The Corporate Procurement Team are looking to engage an individual with strong commercial awareness and an enthusiastic approach to working with others.
Assisting the Senior Procurement Officer, you will support contracting officers in the delivery of effective contracts to meet a range of needs, in line with Council policies and procedures.
You will be involved in project management, change management and in the development of systems and processes to support end users with the delivery of their contract plans.
Excellent communication skills are a must as you will be required to engage with a wide range of stakeholders.
Attention to detail is also a key skill as accurate record-keeping and progress monitoring will be required.
Experience of procurement in a comparable organisation would be an advantage. This post offers the right candidate the opportunity to enhance and expand their established skills in a diverse public sector environment.
Requirements
You must be able to demonstrate experience of professional procurement activities in a public sector organisation.
You will have working knowledge of a variety of skills to plan, procure and execute a project, making sure everything is on track and that everyone involved is working to their full potential.
You must be able to demonstrate sound knowledge of public procurement regulations and legislation and experience of public sector procurement legislation is essential.
You must be computer literate with proven IT Skills in Microsoft applications and have experience of using Word, Excel and PowerPoint presentations.
Excellent communication skills are a must as you will be required to engage with a wide range of stakeholders.
You will be responsible for supporting tender activities; including working on data analysis to support to support specification development, typing documents, completing strategy and evaluation templates.
You must be able to demonstrate your ability to arrange and deliver training and/or awareness sessions to the applicable stakeholders.
You must have experience of working in a team environment but also to work on your own initiative and have a flexible approach and ability to achieve deadlines by prioritising your own workload.
You must be able to demonstrate excellent organisational skills with attention to detail, have the ability to work under pressure, have a flexible attitude and an enthusiastic and positive approach to work.
You must be able to demonstrate the ability to prepare accurate summary reports. These are required to facilitate monitoring of project outcomes, potentially including those that are financial and sustainable.
You must have excellent interpersonal, communication skills as you will be required to liaise with internal stakeholders and external suppliers where appropriate and the ability to present information to a variety of clients, including Senior Management Team.
You must be committed to team working, be resourceful and adaptable with the ability to work as part of a team. You must have a positive attitude and have a willingness to encourage strong relationships and communications between teams.
You must have the capacity to analyse complex matters e.g. new legislation/guidance and its impact for customers and working procedures.
You must have the ability to establish, update and maintain accurate records which will track ongoing progress of projects ensuring control and co-ordination of all project documentation.
Experience of using Public Contract Scotland and Public Contracts Scotland Tender would be advantageous.
