training offices.

DUTIES:

1. Plans, organizes and oversees the activities of the LRS and provides advice and assistance to the squadron leadership on business processes and performance/efficiency of the squadron.
2. Exercises supervisory personnel management responsibilities.
3. As the squadron senior technical advisor on logistics readiness and Aerospace Expeditionary Forces (AEF) issues, performs/leads studies, and provides technical advice and assistance on development and implementation of readiness mission capabilities associated with: critical cargo and passenger movement, supply chain management, equipment and vehicles, vehicle maintenance, warehousing, deployment/reception and deliberate planning and operations, global fuels and cryogenics, Quality Assurance and plans, programs, resource agreement, policies and procedures.
4. Represents the installation for wing/squadron logistics readiness issues at higher management-level meetings within the organization and at conferences with MAJCOM, HQ USAF, DOD, and other agencies.

The primary purpose of this position is to serve as Air Reserve Technician (ART) officer position to serve as Operations Group Commander/ Senior ART and as such, manage the flight operations function on a daily basis.

RESPONSIBILITIES:
1. Responsible to the Aircraft Operations Officer/Air Commander for all matters pertaining to operational readiness and effectiveness of the unit.
2. Directs all operations and maintenance training programs for the Squadron.
3. Instructs or examines pilots in flying proficiency, plans flights and training missions, evaluates pilots, plans course outlines. Ensures the operational readiness and effectiveness of the unit.
4. Analyzes directives from higher headquarters and information available in form of accident reports and mission readiness reports in order to develop operational plans, standard operating procedures, and implementing instructions.
5. Ensures the operational readiness and effectiveness of the unit. Ensures effective unit manning, retention, and recruitment of personnel. Observes and evaluates effectiveness of training programs and operation of other activities supervised.
6. Supervise, direct and monitor operations programs for the training of a Reserve flying unit, including flight operations, unit training, intelligence, communications and tactical planning.

DUTY 1:
Performs Career Broadening assignments/duties; analyzes and evaluates a wide range of complex AF wide functional requirements, objectives, operating methods, and new and proposed regulatory guidelines. Determines effectiveness of the Career Field Management Program relative to job assignments, career development and progression, functional and mission objectives, and career force structure. Develops and studies statistical, position, and organizational data, as well as technical or specialized operational data, to initiate appropriate career field actions concerning organizations and employees/positions in the assigned career field. Develops and plans milestones for successful implementation of these actions. Coordinates requirements and procedures with Air Staff functional managers and activities. Establishes work operations and controls to institute complex program concepts and provisions, and assure effective administration of the career field. Plans, organizes, and administers meetings for Career Field Development Team (DT) and specific panels to review and approve program initiatives, procedures, and related business. Drafts recommendations for presentation to the Development Team on implementation of career development strategies. Utilizes qualitative and quantitative methods to assess and improve management systems processes.

DUTY 2:
In a Career Broadening capacity, advises/counsels managers, supervisors, and employees on the continually changing needs of the functional career management program. Provides advice and guidance on career progression, training, assignments, program objectives, general operational requirements, and career management actions proposed or initiated in support of career program objectives. Coordinates actions with appropriate management officials, supervisors, and employees at all organizational levels as necessary. Advises Air Staff and operating level functional chiefs, senior Development Team members, and designated panel members on all aspects of career program training and development. Proposes new or revised operating procedures, program coverage, and other items for discussion and implementation. Utilizes personnel data systems to extract and review data to analyze and counsel candidates on career management programs or issues.

DUTY 3:
Analyzes and evaluates the force structure to identify training and/or recruitment deficiencies and categories of positions/employees to be included in the assigned Career Field Management Program. Formulates plans to correct deficiencies by preparing and/or identifying appropriate training programs, courses or sources of training. Establishes training and development programs to meet future needs. Administers and controls centralized referral for placement or promotion actions by screening employee experience and specific job requirements; determining applicability of assignment actions to both career progression and mission objectives; and certifying individuals for selection by functional managers. Develops and maintains career patterns, master development plans, and staffing qualification assessments in conjunction with appropriate functional managers and human resources representatives to ensure proper and adequate career progression and availability of a skilled work force. Prepares, analyzes, and makes recommendations concerning program criteria, types of positions to be included, functional coverage within assigned occupational groups and exceptions or waivers to existing policies and procedures. Reviews specific training/development requirements of positions and recommends individuals for attendance at long-term training. Monitors individuals in long term training and works outplacement follow-on assignments. Determines Air Force wide need for career intern and career broadening positions based on projected requirements, funding, and functional area objectives.

DUTY 4:
Analyzes, develops, prepares and presents promotional material. Utilizes an appropriate combination of correspondence, publications, personnel media, guides, pamphlets, meetings, telephone calls, information letters and briefings to publicize the career program at all Air Force levels, to registrants and the functional community, taking into consideration such things as funding, the target audience, the message to be transmitted, time constraints, etc. Provides briefings for Air Staff officials, functional managers, personnel representatives, professional groups, etc., to outline program requirements and procedures. Briefs staff activities as required on program progress, proposed revisions, and management considerations. Provides assistance to Air Staff activities in developing and administering recruitment plans and actions to meet Air Force-wide needs in assigned occupational areas.

• Directly assists the Wing Commander/director in the management of all Wing readiness program functions for 42 ABW Readiness Airman Training. Serves as the Office of Primary Responsibility (OPR) for 42 ABW Readiness programs and will accomplish all planning and programming required for conducting Readiness Training.
• Air Base Readiness Integrator Develops Airman Readiness course training standards, syllabus, instructor & student responsibilities, academic evaluations, and mission evaluations to the approval authority.
• Conduct assessments in all aspects of multidisciplinary security of DoD weapon systems, which includes interoperability, risk identification and mitigation, incident response, mission assurance, and exercise mission areas. Consults with intelligence, maintenance, munitions, operations, other mission support functions, and applicable mission partners. Leads the SFE's Integrated Tactics Network (ITN) that encompasses the total force (Active, Guard, Reserve) as well numbered air force, wings, operations groups, security forces groups and squadrons responsible for ensuring the development and publications of TTPs, best practices, lessons learned, and TD&E processes.
• Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force Planning, Programming, Budgeting, and Execution Process (PPBE) support actions. Executes readiness Integration POAM actions and funding requests. Tracks and updates POAM actions, assist/advise with funding solutions. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and thereby improve overall defense level planning in areas of assignment.
• Manage files, libraries, and databases. Supports tactics development and dissemination responsibilities IAW AFMAN 11- 260/applicable Tactics Development Program guidance.

• Serves as the producer, director, scriptwriter, videographer, and editor for original but well-precedented audiovisual productions.

DUTY 1:
Performs Career Broadening assignments; Provides enterprise and subordinate organizations with authoritative guidance on aspects concerning physical security programs for the protection of classified national security information, both Sensitive Compartmented Information (SCI) and collateral information.
Manages the physical security requirements for Sensitive Compartmented Information Facility (SCIFs). Reviews pre-coordination requirements and recommends approval/disapproval prior to the construction of new SCIFs to include concepts of approval, fixed facility checklists, and formal accreditation. Recommends approval/disapproval prior to the accreditation of Temporary Secure Working Area (TSWA) requests on behalf of the enterprise IAW
DoD and AF regulations. Develops enterprise security policy and risk management assessments within general guidelines provided by the National Security Agency (NSA), DoD, Defense Intelligence Agency (DIA), and Headquarters United States Air Force (USAF). In situations where guidelines are not available or modifications are required due to unique intelligence operations, incumbent must draw upon a broad base of experience in physical security to independently establish guidelines for the enterprise.

DUTY 2:
Administers the Information Security program. Serves as a security professional for the development, testing, fielding, and protection of sensitive technologies. Researches, interprets, analyzes and applies security guidelines from various sources for local application. Develops and implements security plans and procedures such as standard operating procedures, system security, program test, treaty verification preparation, deployment, and operations security (OPSEC) plans for personnel and facilities that support advanced or special programs and sensitive compartmented information material. Conducts and documents regular self-inspections of special access program facilities and operations. Assesses the security posture and sets goals and courses of action to correct deficiencies. Maintains Top Secret Control Accounts, and strict accountability of other accountable material. Leads or performs security investigations for incidents involving the actual or possible loss, compromise, or inadvertent disclosure of classified information. Performs technical reviews of incident reports and recommends appropriate corrective actions to the commander and higher headquarters. Assists in developing security classification guides for various technologies.

DUTY 3:
Administers the Industrial Security Program. Implements and administers the Industrial Security Program through the use of DoD, USAF and MAJCOM directives and procedures. Manages contractor-related security actions for the protection of special access program information and other sensitive information originated or controlled by the DoD and other agencies. Reviews solicitation and contract documents to ensure they include the appropriate security clauses and verbiage. Assists with input of security requirements within Statement of Work, Performance Work Statements or Statement of Objectives. May conduct industrial security inspections of integrated contractor work areas for adherence to classified contractual efforts in accordance with the Visitor Group Security Agreement and the National Industrial Security Program Manual. Reviews DD Form 254, DoD Contract Security Classification Specifications for technical accuracy and sufficiency of classification guidance prior to approval. Reviews personnel security clearance investigations for derogatory information or potentially disqualifying information. Determines the seriousness of the derogatory or disqualifying information and recommends approval / disapproval for program access as appropriate.

DUTY 4:
Administers the Personnel Security Program. Establishes local procedures for processing requests for classified information access for military, civilian, and contractor personnel. Initiates and reviews requests for personnel security investigations consistent with directives. Responsible for the classification management program and supports special access program manager in developing classification guidance and making personnel security decisions. Ensures requests for program access are properly screened and verified, and that all necessary forms and documentation have been completed before processing for access. Analyze each request to determine validity and eligibility for access in accordance with policies. Prepares and transmits various reports and requests such as Transfer-of-Access and travel reports. Reviews personnel security decisions of lower-ranking personnel for accuracy. Investigates personnel security suitability issues and prepares and transmits adverse information reports to higher headquarters. Prepares and utilizes security databases, rosters, and other tools necessary to administer the personnel security program.

• Reviews Government/Commercial Bills of Lading. Inspects shipments for any discrepancies to classified or general cargo.
• Ensures all commercial freight bills received from carriers are documented and input into CMOS according to established procedures.
• Receives Reports of Shipments (REPSHIPS) from originating shipping activities for classified, hazardous, and other special handling cargo destined for Holloman AFB.
• Receives and processes the tracer and exception lists submitted from base supply and other agencies. Uses CMOS to run queries on shipments as part of tracing procedures.
• Identifies freight found by the Air Force Government Cargo Recovery Effort Program (GOCARE) or the carrier by comparing stock numbers, invoice numbers, and item numbers contained in CMOS.
