This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-06. At the GS-05 grade level, the employee performs assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-06. Duties include, but may not be limited to the following:

• Perform technical level purchasing support adhering to the Federal Acquisition Regulations (FAR), Veteran Affairs Acquisition Regulations (VAAR), Veteran Health Administration (VHA), and Prosthetics directives and handbooks, Veterans Integrated Service Networks (VISN) policy and station memorandums to acquire Veteran specific medical equipment, supplies and services based on a medical provider's clinical assessment and evaluation of the Veteran's medical condition.
• Submits Acquisition Plans and Procurement Packages for stock and veteran specific needs to the Network Contracting Office and uploads quotes, bids, invoices, consults, and other important documents to Electronic Contract Management System (eCMS).
• Verifies Data Universal Numbering System (DUNS) and Bradstreet information and ensures each vendor is in System for Award Management (SAM) and in good standing with the government to do business with.
• Verifies accountability of all prosthetics expenditures in both the purchase menu and the prosthetics program and associate all obligations to the individual veteran.
• Ensure the services provides are documented not only as the type of service, but the duration.

The duties and responsibilities for a Procurement Analyst generally include, but are not limited to, the following:

• Overseeing the development and recommendations of policies and procedures in the functional area of procurement and acquisition.

As a Supervisory Inventory Management Specialist, you will:

• Serve as the main agency contact point for the implementation of the Federal Management Regulations for personal property.
• Manage and oversee Departmental personal property inventory programs.
• Plan and conduct management studies and analyses of Departmental property inventory operations, process, and programs.
• Direct all activities involving the administration of bank card purchase, Blanket Purchase Agreements and contracts for various personal property functions, including office equipment maintenance and repair, conventional furniture and case goods purchase, furniture repairs and reconfiguration, and carpet purchase and installation.
• Develop Departmental budget estimates for furniture and equipment needs based upon historical data, knowledge of property requirements and equipment capabilities.

• Serve as the FAR Principal working with OFPP, GSA and DoD on FAR cases, including identifying the type of rule (proposed, interim, direct-to-final), assigning the FAR teams, appointing team members, timeline, and drafting the Unified Agenda.

You will serve as a Division Chief under the direction of the Office of Procurement Policy and Oversight. As Division Chief, Procurement Policy and Systems, you will be responsible for facilitating the procurement of goods and services throughout the Coast Guard (CG) by developing, coordinating and administering the CG procurement program, assuring compliance with applicable laws, regulations and policies in all service-wide CG acquisition activities. You will be responsible for building a service-wide acquisition workforce and electronic acquisition tools through the development and issuance of contracting policies and procedures. As the Contracting Specialist/ Procurement Analyst you will serve as the procurement/contracting subject matter expert and advisor to the Chief Financial Officer (CFO) and is responsible for planning, advising, and administering contracts, and interagency agreements for services and supplies all in support of the agency, and performing a variety of financial functions to facilitate financial and operational management applicable regulations adherence.

You will perform the following duties:

• Serves as the contracting/procurement expert and advisor on the acceptability and applicability of overall procurement objectives. Provides advice and guidance on contracting matters to project managers and contracting officer representatives.
• Utilizes knowledge of various contract vehicles and applicable statutory requirements to develop and formulate standard operating procedures on issues critical to the STB contracting and procurement activities.
• Develops procurement objectives and strategies including terms of competition, selecting appropriate methods of generating proposals (solicited and unsolicited) and selecting appropriate methods, techniques, and instruments for implementing widely differing types of proposed projects or activities.
• Provides general oversight of agency purchase requests, interagency agreements, purchase orders, contracts, and other source documents to ensure that the agency's expenses remain within applicable limits and thresholds, are accurately documented, and does not violate agency policies, the Anti-Deficiency Act, the Federal Acquisitions Regulations (FAR), and applicable acquisition regulations.
• Reviews external audit reports on procurements and makes recommendations on findings. Analyzes Congressional inquiries involving procurements and prepares appropriate responses based on knowledge of procurement operations.

As an Inventory Currency Controller, you will:
- Maintain an adequate supply of replacement inventory for damaged notes.
- Record transactions in the BEP designated electronic system of record.
- Assist in reconciling discrepancies discovered during the count of mutilated stock.
- Responsible for acquiring QA samples from submitted mutts in line with quality procedures.
- Verify accumulated units of cancelled and counted stock, checking each against accompanying identification.

Analyzes and evaluates contracting matters; initiates, develops and makes recommendations on contracting policies, procedures, guidance, and control; leads the Personal Service Contractor (PSC) enhancement efforts; supports divisional programs and projects.

Conducts research to respond to questions and resolve issues. Collects data/information, and timely incorporates solutions/improvements to streamline and reduce administrative burdens in executing and administering PSC contracts.

Serves as a focal point in managing the Agency Staff Tracking and Reconciliation System or other workforce tracking records system, focusing on proper system use and accuracy of contractor data and coordinates with Human Resources to ensure accuracy of federal (i.e. FTE, Intern) data. Collaborates with other departments and divisions to incorporate refinements and efficiencies to the system to ensure proper use and accurate records.

Helps manage the MCC Contracts and Grants Management SharePoint sites and architecture by creating and managing access to document libraries, editing and creating pages, and directly updating internal trackers and SharePoint lists related to MCC CORs and purchase card holders. Develops new SharePoint sites and pages within the existing CGM SharePoint infrastructure and updates existing sites and pages as needed to continually improve the look and utility.

Advises on contracting policies and supports planning and analysis of project assignments by gathering and evaluating information, setting specific goals, assessing problem areas, and preparing recommendations for resolution via white papers, Microsoft Excel charts/graphs, Microsoft Power Business Intelligence dashboards etc.

Serves as the backup to the Branch Director. • Collaborates with Pharmacy Leadership to develop and implement a VAWW Pharmacy cost containment strategic plan by fully utilizing the VISN and National PBM pharmacoeconomic resources and community by translating national data, innovations, and recommendations into local process improvement that maximize fiscal responsibility and providing clinical review and recommendations to develop drug conversion plans to address drug shortages, pharmacoeconomic initiatives and emerging safety concerns.

• Track patients using high-cost medications to verify therapeutic goals are being met, with an eye on optimizing medication management if they are not achieving desired therapeutic outcomes.
• Performs prescription processing activities in outpatient and/or inpatient pharmacy areas.
