Duties: The Program Analyst reports directly to the Deputy Director of Contracting (DDoC) of the NCO and is responsible for gathering, compiling and coordinating data for reports in order to develop and conduct comprehensive investigative studies for decision making purposes. Consults with management at the NCO, RPO Regional Office, VHA Central office, and strategic planning subject matter experts to formulate and defend strategic plans and directions, discuss overall intent of plans, actions or projects, and determine detailed guidelines for studies, utilizing knowledge of subject area, research techniques, and regulatory limitations; organizes and analyzes data from all sources, using statistical methods to ensure validity of results. Ensures information is provided within time frames needed; tracks and collects data for all NCO metrics and internal controls in addition to analysis, defends and helps the Director of Contracting (DoC) and DDoC influence managers and other officials to accept and implement findings and recommendations. Provides data analysis and concise findings and recommendations for management meetings involving planning, budget, and program matters concerned with the establishment of policies and decisions that will ultimately lead to the accomplishment of mandated RPO goals and objectives. Modifies, adapts, and refines broader guidelines to account for differences in working environments throughout the region which will be utilized by staff at each medical center and on each product line team throughout the region. Interacts with other NCOs within the region, RPO Regional offices and VHA Central Office working and influencing strategic initiatives throughout the region that can also have huge impact at a regional and national level. Serves as program liaison to the various user groups at local, regional and national level to develop information, resolve a wide variety of problems, maintain effective interrelationships, and meet program objectives. Monitors trends and provides NCO Management trend analysis reports and recommendations for various program areas for the NCO. Analyzes purchase quantities of supplies, services, and equipment to make recommendations and performs analysis of trends in procurement/contracting data. Performs other related duties as assigned.

Physical Requirements: The work is sedentary in nature. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments.
