The Director supervises and oversees attorney and support staff, participates in the formulation and implementation of new policies or organizational changes having an impact on the Branch and the Division, represents the Assistant Attorney General (AAG) on various interdepartmental committees or activities with respect to matters relating to the FTCA, and manages and directs supervisors and attorneys in all phases of litigation of high-profile and unusually complex cases. The incumbent reviews and approves pleadings, briefs, and legal memoranda on significant cases and oversees and directs strategy for settlement negotiations, mediations, and conferences. The Director makes appeal recommendations for all adverse judgments entered in FTCA cases and makes final determinations that no appeal will be taken in certain non-controversial adverse FTCA judgments. The Director consults with leadership on litigation strategy, settlement, and appellate prospects in high-profile cases, and provides guidance and advice to United States Attorneys' offices and agency counsel nationwide concerning FTCA jurisprudence, case development, damages evaluation, and settlement strategy and negotiations.

Program Management duties include but are not limited to:

• Serves under the direction of the N95 Program Director and may act for the N95 Program Director in all matters within existing policy. Represents the N95 Program Director when conducting visits to CNIC N95 operational activities and in discussion of operational matters with responsible officials. Advises the N95 Program Director on significant operational plans, programs, opportunities and problems.
• Directs and manages day-to-day N95 operational activities and performance through subordinate HQ personnel. Owns the operational performance of the division including meeting N95 leadership's approved strategic and annual plans.
• Serves as an Action Officer on taskers and leads and/or is part of multidisciplinary or cross-functional teams to develop and execute N95 plans/events and resolve complex, multi-faceted operational issues. Ensures CS reporting, data calls and briefings, and consolidated responses are executed timely.
• Serves as a senior analyst for N95. Provides oversight and coordination with CS program managers to ensure program policy and guidance effectively supports CS operations and meets DoD and DON requirements. Leads the identification, development, and coordination of new policies and procedures to support CS operations, mission, and supported population.
• Executes N95 leadership's overall direction and guidance for the development, acquisition, evaluation, improvement, and sustainment of CS programs and initiatives for the Department of the Navy (DON). Coordinates, integrates, leads, and directly controls the day-to-day efforts associated with CS programs. Analyzes situations, identifies problems, probes causes, and selects courses of action for administrative, technical, and professional staff to pursue.
• Oversees the development, management, and distribution of the CS program budget, comprised of Operations & Maintenance Navy, and Department of Defense (DoD) funding sources. Approves and articulates programmatic and fiscal goals and objectives, advises N95 leadership on the best solution for managing budget requirements. • Develops implementation plans for new ideas, procedures, processes, methods, or approaches for short and long-range management operations. Ensures alignment of policy, compliance, and implementation, and training across all CS programs.
• Establishes and maintains contacts with key officials and senior staff personnel in Navy commands (e.g., OPNAV, Bureau of Naval Personnel, Navy Comptroller, Secretary of the Navy (SECNAV), Regional Commands), as well as other Services, DoD, Congressional staffs, and private industry to monitor new policies, determine Navy compliance with new programs, and identify trends. Develops strategies for improving and maintaining strong relationships with key stakeholders.
• Communicates change management plans to teams and key stakeholders to ensure understanding and buy-in. Advises leadership, teams, and stakeholders on handling organizational change.

• Directs work to be accomplished by a staff of military and civilians (NAF and APF): from the many functional areas within the CS program and acts as a rating official. Provides second level supervision for up to 40 military, NAF and APF employees;

As the Deputy Director Petroleum Reserves your responsibilities will include:

• Primary responsibility and authority, on behalf of the CESER's Director to plan, manage, implement, and administer all programmatic functions and activities under the Strategic Petroleum Reserve (SPR), and the Northeast Home Heating Oil Reserve (NEHHOR) by achieving the national objective of storing sufficient reserves of crude oil and heating oil to be used in the event of severe energy supply interruptions that threaten the nation's energy security and its economy. The incumbent is also responsible for the custody, protection, and oversight of the administration of equity, legal requirements and agreements, and remaining activities for several Naval Petroleum and Oil Shale Reserves' (NPOSR) functions under DOE Administration.
• Achieving the overall programmatic goals and objectives for the SPR and NEHHOR, specifically establishing and planning program priorities, developing policy options for CESER management and issuing guidance in the areas of policy development, planning, budget formulation and financial management, mission performance, operational studies, and analysis for OPR programs. This includes, but is not limited to articulating the mission of the whole OPR division and clarifying and affirming the roles of the different organizational units.
• Directing organizational activities and framing strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. Incumbent sets all internal control standards for effectiveness, efficiency, and productivity and assesses all organizational policy, program, and project viability. He or she determines the financial and personnel resources needed to achieve mission objectives and support mission operations; identifies the need for major organizational improvements and develops the requisite plans and directs implementing actions. • Acting as the principal Petroleum Reserve advisor to the PDD for CESER on the advisability of releasing SPR and NEHHOR stocks to commercial markets either under the President's emergency authority or for the purpose of acquiring more oil for the Reserve.
• Establishing technical performance, scope, cost, and schedule requirements; controlling key milestones; integrating all elements of each OPR program; providing operational policy guidance; expediting Headquarters interface activities; and retaining overall accountability for each program's success.
• Representing CESER at conferences and forums regarding petroleum reserve issues, operations, and activities.
