About The Role

- Develop a framework to ensure the effective delivery of the a) acquisition of land and property rights and b) management of compensation claims, in connection with work streams forming part of the programme through a combination of voluntary negotiation and statutory powers

- Recruit a high-quality team, as and when required, to deliver all of the property needs for all aspects of the programme.

- Oversee and be responsible for the preparation of all documentation in relation to acquisition of land and property rights required to support any future Development Consent Order application(s) that may be necessary

- Work closely with Stakeholder Management specialists and systems and manage all aspects of external stakeholder engagement in relation to the acquisition of property rights and any associated compensation payments

- Procure and manage, via an appropriate process and delivery model, external specialist consultants, when required, to support delivery of the programme generally and on specific aspects of land rights acquisition and compensation management needs relating to the programme

- Assist and contribute to the development and submission of Strategic Outline, Outline and Final Business cases to government as and when required.
- Work effectively as part of a multi disciplinary team including technical, property, legal, procurement, Health & Safety specialists etc. on programme delivery

DUTIES

Departmental

• Act on client instructions and in particular, negotiate settlements in accordance with their requirements

• Prepare cases for taking to courts and tribunals and ADR, diarising key dates in accordance with departmental requirements, and comply with all deadlines set by the relevant forum


CANDIDATE REQUIREMENTS

As the Property Lawyer / Solicitor you will have the following:

• Educated to degree level or equivalent with relevant post graduate qualification to enable practice at solicitor/CILEx fellow level

• A qualified lawyer (solicitor or CILEx fellow equivalent) with experience in practice – in house and/or private practice

• A strong property background with good working knowledge of all legal tenures, in particular those relating to social housing, Landlord and Tenant

• Clear analytical skills, with the ability to process large amounts of information into effective legal proceedings

• Excellent oral and written communication skills, a confident negotiator, with an ability to influence at all levels and explain and put complex legal and technical terms into practical workable solutions

The role of a Pre-Construction Manager

I am looking to speak with experienced Pre-Construction professionals who can engage at the front end of the business taking responsibility for the management of the estimating team, incoming tender quality, tender recommendation and technical support that will inform the basis of the operational business need. You will report directly to the Managing Director and manage the complete tender process across multiple projects, adding value and experience to the estimating teams and ensuring the key project needs are captured to allow the accurate costing and risk appraisal.

As Pre-Construction Manager, you will be responsible for leading the bid team on a wide range of regional construction projects, ensuring adequate bid resources are in place and taking overarching responsibility for successful bid submissions and robust management of development opportunities.

Duties of a Pre-Construction Manager

• Develop the pre-construction programme, delivery programme and operational delivery strategy for each project People Role Profile
• Ensure the bid teams are managed and are collating inputs from a variety of stakeholders to ensure a robust technical and commercial submission is issued
• Support the development and management of talent within the pre-construction team
• To identify and present new opportunities for review with the Board
• Identify and share market intelligence to enhance our offer on future bids (for example Sustainability and Modern Methods of Construction)
• Ensure a dynamic bid library is maintained to assist in future bid collateral and clear demonstration of our Social Value offer
• Report directly to Board on a weekly and monthly basis on workload and opportunities pipeline to assist in identifying any resource needs
• Ensure cross selling of the wider Estates business where appropriate

Requirements of a Pre-Construction Manager

• A relevant industry qualification at HNC or above in Construction.
• Full valid UK driving licence.
• Proficiency in programming software and development of literature to clearly articulate the delivery strategy at pre-construction phase.
• Great organisational skills, capable of delivering multiple projects at any one time.
• Previous BIM Experience.
• Have extensive technical construction knowledge.
