Your new role
As a Senior Procurement Manager (Technology) - you will be responsible for leading the E2E procurement process for all technology and spend. Indeed, your substantial experience of procurement activities and service delivery includes framework mini-competitions, sub threshold procurement activities and PCR 2015 regulated competitions. What’s more, you have proven technical knowledge of major programme procurement activities and approaches, including an understanding of procurement and contractual risk and mitigation, as well as legal constraints such as the UK Public Contracts Regulations. 



Supply chain knowledge and experience of services, corporate and works contracts for the delivery of major refurbishment and heritage projects is also required, as is the ability to grasp the environment and dynamics in which the Delivery Authority and Parliament operates. Someone who works well under pressure, you have strong stakeholder engagement and management skills, are great at prioritising multiple activities to meet deadlines and can bring a constructive ‘can do’ attitude. You’re also adept at developing and implementing new ideas and comfortable working with minimal supervision and using your initiative to proactively follow-up actions.

Overall Job Purpose:

As the Cluster Procurement Manager for the West London Cluster, the post-holder will be an integral part of the cluster team assisting with the leadership and management of procurement and providing extensive day to day support to Academy-based staff on procurement and resource matters.

Key responsibilities:

• Key activities will include leading negotiations with suppliers, supplier management, contract development, competitive tendering, market research, spend analysis benchmarking, and contract management.

• The identification and prioritisation of opportunities for savings on all spend categories including aggregating demand across the cluster of schools.

• Ensuring all procurement processes undertaken are compliant with Public Contract Regulations 2015, all relevant legislation, and policies.

Role Overview:

As the Sustainability & Procurement Reporting Manager, you will create and implement a comprehensive data strategy to support all procurement, commercial, sustainability, and supplier relationship data requirements. You will leverage various data sources to provide insights that drive commercial decisions, regulatory compliance, and support category management and sustainability strategies.

Key Responsibilities:

• Develop and implement a data strategy to support procurement, sustainability, and supplier relationship management.
• Manage relationships with external sustainability, contract, and supplier management platforms.
• Collaborate with Finance and IT teams to minimise duplication and maximise best-practice sharing.
• Develop new reports and dashboards focusing on the New Procurement Act 2024 and the Sustainability Action Plan.
• Manage a reporting calendar to ensure timely and accurate reporting that meets stakeholder requirements.
• Improve data integrity and sources, ensuring robust and actionable insights.
• Engage with the Procurement Leadership Team and senior leaders to support decision-making and coordinate data development strategies.
• Communicate the data strategy through various media tools to senior leadership.
• Report on the progress of the data strategy in monthly Procurement Performance Review meetings.
• Ensure compliance with regulatory and policy requirements.
• Research and benchmark reporting capabilities, seeking improvements and new methods for data management and analysis.
• Lead reporting activities for contract expiry, renewal processes, social value, and sustainability commitments.

Person Specification:

• Degree level qualification with knowledge and/or interest in Procurement and Sustainability.
• Analytical and reporting skills with experience in data analysis and manipulation in a regulated and/or commercial environment.
• Strong interpersonal skills and ability to communicate effectively at all levels.
• Commercial attitude with strategic thinking and horizon scanning capabilities.
• Ability to work autonomously and engage successfully with key stakeholders.
• Proficiency in building and maintaining dashboards in PowerBi and understanding Oracle systems.
• Demonstrable experience in transforming data and presenting insights for commercial decision-making.
• Knowledge of procurement, strategic sourcing methodologies, change management, and supply chain theory.

Your new company
You will be working with one of the UK's leading construction and engineering consultancy firm, with offices up and down the UK. You will be supporting on some of the largest infrastructure projects in the UK, supporting value add procurement initiatives.

Your new role
You will be working within the Projects & Infrastructure team - advising on a variety of large-scale construction initiatives. You will be responsible for leading full e2e procurement processes across a variety of projects, with rotations between clients as necessary. You will work closely with engineering, project management, finance and supply chain teams. You will frequently engage with senior internal and external stakeholders, across both public and private sector clients.

What you'll need to succeed
You will need to have experience working within public sector - preferably working as a consultant. If you have security Clearance, this would be highly beneficial for this role, but would not be a pre-requisite. Experience working within either the Construction or IT category will be necessary for this post, as you will be responsible for advising within one area - there are multiple vacancies within this organisation. You will have to be a self-starter with the ability to effectively work in large teams and engage stakeholders across all levels.
