What is the role?

The Estate Operations Manager is responsible for managing all aspects of Estate Services for Housing, Neighbourhood and Building Services sites, and additional PCC sites managed under 'service level agreements'. Estate Services comprises of all cleaning and grounds maintenance tasks, estate-based functions, and investigations such as fly tips and routine checks. The management of this significant logistical operation makes this a challenging role, influenced by the large number of personnel and sites responsible for, fleet management, equipment to be used by the service as well as servicing and repairs of that equipment, and staff related matters - to meet the shared purpose of:

‘Helping to keep the city (local area) safe, clean, and tidy, and provide advice / support when necessary’

There are 5 area offices containing a combination of Green and Clean and Estate Wardens. Typical team sizes vary from:

• 2-3 Estate Operations Supervisors
• 25-40 Green and Clean operatives
• Up to 5 Estate Wardens

In addition to the area offices there is one Manager responsible for the Housing Depot. The structure is as below:

• 1 Estate Services Team Leader
• 1 Estate Operations Supervisor
• 6 Resource Controllers
• 17 Housing Depot Operatives
• 14 Public Conveniences Cleaners
• 14 Cleaners

Finally, there is an Operational Support Manager role that completes all elements of the above management roles. This is supportive to the resilience of the management team providing backfill, ad hoc tasks and project management roles.

All these management roles are referred to as the Estate Operations Managers. Those in these management roles are subject to rotation and change based on the needs of the service.

Estate Operations Managers will gather data, analyse it, and use it to improve their understanding of how the service operates, including the demands residents make on the service and their satisfaction with it. Working with staff to identify areas for improvement and implement them, experimenting where required.

Estate Operations Managers will liaise with Councillors and work with them to address local resident issues and concerns.

Estate Operations Managers will manage

• all levels of informal and formal absence management, including presenting at formal hearings.
• Formal action - All stages of informal and formal performance and disciplinary action will be required, including presenting at formal hearings.

Who is the person?

You need to:

• Be an excellent communicator, who has the ability to listen and talk to a range of people from cleaning operatives to Councillors.
• Have had some experience in a management role, with experience of managing people, sickness absence, knowledge of HR Policies an advantage.
• Have an understanding of systems thinking methodology and experience of using the method and experience of using this to develop a service or staff.
• Have good IT skills and experience of using databases and spreadsheets, particularly to manipulate/analyse data.

What is the role?

We are looking for an Electricity Utilities Site Supervisor to join our team in the South of England.

As a Site Supervisor, you will play a crucial role in our in-house construction team.

Your responsibilities will include delivering capital projects and replacing Electrical Assets ranging from 11kV to 132kV in substations across the south.

What do I need?

Experience working in operational electricity substation environments from 11kV - 132kV and a good working knowledge of the Construction and Design Management (CDM) Regulations especially in representing the Principal Contractor.

To be considered for this role, we would love you to have:

- Formal qualifications such as IOSH, NEBOSH, SMSTS, first aid at work, EUSR.

- Experience of supervising a working party in a live electricity substation environment.

- Knowledge and experience in CDM and COSHH Regulations.

- Formal qualification in electrical engineering.

- Experience in co-ordinating site teams and proactively supervising site works to ensure excellent standards in Health, Safety and Quality.

The Service:

Portsmouth City Council Housing Service manages over 17,000 council owned and leasehold properties in Portsmouth and Havant making it the largest social landlord in the area. If you are successful in your application you will be required to work at any one of the seven Area Housing Offices.

You will join an experienced management team ensuring the delivery of an effective service to meet our customer’s demands. The Estate Manager leads and develops the Housing Officer team. Estate Managers are a significant influence within the area office management team assisting the Area Housing Manager to understand how the Housing Officer team perform against the stated purposes for our services, and how effectively our services pull together to meet the customer’s needs.

What is the role?

You will be responsible for leading and developing a team of Housing Officers and to equip them to deliver effective responses to a range of tenancy management issues.

Primarily, you will lead and support Housing Officers in:

• Managing rental income, ensuring they are equipped to engage and enable our customers to make good financial decisions that mean they can sustain rent payments.
• Letting empty properties and working with all the stakeholders who are part of this process.
• Responding effectively to reports of Anti-social behaviour, liaising with other agencies/services as needed.
• Providing advice and guidance on key tenancy issues including successions, assignments and priority housing transfers.

The Service:

Portsmouth City Council's Housing Needs, Advice & Support Service works directly with customers to help deal with housing issues and prevent homelessness in the city. We are a busy front-line service dealing directly with customers, many of whom are vulnerable and/or facing homelessness. The service assesses and advises customers on the Housing Needs, Advice & Support available to them, provide support services to vulnerable people and rough sleepers, provide temporary accommodation and link with providers to help people move into more permanent accommodation.

The Accommodation Team provide a vital link into accommodation for those that approach the council. This includes temporary accommodation for the homeless and links to external housing providers, including housing associations and private sector landlords.

What is the role?

You will be responsible for leading and developing a team of officers and to equip them to deliver effective responses to a range of issues relating to households in temporary accommodation.

Primarily, you will lead and support the Accommodation Team in:

• Arranging emergency housing for homeless households with a variety of temporary accommodation providers, ensuring the best use of available resources and helping monitor costs.
• Engagement with private landlords and letting companies, who the council work with to provide properties for homeless households, to ensure the smooth running of the service.
• Providing administrative support to Housing Needs, Advice & Support, including raising purchase orders, paying invoices, liaising with suppliers and support services, and updating systems.
• Working with stakeholders to ensure the quick turnaround of vacant properties so they are available, when needed, to meet the Council's statutory duty to provide temporary accommodation to homeless households.
• Managing rental income from temporary accommodation, ensuring officers are equipped to engage and enable our customers to claim relevant benefits and sustain their rent payments.

In this role, you will be expected to continually develop the skill set of the officers who report to you, so they become more effective in their role thus leading to an improvement in service to our customers. You will do this by modelling and reinforcing correct behaviours, addressing training needs or skills gaps.

You will also be expected to assist the Housing Accommodation & Allocations Manager to use measures to understand, ensure and improve the effective delivery of the service and associated budgets, always in accordance with current homelessness legislation.

Who is the person?

You need to:

• Have current experience of working in a challenging front line service as you will be supporting officers in dealing with customers who are homeless and are faced with a range of social issues.
• Knowledge of homeless legislation, landlord and tenant law and relevant statutory powers would be an advantage.
• Have the required skills and knowledge to lead a team of officers, offering support and advice to make them more effective in their role.

About the role

• The service provides a Housing Options service to meet the local authorities' statutory duties to support housing advice, housing need and homelessness services in the Borough.

Responsibilities

• carry out a wide range of surveying duties across our varied 3,000 housing residential stock and portfolio of various corporate commercial and non-housing assets supporting us to maintain and improve our properties, ensure the right repair at the right time and help us provide suitable homes when needed.
• You will be responsible for surveying our housing stock and corporate assets, evaluating and diagnosing what work is required, assessing the best options to carry out the work issuing repairs or preparing specifications of work as necessary and managing the work undertaken and a varied range of projects.
• You will ensure that we have accurate stock data information as appropriate. You will assess the condition of the assets, identify building defects, assess quality of work undertaken, offer solutions to resolve any issues identify and prepare specifications for repairs or planned maintenance schemes.
• You will raise repairs and carry out the procurement and management of all contractors providing a repairs and maintenance service or undertaking specific projects, ensuring that the service is provided in accordance with the contract
• You will be responsible for managing the delegated project budgets to ensure that the expenditure is accountable and demonstrates value for money.

Qualifications

• Has a degree or HNC level qualification in a relevant building surveying or construction related subject and relevant experience of surveying properties in a repairs environment.
• Has knowledge and be able to advise others of building construction technology and building pathology.
• Has knowledge and be able to apply building related legislation, contract law and guidance. Specifically the building regulations, planning law, party wall act, fire safety, electrical inspections, gas installations, JCT and NEC contracts.
• Has knowledge and be able to apply construction related health & safety legislation generally including advising others. Specifically the CDM Regulations 2007 and asbestos at work regulations.
• Capable to undertake surveys and demonstrate practical surveying skills including recording stock data and raising repairs as necessary. Who are we looking for?

We are looking for a Maintenance Surveyor to join our repairs and maintenance team with good knowledge of day to day repairs and relevant experience of diagnosing and managing their delivery. Previous experience of working for a Local Authority or housing provider is not essential and you may have a trade background working for a Contractor delivering day to day repairs.

Applicants must be enthusiastic, good communicators, display attention to detail and be keen to develop their building surveying skills. Experience of working with customers of a repairs service, understanding their needs, and managing their expectations is essential.

What is the role?

You will be based at any one of our Area Housing Offices working as part of a Repairs team.

You will carry out a wide range of duties across our varied 15,000 housing stock, together with our asset portfolio of corporate operational, commercial and community assets including schools. You will predominantly be attending day to day repairs, updating stock data, evaluating and diagnosing what work is required, assessing the best options to carry out the work and issuing response repairs.

Who is the Person?

You need to:

1. Be able to demonstrate sufficient relevant experience and knowledge of general day to day response repairs in a housing or commercial environment.
2. Have good building construction technology and building pathology knowledge together with the ability to evaluate and diagnose what work is required, assess the best options to carry out the work and issuing response repairs and advising others.
3. Have a knowledge of building related legislation as appropriate to the role and be able to apply as necessary.
4. Have knowledge and experience of construction related health & safety legislation knowledge generally and be able to apply specifically the working at height regulations, and Control of Asbestos Regulations 2012.
5. Practical surveying skills that can be demonstrated; specifically, be able to carry out stock data and measured surveys, accurately recording stock data as appropriate.
6. Demonstrating you can manage a contractor using a contract, negotiating contractual matters and resolution of disputes with contractors.
7. Have knowledge and experience of cost control techniques and be able to demonstrate commercial awareness when undertaking cost estimates for larger repair work, exercise financial control when managing work and assess value for money for work undertaken when auditing completed repairs. Demonstrate analytical skills to be able to interrogate, analyse and evaluate previous repair information.
8. Have relevant knowledge and experience of all Microsoft packages and demonstrate practical IT skills using Excel spreadsheets or Word when writing reports or letters and be capable of using various other software packages with appropriate training to accurately update data as part of undertaking the surveying role.
9. Have planning skills and demonstrate the ability to be organised and methodical when undertaking inspections to ensure effective time management.
10. Have excellent communication skills (verbal and written) and demonstrate the ability to be a good communicator developing relationships with clients and customers, understanding their aspirations, managing expectations and ensuring that excellent communication occurs to ensure that they are fully informed regarding the repairs and maintenance of their assets, particularly as most repairs and maintenance work is undertaken in occupation whilst our residents are living in their homes or commercial buildings are operational.
11. Full driving licence and provide a car for work, as you will be visiting various sites across Portsmouth and will need to travel effectively between them.
